Recommended Action Staff recommends that the City Council: 1. Amend Preferential Parking Zone F to include the following streets: • Hill Street, Ashland Avenue, and Pier Avenue between 11th Street and Highland Avenue, • Raymond Avenue, and Copeland Court between Lincoln Boulevard and Highland Avenue, • Navy Street and Ozone Street between 7th Street and Highland Avenue, • 7th Street and Highland Avenue between Ocean Park Boulevard and the Santa Monica southern border, • Bentley Court, Ruskin Street, and Goldsmith Street between Marine Street and street end, • Wilson Place between Lincoln Boulevard and 11th Street, • Marine Street between Highland Avenue and Glenn Court, • Ozone Avenue between Lincoln Boulevard and Glenn Court, • 10th Street between Ashland Avenue and street end, • 11th Street between Ashland Avenue and Ozone Avenue, and • Glenn Avenue between Ashland Avenue and Marine Street. Upon receipt and verification of a qualifying petition per Santa Monica Municipal Code 3.08.030 (a), the parking regulations on these streets shall be: “Two-hour parking 7 A.M. to 6 P.M., daily, except by permit.” 2. Approve the Resolution establishing Preferential Parking Regulations (Attachment A). Executive Summary Like many urban communities, the demand for on-street parking has led to the City of Santa Monica to establish preferential parking districts that give qualifying residents greater and more reliable access. These districts now cover much of the residential 2 of 12 areas of the city, particularly in multi-family zones or areas adjacent to commercial and institutional uses. Rules have evolved for setting up new districts or expanding current districts. Residents of two blocks adjacent to Lincoln Boulevard have submitted qualifying petitions for preferential parking regulations: Ashland Avenue between Lincoln Boulevard and 11th Street and Pier Avenue between Lincoln Boulevard and 7th Street. The residents assert that non-resident parking is impacting their ability to find parking near their homes. Parking studies conducted on these streets and the surrounding area in July 2018 and March 2019 confirm that street parking on unregulated streets in the area have moderate to high usage during daytime hours for the weekday and weekend periods, with the highest usage on blocks closest to Lincoln Boulevard. Staff recommends amending Preferential Parking Zone F, to include the following streets: • Hill Street, Ashland Avenue, and Pier Avenue between 11th Street and Highland Avenue, • Raymond Avenue and Copeland Court between Lincoln Boulevard and Highland Avenue, • Navy Street and Ozone Street between Seventh Street and Highland Avenue, • Seventh Street and Highland Avenue between Ocean Park Boulevard and the Santa Monica southern border, • Bentley Court, Ruskin Street, and Goldsmith Street between Marine Street and street end, • Wilson Place between Lincoln Boulevard and 11 th Street, • Marine Street between Highland Avenue and Glenn Court, • Ozone Avenue between Lincoln Boulevard and Glenn Court, • 10th Street between Ashland Avenue and street end, • 11th Street between Ashland Avenue and Ozone Avenue, and • Glenn Avenue between Ashland Avenue and Marine Street. 3 of 12 The parking regulations for Zone F shall be “Two hour parking 7 A.M. to 6 P.M., daily, except by permit.” Background Preferential parking is a tool the City uses to manage non-resident parking on residential streets, as authorized by Santa Monica Municipal Code (SMMC) Chapter 3.08 and the California Vehicle Code. Preferential parking regulations manage the use of on-street parking to make parking more available for residents near their homes. To further mitigate the impacts of non-residents parking in residential areas, the City’s Transportation Demand Management (TDM) program works to reduce non -resident parking via required employer trip reduction plans and outreach from the GoSaMo Transportation Management Organization. The plans include strategies and incentives to decrease drive alone trips to the worksite, some of which would otherwise result in neighborhood parking impacts. Only residents who live on a block with preferential parking restrictions are eligible to purchase a preferential parking permit. Permits may be used within two block of the permit holder’s address within the same parking district. Parking zones are distinct from parking districts. Parking zones dictate the type of regulations, and permit holders are allowed to park in other parking zones provided they are located within two blocks of their address and within the same district. Parking districts encompass a much larger area of the City and dictates the renewal cycle for the user, and the permit holder must park within their parking district. Santa Monic a is divided into five parking districts. Streets east of Lincoln Boulevard are in Parking District Two and streets west of Lincoln Boulevard are in Parking District Three. Residents may petition to initiate a preferential parking zone at any time. Upon receipt of a petition representing two-thirds of the residential dwellings and at least half of the residential frontage on a block, a parking occupancy study of the neighborhood is 4 of 12 conducted and a community meeting is held. In evaluating petitions, staff assesses the larger neighborhood, rather than an individual block, due to the potential for parking displacement when regulations are established or changed. As a result, staff typically recommends that the Council pre-approve preferential parking regulations for more than the petitioning block to streamline and expedite the process for adjacent blocks should some displacement occur. SMMC 3.08.030 provides Council with the authority to create preferential parking zones. Once Council approves preferential parking regulations, they are implemented on the blocks that have submitted qualifying