A special adjourned continued meeting of the Santa Monica City Council was called to order by Mayor
Himmelrich at 5:31 p.m., on Wednesday, May 26, 2021, via teleconference pursuant to the Governor’s
Executive Order N-29-20 at https://primetime.bluejeans.com/a2m/live-event/bvzdbrpd

RECONVENE
On order of the Mayor, the City Council reconvened at 5:31p.m., with all
members present, except Councilmember McKeown.
STUDY SESSION:
BUDGET
4.A. Financial Status Update, FY 2021-23 Proposed Budget, and
FY2021-22 Exception-Based CIP Budget, was continued from the May
25, 2021 Special City Council meeting.
Recommended Action
Staff recommends that the City Council:
1. Receive the FY 2021-22 through FY 2025-26 Financial Status
Update;
2. Review and comment on the FY 2021-23 Proposed Biennial Budget
and FY 2021-22 Proposed Capital Improvement Program (CIP)
Budget (Attachment A); and
3. Review and comment on the recommendations of the Fee Study
Report (Attachment B).
Considerable discussion ensued on topics including, but not limited to:
demolition of Parking Structure 3; Mental Health support resources; Fire
department homeless dispatch units; support homeless services, read and
learn program; expand CREST programs; addition of public safety officers;

expand libraries hours; services to assist with mental health; support 1 FTE
in Finance, with more diversity in procurement in that department; support
Youth Services; support seniors; restoring staff in Permit Specialist; giving
residents a break through fee reductions or discounts, and free public
spaces; finding creative ways to fund trades-intern program; support
Downtown Santa Monica Ambassador program; add 1 FTE Park Planner;
support local hiring; equitable hiring supporting opportunities for residents
to participate in Economic recovery; support Public safety personnel;
support the homeless services that currently exist; increase street sweeping;
maintain Reed Park Ambassador program; one-time funding to get the
skate rink up and running; funds from the American Rescue Plan to help
businesses; prioritize youth services at the libraries; crossing guards at the
school using potential revenue funds; Community Response Unit with a
provision one staffer in the vehicle always be a female; support Department
of Mental Health request; SMPD officer transfer back to the department
from PAL; support Ambassador at Reed Park, with bathroom and one
safety Ambassador; restore Sunday hours at the Swim Center; restore Level
2 Main library access; look at finding more courts that can be converted for
pickleball, once a Park Planner is hired; support Reed Park dog planning;
Economic Recovery work closer with Downtown Santa Monica; Permit
counter software to make the process more efficient and effective; Fire
department fund and increase to West Coast Care; support all Human
Services programs related to homelessness and seniors; use non-sworn
versus sworn officers; use pilot programs instead of creating programs on a
full-time basis; find grants to support funding programs that cannot be
supported; Enterprise funds support the intern-trades programs and, give
appropriate relief and support to tenants and the arts.

Reggie Buckner and John Michalski at 9:15 p.m.
