Subject: Award Bid and enter into Construction Contract for Street Lighting
Modernization Program - Package 2
Recommended Action
Staff recommends that the City Council:
1. Award Bid #SP2574 to Elecnor Belco Electric, Inc., a California-based company,
for construction services for the Street Lighting Modernization Program –
Package 2 Project for the Public Works Department;
2. Authorize the City Manager to negotiate and exe cute a contract with Elecnor
Belco Electric, Inc. in an amount not to exceed $1,651,100 (including a 10%
contingency);
3. Authorize the Director of Public Works to issue any necessary change orders to
complete additional work within contract authority.
Summary
As a nationally recognized leader in sustainability, the City has goals of reducing
municipal energy use by 10 percent by 2020 and achieving carbon neutrality (zero
carbon dioxide emissions) by 2050 or sooner as outlined in the Sustainable City Plan,
Electric Vehicle Action Plan, and Climate Action and Adaption Plan. The Street Lighting
Modernization Program – Package 2 Project would help the City make progress on its
goals by converting deteriorated high-voltage series streetlight circuits and fixtures to
modern, energy-efficient Light Emitting Diode (LED) light fixtures on various residential
streets in the Ocean Park area. These replacements would reduce the City’s energy
use and result in subsequent savings for the City. The project would also install eight
curbside electric vehicle charging stations as part of the implementation of the Electric
Vehicle Action Plan. Staff recommends awarding a contract to Elecnor Belco Electric,
Inc. in an amount not to exceed $1,651,100 (including a 10% contingency) to provide
construction services.

Discussion
Street Lighting Modernization
The annual Street Lighting Modernization Program converts high‐voltage series
streetlight circuits and High Pressure Sodium fixtures to modern 120‐volt multiple
circuits with energy-efficient LED fixtures. The 120-volt multiple circuits are more
reliable, require less maintenance, and allow the City to take advantage of
energy‐efficient LED lighting technology. Series circuit street lighting is older technology
based on high-voltage circuitry with light fixtures connected in series. In a series circuit,
the electrical current has only one path to follow. This may result in all of the streetlights
on a circuit being disabled if the circuit is interrupted. Multiple circuit street lighting
systems use standard 120-volt circuitry connected in parallel. The parallel circuit
arrangement provides multiple paths for the electrical current to follow. This means that
even if a portion of the circuit is interrupted, the streetlights on the unaffected portion of
the circuit will continue to operate. In addition, 120-volt circuitry supports modern
energy-saving LED fixtures. The LED fixtures specified are dark-sky friendly, limit
upward and visual glare, and have been specified to minimize any pote ntial effects to
human sensitivity. Package 2 is the second of five planned projects to convert the City’s
remaining series circuits to multiple circuits. The modernized street lighting would be
located on residential streets in the Ocean Park area as follows:
• 4th Street from Pico Boulevard to Hill Street
• 3rd Street from Pico Boulevard to the southeast city limit
• 2nd Street from Strand Street to the southeast city limit
• Marine Street from Highland Avenue to Lincoln Boulevard
• Navy Street from Highland Avenue to Lincoln Boulevard
• Ozone Street from Highland Avenue to Lincoln Boulevard
Electric Vehicle Action Plan Implementation
The Electric Vehicle Action Plan established a goal of installing a network of 300 public
charging ports citywide by 2020. Implementation of the Electric Vehicle Action Plan
would help the City reach greenhouse gas reduction goals identified in the Climate
Action and Adaptation Plan. The project would include the installation of eight curbside

charging stations with a total of 16 charging ports, bringing the estimated citywide total
to 190. The eight charging stations would be located on residential streets in the Ocean
Park area as follows:
• One station on 4th Street south of Strand Street
• Three stations on 3rd Street between Pacific Street and Ocean Park Boulevard
• Four stations on 2nd Street between Mills Street and Pier Avenue
Electric Meter Cabinet Relocation
An existing electric meter cabinet at the northeast corner of Colorado Avenue and 4th
Court would be relocated as part of this project. Due to its location, the meter cabinet
has been struck by vehicles making the right turn from Colorado Avenue onto 4th Court.
The cabinet would be relocated farther east on Colorado Avenue, as requested by the
Mobility Division of the Planning and Community Development Department. This portion
of the project was included as an additive alternate bid item on the bidding documents.
The bid amount is $17,400.

Best Bidder Justification
Staff recommends Elecnor Belco Electric, Inc., the lowest bidder, as the best bidder
based on its demonstrated quality of work on past projects, and experience with
similar projects for the cities of Santa Monica, Los Angeles, Newport Beach and
Pasadena.
Construction Management and Public Outreach
City staff would provide construction management and public outreach for this project.
Construction management would include inspecting the contractor’s work during
construction, verifying and documenting City- or contractor-requested changes and
unforeseen conditions, monitoring and mitigating impacts due to construction activities,
attending the contractor’s safety meetings, attending periodic progress meetings, and
maintaining all necessary inspection documentation. Public outreach would include
notifications distributed to adjacent properties detailing the scope of the project,
potential impacts, schedule, and construction manager contact information. The
notifications would be prepared by Public Works staff and distributed by the construction
contractor. Weekly construction updates would be posted on the City’s “Know Before
You Go” (KBUG) website and in Monday editions of the Santa Monica Daily Press.

Financial Impacts and Budget Actions
Staff seeks authority to approve funding from the General Fund to award a contract with
Elecnor Belco Electric, Inc. for construction services for the Street Lighting
Modernization Program – Package 2 Project. The contract would include $1,408,006 for
street lighting modernization and $225,694 to install eight electric vehicle charging
stations in the Ocean Park area. Staff also recommends awarding the additive alternate
bid of $17,400 to relocate the electric meter cabinet at the northeast corner of Colorado
Avenue and 4th Court for a total contract sum not to exceed $1,651,100 (including a
10% contingency).
