A special meeting of the Santa Monica City Council was called to order by Mayor Himmelrich at 6:03 p.m.,
on Tuesday, December 6, 2022, at City Council Chambers, 1685 Main Street, Santa Monica, CA.

CONVENE/PLEDGE
On order of the Mayor, the City Council convened at 6:03 p.m., with all
members present. Mayor Pro Tem McCowan led the assemblage in the
Pledge of Allegiance.

Congressman Ted Lieu) commented on Item 4.A.

Motion by Mayor Himmelrich, seconded by Councilmember Negrete, to
hear public speakers for Item 4.A. and 4.B. before giving the Oaths of
Office. The motion was unanimously approved by voice vote, with all
members present.

was presented.
Motion by Councilmember Davis, seconded by Mayor Pro Tem McCowan,
to adopt Resolution No. 11484 (CCS) Accepting the Official Canvass and
Official Statement of Votes Cast for the Consolidated General Municipal
Election Held on November 8, 2022, and Declaring the Results Thereof. The
motion was approved by the following vote:
AYES: Councilmembers Parra, Davis, Negrete, Brock, de la Torre,
Mayor Pro Tem McCowan, Mayor Himmelrich
NOES: None
ABSENT: None
ADJOURNMENT THE
CURRENT COUNCIL
On order of the Mayor, City Council, as presently constituted, was
adjourned and the meeting was turned over to the City Clerk Denise
Anderson-Warren.

4.C. Administration of Oath of Office to New Santa Monica College
Board of Trustees Members, was presented.
City Clerk Anderson-Warren administered the oath of office to
newlyelected Community College Board of Trustees Members Sion Roy,
Nancy Greenstein, Tom Peters and Barry Snell.

4.D. Administration of Oath of Office to New Santa Monica Malibu
Unified School District Board, was presented.
City Clerk Anderson-Warren administered the oath of office to newly
elected School District Board Members Laurie Lieberman, Richard
Tahvildaran-Jesswein, Stacy Rouse and Alicia Mignano.
RENT CONTROL BOARD 4.E. Administration of Oath of Office to New Santa Monica Rent
Control Board Members, was presented.
City Clerk Anderson-Warren administered the oath of office to newly
elected Rent Control Board Members Ericka Lesley, Daniel Ivanov and
Kurt Gonska.

CITY COUNCIL 4.F. Administration of Oath of Office to New Santa Monica City
Councilmembers, was presented.
City Clerk Anderson-Warren administered the oath of office to newly
elected Councilmembers Caroline Torosis, Jesse Zwick and Lana Negrete.

4.G Convening of new City Council, was presented.

PRESENT: Councilmembers de la Torre, Brock, Zwick, Negrete, Davis,
Parra, and Torosis
• Election of Mayor for the ensuing two years
The City Clerk opened the floor for nominations for electing of Mayor for
the ensuing two years.
Motion by Councilmember Brock, seconded by Councilmember Negrete, to
combine the election of Mayor and Mayor Pro Tem. The motion was
approved by the following vote:
AYES: Councilmembers Parra, Davis, Negrete, Torosis, Zwick, Brock,
de la Torre
NOES: None
ABSENT: None
Questions ask and answered of staff included: whether the previous motion
was permissive; whether Councilmember Davis served as Mayor
previously; and can previouslymade motions be voted on again.
Discussion included concerns that the current selection process creates
divisiveness; and the possibility of directing staff to come back with a
rotating Mayor process that might create more unity.
Motion by Councilmember Parra, seconded by Councilmember de la Torre,
to appoint Councilmember Brock as Mayor for the first year and
Councilmember de la Torre as Mayor for the second year, and
Councilmember Negrete as Mayor Pro Tem for both years.
Substitute motion by Councilmember Torosis, seconded by Councilmember
Davis, to appoint Councilmember Davis as Mayor and Councilmember
Negrete as Mayor Pro Tem for the first year and then switch seats for the
second year with Councilmember Negrete as Mayor and Councilmember
Davis as Mayor Pro Tem.
The motion failed by the following vote:

Substitute motion by Councilmember Torosis, seconded by Councilmember
Zwick, to appoint Councilmember Davis as Mayor and Councilmember
Negrete as Mayor Pro Tem the first year, and Councilmember Negrete as
Mayor and Councilmember Brock as Mayor Pro Tem the second year.
The motion failed by the following vote:
AYES: Councilmembers Torosis, Zwick, Davis
NOES: Councilmembers de la Torre, Brock, Negrete, Parra
ABSENT: None
Substitute motion by Councilmember Torosis, seconded by Councilmember
Davis, to appoint Councilmember Davis as Mayor for the first year,
Councilmember Brock as Mayor for the second year with Councilmember
Negrete serving as Mayor Pro Tem for both years. The motion was approved
by the following vote:
AYES: Councilmembers Davis, Negrete, Zwick, Torosis
NOES: Councilmembers Parra, Brock, de la Torre
