Moore and Associates, Inc. to provide Design Services for the Pier Bollard Project Recommended Action Staff recommends that the City Council: 1. Award RFP #SP2603 to Walter P. Moore and Associates, Inc., a Texas-based company, to provide design services for the Pier Bollard Project for the Public Works Department; 2. Authorize the City Manager to negotiate and execute an agreement with Walter P. Moore and Associates, Inc. in an amount not to exceed $136,180 (including a 10% contingency). Summary The City of Santa Monica is committed to enhancing the safety of people who visit and work at the Santa Monica Pier (Pier). The Pier Bollard Project would upgrade existing bollards and install additional bollards on the Pier to better control vehicular access and minimize vehicle interactions with pedestrians and cyclists. Staff recommends awarding a professional services agreement in the amount not to exceed $136,180 (including a 10% contingency) to Walter P. Moore and Associates, Inc. to design the bollard system. Discussion The Santa Monica Police Department’s Harbor Unit is responsible for public safety on the Santa Monica Pier. The Harbor Unit and Office of Pier Management have requested the installation of additional bollards to control vehicular access to the Pier. The existing bollards are assisted-lift retractable bollards, which require staff to manually lift and lock them into place. These bollards would be upgraded to automatic operation to reduce emergency response times. The automatic bollards would be operated by radio control and hardwired switch, which require no manual effort. 2 of 3 Walter P. Moore would perform condition assessments of the project area to identify necessary structural enhancements, make preliminary design recommendations, perform structural analysis and design calculations, and prepare construction plans, specifications and cost estimates. During bidding and construction, Walter P. Moore would provide additional engineering support by answering the construction contractor’s requests for information and providing supplemental design documents for issues encountered during construction. Consultant Selection Staff solicited proposals for design services from an approved shortlist of structural engineering firms through the Request for Proposal process. The shortlist was established in September 2018 through the Request for Qualifications process. Of the three proposals received, Walter P. Moore and Associates, Inc. was selected as the best qualified firm. Consultant Recommendation Best Qualified Firm Walter P. Moore and Associates, Inc. Based on these criteria and criteria in SMMC 2.24.190, staff recommends W alter P. Moore as the best qualified firm to provide design services. Walter P. Moore was selected based on its project understanding, proposed work plan, and previous municipal agency experience providing 3 of 3 services for the cities of Santa Monica, Anaheim and San Luis Obispo.
