SPECIAL AGENDA ITEMS: OFFICIAL CANVASS OF MUNICIPAL ELECTION 2.A. Adoption of Resolution No. 11309 (CCS) entitled “RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ACCEPTING THE LOS ANGELES COUNTY REGISTRAR RECORDER/COUNTY CLERK’S OFFICIAL CANVASS AND OFFICIAL STATEMENT OF VOTES CAST FOR THE CONSOLIDATED MUNICIPAL ELECTION HELD ON NOVEMBER 3, 2020, AND DECLARING THE RESULTS THEREOF”, was presented. Recommended Action: Staff recommends that the City Council adopt the resolution accepting the Official Canvass for the General Municipal Election held on November 3, 2020. Motion by Councilmember Winterer, seconded by Councilmember Himmelrich, to adopt Resolution No. 11309 (CCS) accepting the Official Canvass for the General Municipal Election held on November 3, 2020. City Clerk Anderson-Warren administered the oath of office to newly- elected Community College Board of Trustees Members Susan Aminoff, Margaret Quinones-Perez and Rob Greenstein Rader. SANTA MONICA MALIBU UNIFIED SCHOOL DISTRICT BOARD 2.C. Administration of Oath of Office to New Santa Monica Malibu Unified School District Board Members, was presented. City Clerk Anderson-Warren administered the oath of office to newly- elected School District Board Members Jon Kean, Maria Leon-Vazquez and Jen Smith SANTA MONICA RENT CONTROL BOARD 2.D. Administration of Oath of Office to New Santa Monica Rent Control Board Members, was presented. She called the Interim City Attorney to advise him regarding certain conversations she had with other Councilmembers regarding the selection of a Mayor and Mayor Pro Tem. In accordance with the Interim City Attorney’s advise, she disclosed those conversations on the record, in advance of the Council discussion and vote. She disclosed, over the last week, in separate, individual conversations, she told three other councilpersons that she would be willing to serve as Mayor Pro Tem, something that she also stated publicly. Over the last week, in separate, individual conversations, she also told those same councilpersons that she would be supporting Sue Himmelrich to serve as Mayor. Something that she has also stated publicly. She wanted to be sure that these conversations were disclosed publicly, prior to the Council proceeding with the public discussion and votes on the Mayor and Mayor Pro Tem. MAYOR SELECTION • Election of Mayor for the ensuing two years The City Clerk opened the floor for nominations for electin of Mayoor for the ensuing two years. Councilmember McKeown, nominated Councilmember Davis for the first year, and Councilmember Himmelrich for the second year. Councilmember Himmelrich declined the nomination. Councilmember McKeown, amended his nomination to Councilmember Davis for Mayor and Councilmember McCowan for Mayor Pro Tem. Councilmember Parra, nominated Councilmember Himmelrich for Mayor, and Councilmember Brock for Mayor Pro Tem Councilmember McCowan, nominated Councilmember Himmelrich for Mayor for two years. The City Clerk announced that nominations and votes will only be for the Mayor, and the Mayor Pro Tem will be done separately. Councilmember de la Torre, nominated Councilmember Brock for Mayor. Councilmember McCowan, nominated Councilmember Himmelrich for two years. Councilmember de la Torre, nominated Councilmember Himmelrich for the first year, and Councilmember Brock for the second year. Councilmember Himmelrich declined the nomination for one year. Councilmember Davis, nominated Councilmember McCowan for two years. Councilmember de la Torre, nominated Councilmember Brock for two years. Councilmember Himmelrich nominated Councilmember McCowan for the first year, and Councilmember Parra for the second year. Councilmember McCowan declined the nomination to serve for one year. Councilmember Parra also declined the nomination to serve for one year. Councilmember Himmelrich, nominated Councilmembers McCowan and de la Torre. Councilmember McCowan declined the nomination to serve for one year. Councilmember de la Torre declined the nomination, and stayed with his original nomination.
