A special meeting of the Santa Monica City Council was called to order by Mayor Himmelrich at 6:00 p.m.,
on Wednesday, June 2, 2021, via teleconference pursuant to the Governor’s Executive Order N-29-20 at

CONVENE
On order of the Mayor, the City Council convened at 6:00 p.m., with all
members present except Councilmember McKeown.
CLOSED SESSIONS
Councilmember de la Torre
was excused at 9:16 p.m.
Member of the public David Whatley commented on closed sessions.
On order of the Mayor, the City Council recessed at 6:06 p.m., to consider
closed sessions and returned at 9:45 p.m., with Councilmembers McKeown
and de la Torre absent, to report the following:

The Interim City Attorney advised this matter was heard with no reportable
action taken.

2.A. Acknowledgment of Councilmember McKeown's retirement,
adoption of resolution declaring a vacant seat, and discussion and
direction on options to fill vacancy, was presented.
Recommended Action
Staff recommends that the City Council:
1. Acknowledge Councilmember McKeown’s letter announcing his
retirement from the Santa Monica City Council;
2. Adopt the attached Resolution declaring a vacancy on the City
Council as of June 11, 2021, the effective date of the
Councilmember’s retirement; and
3. Discuss the next steps for filling the vacancy in accordance with
Section 603 of the City Charter; and provide direction to staff.
Member of the public Denise Barton spoke on the recommended action.
Questions asked and answered of staff included: what is the rush to have
the applications be due so soon; what is the cost of an election, if an
appointment can’t be made; and, what is the latest deadline to receive
applications before the 30 day deadline to appoint.
Motion by Councilmember Brock, seconded by Councilmember Parra, to
acknowledge Councilmember McKeown’s letter of retirement from the
City Council and adopt Resolution No. 11333 (CCS) entitled “A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DECLARING A VACANCY ON THE CITY COUNCIL.” The
motion was approved by the following vote:
AYES: Councilmembers Parra, Davis, Brock, Mayor Himmelrich
NOES: None
ABSENT: Councilmembers McKeown, de la Torre,
Mayor Pro Tem McCowan
Motion by Councilmember Brock, seconded by Councilmember Brock, to
direct staff to proceed opening the application process at the beginning of
the day on Wednesday, June 3, 2021 through noon, Tuesday, June 22,
2021, with a Special Meeting scheduled for Tuesday, June 29, 2021 to
consider making an appointment. The motion was approved by the
following vote:
AYES: Councilmembers Brock, Davis, Parra,
Mayor Pro Tem McCowan, Mayor Himmelrich
NOES: None
ABSENT: Councilmembers McKeown, de la Torre
