Jara Councilmember Greg Morena Councilmember Ted Winterer Also Present: City Manager Rick Cole City Attorney Lane Dilg City Clerk Denise Anderson-Warren CONVENE On order of the Mayor, the City Council convened at 7:47 p.m., with all members present. REORDER AGENDA Due to the meeting start time being so late, and with consideration that the Closed Session would go long, Council gave consideration to hear the remainder of the agenda before the Closed Session. Motion by Councilmember Jara, seconded by Councilmember Himmelrich, to reorder the agenda and hear Items 11.A, 11.B and 14 before the Closed Session. The motion was approved by voice vote, with all members present. RESOLUTIONS: COVID-19 EMERGENCY PROCLAMATION 11.A Adoption of Resolution No. 11242 (CCS) entitled “AN EMERGENCY RESOLUTION OF THE CITY OF SANTA MONICA PURSUANT TO CHAPTER 2.16 OF THE SANTA MONICA MUNICIPAL CODE RATIFYING THE PROCLAMATION OF EXISTENCE OF LOCAL EMERGENCY AND SUPPLEMENTAL PROCLAMATIONS THERETO”, was presented. Recommended Action Staff recommends that Council adopt Attached Resolution No. 11242 (CCS) ratifying and extending to May 15, 2020, the Executive Order issued DocuSign Envelope ID: 2601B163-5C66-4CEF-B000-789C2F80CE06 2 April 14, 2020 Councilmember Morena excused at 8:04 p.m. Councilmember Morena returned at 8:06 p.m. by the Director of Emergency Services declaring the existence of a local emergency in the City of Santa Monica, and the Supplements to that Order. There were no members of the public present to speak on this item. The City Attorney amended the Resolution to add new Section 17 extending the Executive Order remain in affect until the date to May 30, 2020, unless otherwise stated in an individual supplement. Councilmember Morena recused himself for Supplement 6, because his family owns a business on the Pier, and to avoid any appearance of a conflict of interest, he recused himself. Motion by Councilmember Winterer, seconded by Mayor Pro Tem O’Day, to approve the Emergency Orders that pertain to the Pier, Supplements #2 and #6. The motion was approved by the following vote: AYES: Councilmembers Jara, Winterer, Davis, Himmelrich, Mayor Pro Tem O’Day, Mayor McKeown NOES: None ABSENT: Councilmember Morena Motion by Councilmember Morena, seconded by Councilmember Jara, to adopt the remainder of Resolution No. 11242 (CCS), ratifying and extending the Executive Order to May 30, 2020, the Executive issue by the Director of Emergency Services declaring the existence of a local emergency in the City of Santa Monica, reading by title only and waiving further reading thereof. The motion was approved by the following vote: AYES: Councilmembers Morena, Himmelrich, Davis, Winterer, Jara, Mayor Pro Tem O’Day, Mayor McKeown NOES: None ABSENT: None DESIGNATED REPRESENTATIVES 11.B. Adopt Resolution No. 11243 (CCS) entitled “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA DESIGNATING AUTHORIZED REPRESENTATIVES TO ACT ON BEHALF OF THE CITY OF SANTA MONICA TO APPLY FOR STATE OR FEDERAL DISASTER RELIEF FUNDING RELATING TOCOVID- 19 AND TO APPLY FOR STATE, FEDERAL OR PRIVATE GRANTS SUPPORTING COVID-19 RELIEF”, was presented. Recommended Action Staff recommends that the City Council: 1) Adopt the attached resolution to designate representatives authorized to execute grant documents on behalf of the City of DocuSign Envelope ID: 2601B163-5C66-4CEF-B000-789C2F80CE06 3 April 14, 2020 Santa Monica with the California Office of Emergency Services and Federal Emergency Management Agency, ratify the City Manager’s delegation of authority to pursue other COVID-19 related grants, and provide authority to adjust the budget to reflect any grants obtained; and 2) Approve and authorize the execution of the CalOES Form 130 provided by the California Office of Emergency Services. Motion by Councilmember Winterer, seconded by Mayor Pro Tem O’Day, to adopt Resolution No. 11243 (CCS), reading by title only and waiving further reading thereof. The motion was approved by the following vote: AYES: Councilmembers Jara, Winterer, Davis, Himmelrich, Morena, Mayor Pro Tem O’Day, Mayor McKeown NOES: None ABSENT: None PUBLIC INPUT: There were no members of the public present to comment on various local issues. CLOSED SESSIONS Comments from the Coalition of Santa Monica City Employees was read into the public record on closed sessions. On order of the Mayor, the City Council recessed at 8:15 p.m., to consider closed sessions and returned at 11:26 p.m., with all members present, to report the following: 1.A Conference with Labor Negotiator: Government Code Section 54957.6.
