A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA AUTHORIZING THE CITY MANAGER TO
ACCEPT REPURPOSED GRANT FUNDS IN THE AMOUNT OF $300,000 FROM
THE COUNTY OF LOS ANGELES FOR THE PURPOSE OF MITIGATING COVID-19
RELATED IMPACTS ON INTERIM HOUSING PROGRAMS AND FACILITIES AND
TO EXECUTE ALL NECESSARY DOCUMENTS RELATED TO THE REPURPOSING
AND ACCEPTANCE OF THESE GRANT FUNDS
WHEREAS, the City of Santa Monica sought to pursue a feasibility study on the
interim and permanent housing needs of the City’s homeless population (“City’s
Feasibility Study”); and
WHEREAS, the County of Los Angeles awarded a grant in the amount of
$300,000 to the City of Santa Monica (“County Grant”) to hire a consultant team to
prepare the City’s Feasibility Study; and
WHEREAS, on June 25, 2019, the City Council adopted Resolution #11180 to
accept the County Grant; and
WHEREAS, the City Feasibility Study has been indefinitely postponed due to the
economic impacts of COVID-19 on City resources; and
WHEREAS, the Los Angeles County Office of the Homeless Initiative has
approved the repurposing of the County Grant for the purpose of mitigating COVID-19-
related impacts on interim housing programs and facilities; and

WHEREAS, the City Council seeks to accept the repurposed County Grant for the
purpose of supporting improvements to interim housing facilities to mitigate the spread
of disease, extend the City’s motel shelter program for high risk individuals from July 1
to September 10, 2020, and temporarily relocate SAMOSHEL participants to local motels
to allow for planned facility improvements.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Santa Monica authorizes the City
Manager to negotiate and execute an amendment to grant agreement #AO-19-645 with
the County of Los Angeles in the amount of $300,000 and to execute all documents
related to this grant and the City’s acceptance of the grant funds.
SECTION 2. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