petitions. Preferential parking regulations are not implemented on blocks that have been pre-approved by the Council until the time that the residents of those blocks submit qualifying petitions. California Coastal Commission approval is required for new or amended preferential parking regulations within the Coastal Zone. The area west of Lincoln Boulevard is within the Coastal Zone. For the proposed amended Zone F if the staff recommendation is adopted all streets in the zone would be pre-approved for regulations, but only the blocks with complete petitions, Ashland Avenue between Lincoln Boulevard and 11 th Street and Pier Avenue between Lincoln Boulevard and Seventh Street, would have regulations installed pending California Coastal Commission approval. This would allow staff to react quickly to new preferential parking regulation requests in the zone while maintaining residents’ ability to decide on a block-by-block basis via petition if regulations would be appropriate for their street. Discussion The residents of Ashland Avenue between Lincoln Boulevard and 11 th Street and Pier Avenue between Lincoln Boulevard and Seventh Street have submitted complete petitions requesting to install preferential parking regulations. The majority of the residential streets near Lincoln Boulevard and Santa Monica’s southern boundary do not currently have preferential parking regulations. A map of the petitioning blocks and existing preferential parking regulations in the area is included as Attachment Existing and Proposed Regulations. 5 of 12 The regulations that currently exist in the area were approved at various times, with the earliest zone dating back to 1986. The surrounding area has three main types of preferential parking regulations. Near the southern City border west of Lincoln Boulevard are strict, permit-only parking regulations. Hill Street and Raymond Avenue west of Lincoln Boulevard have less strict regulations that allow two hour parking without a permit. Finally, 11th Street is the western boundary of Zone L, which was created to address parking generated by Santa Monica College. The type of regulations in Zone L limit daytime parking without a permit, but do not limit overni ght or weekend parking. The Zone L regulations in this area are pre-approved; residents have not submitted a qualifying petition. The details of the existing nearby regulations is as follows: • Zone L established in 1988 (including 11th and blocks east and including Ashland east of 11th Street and blocks north) • “No parking 8AM-8PM Monday-Thursday, No parking 8AM-5PM Friday, except by permit.” • Zone F established in 1986 (including Hill Street and Raymond Avenue between Lincoln Boulevard and Seventh Street) • “2 hour parking 7AM-6PM Monday to Friday, except by permit.” • Zone EE established in 1996 (including two types of regulations) • Navy and Ozone Streets between Longfellow and Seventh Streets “No parking 8AM-6PM Daily, except by permit,” • Navy and Ozone Streets between Longfellow Street and Lincoln Boulevard and Longfellow Street between Ozone and Marine Streets “No parking, except by permit.” Parking demand in the area is high due to its proximity to Lincoln Boulevard and competing parking needs of residents, visitors, area employees and customers. On- street parking occupancy surveys for the area were conducted in July 2018 and March 2019 for both weekend and weekday time periods between 7 A.M. and 10 P.M. The 6 of 12 2018 study focused on the area immediately around Lincoln Boulevard, and the 2019 study included additional streets not immediately adjacent to Lincoln Boulevard to verify whether parking usage was significantly different between the spring and summer seasons. To evaluate the effectiveness of existing regulations, Hill Street and Raymond Avenue between Lincoln Boulevard and Seventh Street-which currently have preferential parking regulations that allow for two hour parking without a permit -were included in this study. Best practice dictates a street parking usage rate of 85% is optimal. At this rate, a block would have several parking spaces available at all times, minimizing the traffic and pollution impacts caused from drivers forced to circle the block. A summary of the data is included as Attachment Parking Data Summary. The following are the key findings of the studies: • The majority of the blocks in the study area had a parking usage that exceeded 85% for at least two hours during the day indicating that some type of residential preferential parking regulations may be appropriate. • Few blocks exceeded 85% throughout the entire day indicating that strict regulations may not be appropriate. • There were similar rates of parking usage for both weekends and weekdays. • The studies indicated that the existing “Two hour parking 9 AM. to 6 PM Monday to Friday, except by permit” regulations on Raymond Avenue and Hill Street are effective in maintaining more available street parking spaces relative to nearby blocks with rates of parking usage approximately 20% lower during the weekday midday. Metered parking exists on Lincoln Boulevard and on some side streets. Overall usage of the meters is moderate with the average usage of the meters at or below 50%. To accommodate the Lincoln Boulevard peak period bus-only lane, parking in the metered parking spaces on the west side of Lincoln Boulevard is prohibited between 4PM and 7PM weekdays, and on the east side between 7AM and 9AM weekdays. While the overall parking meter usage is moderate with parking spaces available during the 7 of 12 midday, morning, and evening peaks, there are limited alternative non-resident parking options. As a result, staff recommends the proposed regulations to maintain time -limited parking access for employees, patrons and neighborhood visitors. The proposed preferential parking regulations would