Jara Councilmember Greg Morena Councilmember Ted Winterer Also Present: Assistant City Manager Katie Lichtig City Attorney Lane Dilg City Clerk Denise Anderson-Warren CONVENE On order of the Mayor, the City Council convened at 3:30 p.m., with all members present. CLOSED SESSIONS There was no one present for public comment on closed sessions. On order of the Mayor, the City Council recessed at 3:33 p.m., to consider closed sessions and returned at 4:43 p.m., with all members present, to report the following: 1.A. Public Employee, Government Code Section 54957(b): City Manager – Separation Offer The Assistant City Attorney reported that Rick Cole has offered to step aside from his position as City Manager in order to facilitate the restructuring that must take place in the city. Outside Counsel Laura Kalty, has negotiated a separation agreement. The matter is before the Council for a vote on whether to accept Mr. Coles offer by mutual agreement, subject to approval of the negotiated separation agreement, and relieve Mr. Cole from any duties as City Manager, and place him on paid administrative leave, effective as of today, April 18, 2020. Public Employee, Government Code Section 54957(b): Interim City Manager – Appointment The Mayor reported that the City Council selected Lane Dilg, to serve as the Interim City Manager. Motion by Councilmember Winterer, seconded by Councilmember Davis, to appoint Lane Dilg as the Interim City Manager by the following vote: AYES: Councilmembers Morena, Himmelrich, Davis, Winterer, Jara, Mayor Pro Tem O’Day, Mayor McKeown NOES: None ABSENT: None 1.C. Conference with Labor Negotiator: Government Code Section 54957.6. Agency Designated Representatives: Laura Kalty, Outside Counsel, Liebert Cassidy Whitmore. Unrepresented Employee: Interim City Manager The Assistant City Attorney reported that the Council authorized outside Council Laura Kalty to negotiate an employment agreement with Interim City Manager Dilg.
