RESOLUTION NUMBER 11363 (CCS)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA,
CALIFORNIA, DESIGNATING OFF-LEASH DOG AREAS, DESIGNATING USE
REQUIREMENTS, LIMITING THE NUMBER OF DOGS AND ESTABLISHING
HOURS OF USE
WHEREAS, in September 1989, the City Council authorized an off-leash area for
dogs in Memorial Park; and
WHEREAS, in November 1995, the City Council authorized off-leash dog areas
in Joslyn and Pacific Street Parks; and
WHEREAS, in January 1998, the City Council authorized limitation on the
number of dogs in off-leash areas and the hours of use of off-leash areas; and
WHEREAS, in October 2003, the City Council approved plans for an off-leash
dog area at Airport Park; and
WHEREAS, in January 2021, the City Council approved contracting to develop
an off-leash dog area adjacent to the Big Blue Bus property at 1620 6th Street; and
WHEREAS, it is the City Council's intention that dog owners and dogs continue
to enjoy access to off-leash areas in the City's public parks and City-owned public
spaces and that use is managed in a way to minimize any potential adverse impacts on
surrounding neighborhoods; and
WHEREAS, the City has limited park space and 5,500 dogs, many of which live
at residences without private yards, whose good health depends upon exercise; and
WHEREAS, on September 18, 2007, the City Council adopted Resolution No.
10244 to designate use requirements, limit the number of dogs, and establish hours of

use for the off-leash dog areas then in existence in the City in Memorial park, Joslyn
Park, Pacific Park, and Airport Park; and
.WHEREAS, the City Council now desires to replace Resolution No. 10244
(CCS) with this resolution to designate use requirements, limit the number of dogs, and
establish hours of use for all the off-leash dog areas that will be in existence in the City
once the new off-leash dog area adjacent to the Big Blue Bus property at 1620 6th
Street is completed.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Resolution Number 10244 (CCS) is hereby repealed in its entirety.
SECTION 2. The Director of the Community Services Department shall
designate portions of Joslyn Park, Airport Park, and Pacific Street Park for off-leash use
during the hours of 7:30 am to 8:30 pm on weekdays and 8:30 am to 8:30 pm on
weekends and holidays and portions of Memorial Park for off-leash use during the hours
of 6:00 am to 8:30 pm weekdays, weekends, and holidays. No one, except authorized
City personnel, will be permitted in these designated areas before or after the
designated times.
SECTION 3. The Director of the Department of Transportation shall designate a
portion of the Big Blue Bus property located at 1620 6th Street for off-leash use during
the hours of 6:00 am to 12:00am on weekdays, weekends, and holidays. No one,
except authorized City personnel, will be permitted in this designated area before or
after the designated times.

SECTION 4. The use of Joslyn Park, Memorial Park, and Pacific Street Park off-
leash areas shall be limited to residents of Santa Monica and their licensed dogs. The
Airport Park and Big Blue Bus property off-leash areas may be used by Santa Monica
residents and non-Santa Monica residents and their licensed dogs.
SECTION 5. At no time shall there be more than 45 dogs in the Joslyn Park or
Airport Park off-leash areas. At no time shall there be more than 20 dogs in the Pacific
Street Park off-leash area or 10 dogs in the Memorial Park off-leash area. At no time
shall there be more than 22 dogs in the Big Blue Bus property off-leash-designated
area. These limitations shall be posted in each designated off-leash area.
SECTION 6. Rules governing use of the off-leash areas shall be posted in each
area.
SECTION 7. No person may have more than four dogs in any of the public park
off-leash areas at any one time. No person may have more than two dogs in the Big
Blue Bus property off-leash area at any one time.
SECTION 8. Dog owners must adhere to ordinances regarding leashing of dogs
when not within a designated off-leash area, to control their dogs to prevent the
commission of nuisances, to prevent excessive barking, and to visibly carry the means
of removing their dog fecal matter and to remove it.
SECTION 9. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
