SR 10-15-2019 3J City Council Report City Council Meeting: October 15, 2019 Agenda Item: 3.J 1 of 3 To: Mayor and City Council From: David Martin, Director, Traffic Management (PCD) Subject: Approval of First Contract Modification with Elecnor Belco Electric, Inc. for the Advanced Traffic Management System Phase 5 Project Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a first modification to agreement #10720 (CCS) in the amount of $274,524 with Elecnor Belco Electric, Inc, California-based company, for the Advanced Traffic Management System Phase 5 Project. This will result in an amended agreement with a new total amount not to exceed $2,023,000 with future year funding contingent on Council budget approval. Summary The Advanced Traffic Management System Phase 5 Project along Montana Avenue began in November 2018 to upgrade the traffic signal equipment at four locations and install fiber optic cables to connect 12 intersections. The project upgrades the City’s oldest traffic signal equipment, provides for transit priority along the corridor, allows for real-time remote monitoring and management of the traffic signals, provide s public Wi- Fi along the corridor, and connects the San Vicente Reservoir and the Montana Avenue Branch Library to the City’s network. Construction excavation has exposed unexpectedly degraded conduit and it has become apparent that additional conduit and cables will be needed to complete the fiber and traffic signal upgrades in the project plans. A first modification to the agreement with Elecnor Belco Electric, Inc. (Belco) is required to add $274,524 to cover these additional construction items not included with the original bid. In light of this unexpected cost, staff worked with Belco to identify savings within the current scope of work to keep project cost impact to a minimum. Discussion 2 of 3 The Montana Avenue Corridor is the remaining corridor that is not connected to the City’s central Advanced Traffic Management System (ATMS) and has the oldest traffic signal equipment in the City’s inventory. When the underground conduits were exposed during the initial phases of construction, they were shown to be in poor condition. Many segments are not able to be reused in accordance to the project plans. Most of these segments are at the western end of the project area where marine environment conditions have mixed with rainwater over time and corroded the conduits. New conduit runs are needed to bypass the unusable sections in order to complete the traffic signal upgrades and the fiber optic cable path. The cost for the proposed additional work is in the amount of $274,524. FY 2018-20 Biennial Capital Improvement Program (CIP) budget was amended in June 2019 to allocate $250,000 in State funds from the Road Repair and Accountability Act of 2017, also known as the Gas Tax and Senate Bill 1 (SB 1), to this project. Staff recommends a first contract modification with Belco in the amount of $274,524.
