SR 12-15-2020 3A City Council Report City Council Meeting: December 15, 2020 Agenda Item: 3.A 1 of 5 To: Mayor and City Council From: Susan Cline, Director, Public Works, Engineering and Street Services Subject: Award Construction Contract to Colich and Sons L.P. for Non-Potable Water Main Expansion Project Recommended Action Staff recommends that the City Council: 1. Award Bid #2563 to Colich and Sons. L.P. to provide construction services for the Non-Potable Water Main Expansion Project for the Public Works Department; 2. Authorize the City Manager to negotiate and execute a contract with Colich and Sons. L.P. in an amount not to exceed $1,803,341 (including $170,001 for contingency); 3. Authorize the Director of Public Works to issue any necessary change orders to complete additional work within contract authority; and 4. Authorize budget changes as outlined in the Financial Impacts and Budget Actions section of this report. Summary The City distributes treated non-potable water to both public and private users daily for irrigation and toilet flushing to conserve potable water. The Non-Potable Water Main Expansion Project (Project) would expand the existing distribution system by constructing approximately 4,180 linear feet of non-potable water distribution pipes at strategic locations throughout the City and by connecting the existing non-potable water main alignment along Olympic Boulevard to the City Yards, and along 17th Street to Santa Monica College. The Project would support the City of Santa Monica’s water self- sufficiency goals by ensuring that the City can convey up to 1.5 million gallons of recycled water per day which offsets potable water usage. Staff recommends Colich and Sons, L.P., to provide construction services, for an amount not to exceed $1,803,340 (including $170,001 in contingency). The Santa Monica College portion of the Project would be funded by $500,000 from the Water Demand Mitigation funds, funds reserved for water conservation capital projects such as this. 3.A Packet Pg. 66 2 of 5 Discussion The City completed construction of the Santa Monica Urban Runoff Recycling Facility (SMURRF) in 2002. The facility treats up to 500,000 gallons per day of urban runoff from the Pico Kenter and Pier basins year-round. The treated non-potable water is pumped through a Citywide distribution system that serves parks, medians, and the Woodlawn cemetery, in addition to dual-plumbed buildings. The SMURRF currently feeds 26,000 linear feet of non-potable water distribution mains with pipe sizes ranging from four to twelve inches. Santa Monica College (SMC) recently contacted the City and notified staff of their desire for treated non-potable water. To accommodate SMC’s needs and further expand the non- potable water main distribution system, approximately 1,000 linear feet of non-potable water main would be added to the original scope for a total of 4,180 linear feet. The additional pipe would be installed on 17th Street between Delaware Avenue and SMC, crossing Pico Boulevard. Staff recommends including the installation of the 1,000 feet of additional pipe as part of the Project so that the pipe is installed prior to upcoming surface improvements related to the construction of 17th Street/SMC/Expo Bike Path Connection, which is expected to be bid within the next several months. Water Demand Mitigation funds would be used to pay for the additional segment to SMC. Staff would negotiate with Colich and Sons, L.P. to utilize the unit prices in the bid. 3.A Packet Pg. 67 3 of 5 Upon completion of the Sustainable Water Infrastructure Project and the expansion of the non-potable water distribution system, the City would produce and distribute significantly more treated non-potable water than it has in the past which would help the City’s efforts to continue to offset potable water usage and achieve the City’s water self- sufficiency goal. Evaluation Criteria Price; the quality of the material or services offered; the ability, capacity and skill of the bidder to perform or provide services; the capacity of the bidder to perform the contract or provide the service promptly, within the time specified, and without delay or interference; the sufficiency of the bidder’s financial resources; the character, integrity, reputation, judgment, training, experience and efficiency of the bidder; the ability of the bidder to provide such future maintenance or service as may be needed; any other factor that will further the intent set forth in Section 608 of the City Charter. The City shall have absolute discretion in determining the applicability and weight of the criteria listed above. The City is not required to select the bid with the lowest price. Colich and Sons, L.P., has completed numerous similar pipeline projects for various agencies throughout California including a City of Santa Monica water main project. Staff contacted the reference cities, and respondents reported satisfaction with Colich and Sons, L.P.’s performance. Public Outreach Public outreach during construction of this project would be provided by the City’s construction manager. Public outreach would include notifications distributed to adjacent properties and the surrounding community on the scope of the project, potential impacts including night work and schedule, with monthly updates on the City’s “Know Before You Go” (KBUG) website and monthly in a Monday edition of the Santa Monica Daily Press. Major updates regarding the project would be provided on the City’s website and various social media channels. Properties impacted by the project would receive a construction notice. The notice would be mailed to properties adjacent to the proposed work one to two weeks prior to the start of construction. The notice would be prepared by Public Works staff and distributed by the contractor. Financial Impacts and Budget Actions Staff seeks authority to release and appropriate Water Demand Mitigation funds from the Water Fund and approve funding from the Water Fund to award a contract with Colich and Sons, L.P., for construction services, for the Non-Potable Water Main Expansion Project. Award RFP #SP2563 to NV5, Inc., a Florida-based company, to provide design services, develop construction documents, and provide engineering support during the construction of the Non-Potable Water Main Expansion Project for the Public Works Department; 2. Authorize the City Manager to negotiate and execute a professional services agreement with NV5, Inc., in an amount not to exceed $149,781 (including a $13,616 contingency) for two years, 3. Authorize the Director of Public Works to issue any necessary change orders to complete additional work within budget authority. Summary The City distributes treated non-potable water to both public and private users daily for irrigation and toilet flushing to conserve potable water. The Non-Potable Water Main Expansion Project (Project) would expand the existing distribution system in two phases: by constructing approximately 2,100 linear feet of non-potable water distribution pipelines at strategic locations throughout the City and by connecting the existing non- potable water main running along Olympic Boulevard to the City Yards to support the sustainability goals of the City Yards Modernization Project. Staff recommends NV5, Inc. to provide engineering design services, develop construction documents, and provide engineering support during the construction phase of the Project for an amount not to exceed $149,781 over a two-year period. The treated non-potable water is pumped through a Citywide distribution system that serves parks, medians, a cemetery and dual-plumbed buildings. The SMURRF currently feeds 26,000 linear feet of non-potable water distribution mains with pipeline sizes ranging from 4 to 12 inches. The Project would expand this system by constructing pipelines on Fifth Street between Santa Monica Boulevard and Colorado Street, in Palisades Park at the California Incline, and from Palisades Park to the San Vicente Boulevard median. The Project would also connect the existing non- potable water main running along Olympic Boulevard to the City Yards to support the sustainability goals of the City Yards Modernization Project. The expansion of the system would help reduce the use of potable water by making treated non-potable water available for developments in the downtown area and for irrigation of the San Vicente Boulevard medians. NV5, Inc. would be tasked with preparing plans, specifications and estimates, and providing engineering support during the bidding process and construction phase of the project, which would include reviewing change orders and ensuring the construction contractor uses materials that meet the requirements of the approved contract documents. NV5, Inc. would also prepare the “As Built” record drawings at the conclusion of the project. NV5’s demonstrated extensive knowledge and experience with similar projects with various agencies. NV5 also demonstrated through past projects its ability to offer experienced design teams that can complete high quality project designs in an expeditious manner and at competitive hourly rates. Based on these criterias and the criteria in SMMC 2.24.073, staff recommends NV5 Inc. as the best qualified firm. Financial Impacts and Budget Actions Staff seeks authority to award a two-year professional services agreement with NV5 Inc. for non-potable water main design and construction support services. This project is funded by the Wastewater Fund, and budget is available in the FY 2018-19 Capital Improvement Program (CIP) budget.
