SR 10-15-2019 3H City Council Report City Council Meeting: October 15, 2019 Agenda Item: 3.H 1 of 3 To: Mayor and City Council From: Lori Gentles, Chief People Officer, Human Resources Department Subject: Adoption of Resolution Authorizing the City Manager to Execute the Executive Pay Plan (EPP) Recommended Action Staff recommends that the City Council adopt the attached resolution authorizing the City Manager to execute revisions to the Executive Pay Plan (EPP) and approve the attached revised salary schedule effective as a result of the agreement reached for the classifications identified in the EPP. Summary The City strives to ensure the City’s fiscal sustainability, continued delivery of high - quality services, and to make the City an employer of choice for top quality candidates. In line with negotiated adjustments for all unionized members of the workforce during this fiscal year, the members of the Executive Pay Plan (EPP) are recommended to receive a 1.5% salary increase. This is the first salary increase for the EPP members since June 2017. The total cost of the changes is approximately $93,644 for FY 2019- 20. The budget impact of these changes was included in the General Fund FY 2019-20 through FY 2028-29 Ten-Year Financial Forecast. Discussion The Executive Pay Plan (EPP) establishes terms and conditions of employment for Department Heads and other at-will employees who receive EPP benefits as part of separate employment contracts. By the terms of their contracts, the salaries of the City Manager and City Attorney are also adjusted in line with the provisions of the EPP. While there is no expiration date for the EPP agreement, terms are routinely amended as needed, typically occurring as changes are made to agreements with other employee bargaining units. In 2017, City Council approved a 1% salary increase for EPP participants. While all the other bargaining units received a range of salary increases of 2 of 3 1.5% for FY 2018-19 there was no salary increase for EPP participants with the exception of the Fire Chief, Police Chief, and City Clerk. The recommended agreement with EPP, which provides a 1.5% salary increase, is consistent with the historic guiding principle of the City to maintain competitive wages, in a high-cost geographic labor market in order to attract and retain a high -quality workforce. Staff also looked at internal equity, increases in the Consumer Price Index and other factors that might contribute to the setting of salaries, e.g. offsetting increasing contributions to pension and medical benefits. Significant Negotiated Changes Term of the Executive Pay Plan 1. While there is no contract expiration for the EPP, this amendment would set salaries for EPP-covered employees for a one-year period through June 30, 2020. 2. 1.5% salary increase effective July 1, 2019, for all EPP-covered employees. Past Council Actions Meeting Date Description 6/27/17 EPP Resolution No. 11049 authorizing a 1% salary increase 9/11/18 EPP Resolution No. 11137 authorizing equity increases for Police Chief and Fire Chief Financial Impacts and Budget Actions The overall direct and indirect costs of salary and benefit adjustments is incorporated into both the Ten-Year General Fund Financial Forecast and the FY 2019-21 Adopted Biennial Budget. The assumptions built into those budgets are that the direct costs will be at or under a 1.5% overall increase (the regional cost of living index rose 3.2% in 2019). EPP SALARY SCHEDULE 1.5% Council Mtg 2019.10.15 1 City Council Meeting: October 15, 2019 Santa Monica, California RESOLUTION NUMBER _________ (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE CITY MANAGER TO EXECUTE A REVISED EXECUTIVE PAY PLAN WHEREAS, in accordance with Government Code Section 3505.1, on September 11, 2018, the City adopted Resolution No. No. 11137 (CCS) to approve and authorize the City Manager to execute the Executive Pay Plan that is currently in effect; and WHEREAS, certain provisions of the existing Executive Pay Plan require modification to update compensation and other terms and conditions of employment; WHEREAS, on October 15, 2019, a revised Executive Pay Plan was presented to the City Council of the City of Santa Monica for consideration; and WHEREAS, the purpose of the Pay Plan is to promote and provide harmonious relations, cooperation, and understanding between the City and Executive Pay Plan participants. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Santa Monica hereby approves and authorizes the City Manager to execute a revised Executive Pay Plan (FY2019-2020). 2 SECTION 2. The revision to the Executive Pay Plan authorized by this Resolution will include a 1.5% salary increase effective June 24, 2019. SECTION 3.The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
