SR 12-15-2020 13D 13.D December 15, 2020 Council Meeting: December 15, 2020 Santa Monica, California 1 of 1 CITY CLERK’S OFFICE - MEMORANDUM To: Mayor and City Council From: Denise Anderson-Warren, City Clerk, Records & Elections Services Department Date: December 15, 2020 13.D Request of Councilmembers Brock and Davis that the City of Santa Monica, as part of the America Supporting Americans ("ASA") program, adopt a resolution in accordance with the attached sample resolution whereby the City of Santa Monica would adopt the Headquarters and Headquarters Company of 2nd Battalion, 327th Infantry Regiment (No Slack) of the 101st Airborne Division (Screaming Eagles) of the US Army. ASA began in 1968 when Linda Patterson learned from her brother, who was deployed to Vietnam, that certain Soldiers did not receive mail from home. Linda began to organize in her hometown of San Mateo, CA to write letters to Soldiers stationed in Vietnam. Linda’s brother was killed in Vietnam, but his legacy lived on in her commitment to build support for Americans in the military. Linda’s brother was a member of the 101st Airborne Division, and more specifically the 1st Brigade Combat Team, known as Bastogne. The 2nd Battalion Headquarters and Headquarters Company which we are proposing be adopted by Santa Monica is part of that 1st Brigade. Today, units from multiple service branches are sponsored by cities all around the country. There is no financial commitment required of the City and participation in the ASA program does not support any military action, policy, or operation. It is designed to support individual service members who are serving their country. If the City were to adopt the resolution, it would be to encourage local organizations such as The Santa Monica Elks Lodge 906 and local Girl Scout Troops 16135 and 415 Holly Hills (all of whom have expressed interest in supporting US soldiers) to participate in activities that support No Slack soldiers stationed at home and abroad. 13.D Packet Pg. 1039 AAMMEERRIICCAA SSUUPPPPOORRTTIINNGG AAMMEERRIICCAANNSS:: SSAAMMPPLLEE AADDOOPPTTIIOONN RREESSOOLLUUTTIIOONN (PLEASE COPY ON TO CITY LETTERHEAD.) WHEREAS, American military forces are either engaged in defending or are prepared to defend and support American interests and principles, and WHEREAS, the Adopt-a-Unit program created by America Supporting Americans on March 4, 1968 provides a mechanism whereby all branches of the United States Armed Services can be "adopted" by American communities, and WHEREAS, the purpose of this adoption program is to create a bond between American communities and the military men and women who bravely serve their country, and WHEREAS, this bond is intended to support the morale of said service men and women without regard to individual political ties or affiliations, and WHEREAS, in recognition of the challenges confronting American service men and service women, it is appropriate and fitting that the City of ______________________________ in the State of ___________ show its support by adopting the following unit/ship/squadron: _________________________________________________ ______________________________. NOW, THEREFORE, BE IT RESOLVED that the City of _____________________________ in the State of __________________________________does hereby adopt and offer its ongoing respect and support, in time of war and in time of peace, to the following unit/ship/squadron:____________________________________________ ________________________________, BE IT FURTHER RESOLVED that the City Council, or other comparable civic authority, hereby designates the following individual as the official, primary liaison between this community, the newly adopted unit/ship/squadron, and America Supporting Americans, as the organization which has facilitated this adoption: ___________________ ____________________________________. All contact information for this individual is included in the Adoption Agreement Form accompanying this Adoption Resolution. The City of __________________________________ in the State of ________________ hereby encourages all City employees, businesses, service clubs, charitable organizations, and private citizens to become involved in supporting this adoption.
