ORDINANCE NO. 915
(CITY COUNCIL SERIES)
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA ADDING CHAPTER 9
TO ARTICLE 2 OF THE SANTA MONICA MUNICI-
PAL CODE IN ORDER TO CREATE A COMMISSION
ON OLDER AMERICANS.
THE CITY COUNCIL OF THE CITY OF SANTA MONICA
HEREBY ORDAINS AS FOLLOWS:
SECTION 1. Chapter 9 is hereby added to
Article 2 of the Santa Monica Municipal Code to read
in its entirety as follows:
Chapter 9 COMMISSION ON OLDER AMERICANS
Section 2900 Commission on Older Americans.
Pursuant to the provisions of Section 1000
of the Santa Monica Municipal Charter, the City Council
does hereby create a Commission on Older Americans.
The membership of said Commission shall be appointed
by the City Council and shall consist of 2 members to
be appointed by the Mayor with the concurrence of the
City Council which said members shall neither have a
vote nor shall be chairman thereof 1 and 9 members to
be electors of the CitY1 one additional member who
shall neither have a vote nor be eligible to be chair-
man may be drawn from the adjacent community or from
Santa Monica on the basis of his expertise in the fields
of gerontology, aging or the problems of older citizens.
None of the voting members shall hold any
paid office or employment in City Government. At least
five of the commissioners shall be over 60 years of age.

Section 2901. Powers and Duties of said
Commission. The Commission on Older Americans shall
have the power and be required to perform the following:
1) Act in an advisory capacity to the City
Council in all matters pertaining to older Americans
and their needsJ
2) Be empowered to assemble information on
problems and their solutions for older Americans through
all available means including the holding of public
hearings;
3) Be empowered on its own initiative to
make recommendations to the City Council on matters
within its purview;
4) Act to facilitate coordination between
existing and proposed programs for the elderly.
SECTION 2. Any provision of the Santa
Monica Municipal Code, or appendices thereto 1nconsis-
tent herewith, to the extent of such inconsistencies
and no further, are hereby repealed.
SECTION 3. If any section, subsection, sen-
tence, clause or phrase of this ordinance is for any
reason held to be invalid or unconstitutional by a
decision of any court of competent jurisdict1on, such
decision shall not affect the validity of the remaining
portions of the ordinance. The City Council hereby
declares that it would have passed this ordinance and
each section, subsection, sentence, clause or phrase
thereof, irrespective of the fact that anyone or more
sections, subsections, sentences, clauses or phrases
be declared invalid or unconstitutional.

SECTION 4. The Mayor shall sign and the City
Clerk shall attest to the passage of this ordinance.
The City Clerk shall cause the same to be published once
in the official newspaper within fifteen days after its
adoption. This ordinance shall become effective after
thirty days from its adoption.
