RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE MEMORANDA
OF UNDERSTANDING SETTING THE TERMS AND CONDITIONS OF MEDICAL
INSURANCE COVERAGE AND THE CALIFORNIA PUBLIC EMPLOYEES
RETIREMENT PLAN WITH THE ADMINISTRATIVE TEAM ASSOCIATES (ATA),
CALIFORNIA TEAMSTERS LOCAL 911 (IBT), MANAGEMENT TEAM ASSOCIATION
(MTA), MUNICIPAL EMPLOYEES ASSOCIATION (MEA), PUBLIC ATTORNEYS
UNION (PAU), PUBLIC ATTORNEYS' LEGAL SUPPORT STAFF UNION (PALSSU),
SUPERVISORY TEAM ASSOCIATION (STA), UNITED TRANSPORTATION UNION,
LOCAL 1785 (SMART), EXECUTIVE PAY PLAN PARTICIPANTS (EPP), AND
CERTAIN UNREPRESENTED CLASSIFICATIONS.
WHEREAS, authorized representatives of the City administration and the
Administrative Team Associates (ATA), California Teamsters Local 911 (IBT),
Municipal Employees Association (MEA), the Public Attorneys Union (PAU), Public
Attorney’s Legal Support Staff Union (PALSSU), the Supervisory Team Association
(STA), the Management Team Associates (MTA), United Transportation Union, Local
1785 (SMART-TD), Executive Pay Plan Participants (EPP), and certain unrepresented
classifications have met and conferred in accordance with the Meyers-Millias
Brown Act (MMBA), codified at Government Code Section 3500 et seq., and have
reached agreement on wages, hours, and other terms and conditions of employment;
and

WHEREAS, in accordance with Government Code Section 3505.1, on
February 11, 2020, the potential supposal agreements between authorized
representatives of the City administration and the Administrative Team Associates
(ATA), California Teamsters Local 911 (IBT), Municipal Employees Association (MEA),
the Public Attorneys Union (PAU), Public Attorney’s Legal Support Staff Union
(PALSSU), the Supervisory Team Association (STA), the Management Team
Associates (MTA), United Transportation Union, Local 1785 (SMART-TD), Executive
Pay Plan Participants (EPP), and certain unrepresented classifications were presented
to the City Council of the City of Santa Monica for consideration; and
WHEREAS, Government Code Section 3505.1 requires preparation of a written
Memorandum of Understanding between the City and the employee organization if
a tentative agreement is reached and adopted by the City Council; and
WHEREAS, the purpose of the Memoranda of Understanding is to promote and
provide harmonious relations, cooperation, and understanding between the City and the
Administrative Team Associates (ATA), California Teamsters Local 911 (IBT), Municipal
Employees Association (MEA), the Public Attorneys Union (PAU), Public Attorney’s Legal
Support Staff Union (PALSSU), the Supervisory Team Association (STA), the
Management Team Associates (MTA), United Transportation Union, Local 1785
(SMART-TD), Executive Pay Plan Participants (EPP), and certain unrepresented
classifications.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Santa Monica hereby accepts the
tentative agreements establishing the terms and conditions of employment for medical
insurance coverage and the Employee Paid California Public Employees’ Retirement
Plan that have been reached by supposal between authorized representatives of the
City administration and the Administrative Team Associates (ATA), California
Teamsters Local 911 (IBT), Municipal Employees Association (MEA), the Public
Attorneys Union (PAU), Public Attorneys Legal Support Staff Union (PALSSU), the
Supervisory Team Association (STA), the Management Team Associates (MTA), United
Transportation Union, Local 1785 (SMART-TD), Executive Pay Plan Participants (EPP),
and certain unrepresented classifications.
SECTION 2. The City Council of the City of Santa Monica hereby approves
and authorizes the City Manager to execute a Memorandum of Understanding
establishing the terms and conditions of medical insurance coverage with the
Administrative Team Associates (ATA), California Teamsters Local 911 (IBT), Municipal
Employees Association (MEA), the Public Attorneys Union (PAU), Public Attorney’s
Legal Support Staff Union (PALSSU), the Supervisory Team Association (STA), the
Management Team Associates (MTA), United Transportation Union, Local 1785
(SMART-TD), Executive Pay Plan Participants (EPP), and certain unrepresented
classifications for January 1, 2019 – December 31, 2021.

SECTION 3. The City Council of the City of Santa Monica hereby approves and
authorizes the City Manager to execute a Memorandum of Understanding establishing
the terms and conditions of the Employee Paid California Public Employees’ Retirement
Plan with the Administrative Team Associates (ATA), California Teamsters Local 911
(IBT), Municipal Employees Association (MEA), the Public Attorneys Union (PAU),
Public Attorney’s Legal Support Staff Union (PALSSU), the Supervisory Team
Association (STA), the Management Team Associates (MTA), United Transportation
Union, Local 1785 (SMART-TD), Executive Pay Plan Participants (EPP), and certain
unrepresented classifications for January 1, 2019 – December 31, 2026.
SECTION 4 . The City Clerk shall certify to the adoption of this Resolution,
and thenceforth and thereafter the same shall be in full force and effect.
