An Emergency meeting of the Santa Monica City Council was called to order by Mayor McKeown at 3:00
p.m., on Thursday, March 19, 2020, via teleconference pursuant to the Governor’s Executive Order N-29-20

CONVENE On order of the Mayor, the City Council convened at 3:00 p.m., with all
members present except Mayor Pro Tem O’Day.
EMERGENCY ORDER
Mayor Pro Tem O’Day
arrived at 3:02 p.m.
Motion by Councilmember Himmelrich, seconded by Councilmember
Davis, to approve that under Govt. Code section 54956.5(a)(1), Council
determine that an emergency exists. Under the same provision, an
emergency is defined as a work stoppage, crippling activity, or other
activity that severely impairs public health, safety, or both. COVID-19
clearly meets the definition of emergency.
The motion was approved by the following vote:
AYES: Councilmembers Jara, Winterer, Davis, Himmelrich, Morena,
Mayor Pro Tem O’Day, Mayor McKeown
NOES: None
ABSENT: None
RESOLUTIONS:
LOCAL EMERGENCY
11.A. Adoption of No. 11240 (CCS) entitled, “An Emergency
Resolution of the City Council of the City of Santa Monica Pursuant to
Chapter 2.16 of the Santa Monica Municipal Code Ratifying the
Proclamation of Existence of Local Emergency and Supplemental
Proclamations thereto,” was presented.

Staff recommends that Council adopt the attached resolution ratifying the
Executive Order issued by the Director of Emergency Services declaring
the existence of a local emergency in the City of Santa Monica, and the
Revised First, Second, Third, Revised Fourth, and Revised Fifth
Supplements to that Order, with all orders extended through April 30,
2020.
Councilmember Morena recused himself on the 2nd Supplemental to avoid
any perceived possible conflict of interest with his family’s business on the
Pier.
There were no members of the public present for this item.
Motion by Councilmember Winterer, seconded by Councilmember Jara, to
include the 2nd Supplemental Order (including the Pier) in the overall
resolution approving everything involving the Emergency ordinances.

Motion by Councilmember Himmelrich, seconded by Councilmember Jara,
to adopt and ratify the resolution. The motion was approved by the following

MEALS ON WHEELS
13.A. Request of Councilmember Davis that Council authorize up to
$10,000 from the Council contingency account to Meals on Wheels to
support the organization’s efforts in delivering meals to vulnerable
seniors who are at great risk amid COVID-19, was presented.
There were no members of the public present for this item.
Motion by Councilmember Davis, seconded by Councilmember Jara, to
approve the recommendation. The motion was approved by the following
vote:
AYES: Councilmembers Jara, Winterer, Davis, Himmelrich, Morena,
Mayor Pro Tem O’Day, Mayor McKeown
NOES: None

WESTSIDE FOOD BANK 13.B. Request of Councilmember Davis that Council authorize up to
$10,000 from the Council contingency account to the Westside Food
Bank to support the organization’s efforts in distributing a high
volume of food to people in need amid COVID-19, was presented.
There were no members of the public present for this item.
Motion by Councilmember Davis, seconded by Councilmember Winterer, to
approve the recommendation.
Councilmember Jara, proposed a friendly amendment to add that these
services be provided to local residents, students, and those who work in Santa
Monica, to the best of their ability. The motion was considered friendly by
the maker and seconder.
The motion, with the amendment was approved by the following vote:
AYES: Councilmembers Morena, Himmelrich, Davis, Winterer, Jara,
Mayor Pro Tem O’Day, Mayor McKeown
NOES: None
ABSENT: None
