13.C Request of Councilmember McKeown that Council authorize staff to take
the following steps to improve the efficacy of laws protecting tenants and
affordable housing in Santa Monica: (1) review fines established for
violations of Sections 4.27.010, 4.27.030, 4.27.040, and 6.20.030 of the Santa
Monica Municipal Code to ensure they are sufficient to deter violations of
these provisions; (2) review and revise the City’s occupancy permit
application form to request sufficient information to detect whether units
proposed for re-occupancy following withdrawal from rent control pursuant
to the Ellis Act have not been and are not proposed to be re-occupied in
violation of law; (3) review the scope of administrative subpoena power and
false claims provisions in the Santa Monica Municipal Code to ensure that
the City can detect and take action in response to violations of the City
laws; (4) bring back to Council as soon as possible any ordinance
amendments and/or resolutions necessary to implement recommended
actions.
