ORDINANCE NO. 925

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA ADDING CHAPTER 10 TO ARTICLE II OF
THE SANTA MONICA MUNICIPAL CODE IN ORDER TO CREATE
A YOUTH ADVISORY COUNCIL
THE CITY COUNCIL OF THE CITY OF SANTA MONICA HEREBY ORDAINS
AS FOLLOWS:
SECTION 1. Chapter 10 is hereby added to Article II of the
Santa Monica Municipal Code to read in its entirety as follows:
CHAPTER 10. YOUTH ADVISORY COUNCIL
Section 2910.
Creation and Composition of the
Council. Pursuant to the provisions of Section 1000 of the
Santa Monica Municipal Charter, the City Council does here-
by create a Youth Advisory Council. The membership of said
Council shall be appointed by the City Council and it shall
consist of a membership selected from the following groups:
(a) One member from each public, private or
parochial school with a grade level between the 7th and 12th
grades;
(b) One member from each organized youth group
with a membership of over Twenty youths within the cornmun-
ity containing members with ages ranging from eleven to
nineteen years;
(c) One member from the City at large, not rep-
resenting a youth group; and
(d) One member of the Santa Monica City Council
to be appointed by the Mayor with the consent of the City
Council.

Section 2911. Appointment of Members of the Youth
Advisory Council. Each of the above-indicated schools or youth
groups shall submit the names of its proposed delegate to the
Youth Advisory Council to the Mayor who shall in turn submit the
name of that proposed delegate to the City Council.
Section 2912. Terms of Office. Each member appointed
to said Youth Advisory Council shall serve a period of one (1) year
from the date of his or her appointment.
Section 2913. Fowers and Duties of said Council.
The Youth Advisory Council shall have the power and be required
to perform the following:
(a) Act in an advisory capacity to the City Council
in all matters pertaining to the youth of the City of Santa
Monica;
(b) Assemble information on problems and their possible
solutions for the youth of the City;
(c) On its own initiative make recommendations to
the City Council on matters within its purview;
(d) Act to create coordination between existing and
proposed programs for the youth of the City of Santa Monica;
and
(e) Create an executive board of a size and com-
position mutually agreed upon by the members of the Youth
Advisory Council, which executive board shall have the
powers and responsibilities granted to it by the said
Council.
SECTION 2. Any provision of the Santa Monica Municipal Code
or appendices thereto inconsistent herewith, to the extent of such in-
consistencies and no further, are hereby repealed.

SECTION 3. If any section, subsection, sentence, clause, or
phrase of this ordinance is for any reason held to be invalid or uncon-
stitutional by a decision of any court of competent jurisdiction, such
decision shall not affect the validity of the remaining portions of the
ordinance. The City Council hereby declares that it would have passed
this ordinance and each section, subsection, sentence, clause, or phrase
hereof, irrespective of the fact that anyone or more sections, sub-
sections, sentences, clauses, or phrases be declared invalid or uncon-
stitutional.
SECTION 4. The Mayor shall sign and the City Clerk shall
attest to the passage of this ordinance. The City Clerk shall cause
the same to be published once in the official newspaper within fifteen
days after its adoption. This ordinance shall become effective after
thirty days from its adoption.