not take away or limit any of the existing meter parking spaces. Proposed developments in the area were reviewed and considered as part of the analysis. There is a future development planned at 2903 Lincoln Boulevard. There are several aspects of the development that should mitigate potential parking impacts: the development would be providing an on-site parking garage; a dedicated loading space; tenants would be provided subsidized transit passes; and employees at the site would have the option of taking advantage of a parking cash-out incentive. Employees taking advantage of the parking cash-out incentive would be restricted from parking onsite or using street parking. Additionally, it is not anticipated that future street parking demand would deviate significantly from the trends shown in the recently conducted parking studies. For example, there is currently no proposal for the area that would include new bars or other late night venues, which would have an evening peak parking demand not aligned with current parking peak periods. In addition, the Lincoln Neighborhood Corridor Plan (LiNC) will construct streetscape improvements on the corridor, with enhanced pedestrian connections and transit service facilitating non-vehicle trips in the area. The parking analysis and these factors indicate less exclusionary residential preferential parking regulations allowing two hour parking without a permit may be appropriate to achieve an appropriate balance of use between different stakeholders in the area. Community Input Residents, businesses, property owners, the School District and the neighborhood organizations were notified of the proposed preferential parking zone by mail and invited to a May 16, 2019 community meeting at Olympic High School to discuss preferential parking. The main themes from the meeting were: 8 of 12 • general consensus from the community that street parking is an issue on some streets, particularly on streets closer to Lincoln Boulevard, with the majority of the attendees more supportive of preferential parking regulations that would allow two hour parking without a permit; • there were differing opinions on the appropriate time frame for preferential parking regulations; some attendees thought weekday regulations would be appropriate while others thought regulations should be daily and also extend into the evening; • several attendees mentioned that automobile service businesses in the area consistently use street parking for the storage of vehicles; • it was also mentioned that people park on streets in the area then call an Uber or Lyft, leaving their vehicle parked on the street for several days; the assumption stated was that the people are headed to the airport due to seeing them with luggage; • attendees expressed concern that new development on Lincoln Boulevard, particularly the mixed use development at 2903 Lincoln Boulevard, would increase non-resident use of street parking during the weekend and night and make it more difficult to park on the street; • some attendees expressed the opinion that on -street parking is not an issue and that they would prefer no preferential parking regulations as it would be an undue hardship on businesses, and be burdensome when having visitors; and • there was concern about the impact of preferential parking regulations on local businesses, and it was stated that some accommodation needs to be made for employee and customer parking. Input was also collected from those who were not able to attend the meeting via mail and email. The main themes from the comments differed slightly from those received at the public meeting. The main themes were: • community members living west of Lincoln Boulevard were significantly more in favor of preferential parking relative to community members east of Lincoln Boulevard; 9 of 12 • those in favor of preferential parking preferred regulations allowing two hour parking without a permit; and • compared to the community meeting input, significantly more of the comments stated preferential parking was not necessary and would create onerous impacts on residents, visitors, and businesses. A list of the comments received at the meeting and in writing is included as Attachment Community Comments. Recommended Preferential Parking Regulations The parking studies conducted in the area showed for most blocks that the highest parking usage during the daytime for both the weekday and weekend was between 7 AM and 6 PM. Additionally, the parking study showed the existing regulatio ns “Two hour parking 7 AM - 6 PM Monday to Friday, except by permit” on Hill Street and Raymond Avenue between Lincoln Boulevard and Seventh Street are effective in maintaining more open street parking spaces for residents relative to similar unregulated b locks. Based on the parking data, community input, and to maintain consistency with the existing two-hour preferential parking regulations, staff recommends amending Zone F to consist of the following streets: • Hill Street, Ashland Avenue, and Pier Avenue between 11th Street and Highland Avenue, • Raymond Avenue, and Copeland Court between Lincoln Boulevard and Highland Avenue, • Navy Street and Ozone Street between Seventh Street and Highland Avenue, • Seventh Street and Highland Avenue between Ocean Park Boulevard and the Santa Monica southern border, • Bentley Court, Ruskin Street, and Goldsmith Street between Marine Street and street end, • Wilson Place between Lincoln Boulevard and 11 th Street, • Marine Street between Highland Avenue and Glenn Court, • Ozone Avenue between Lincoln Boulevard and Glenn Court, 10 of 12 • 10th Street between Ashland Avenue and street end, • 11th Street between Ashland Avenue and Ozone Avenue, and • Glenn Avenue between Ashland Avenue and Marine Street. The recommended regulations for the two zones are “Two hour parking 7 AM to 6 PM, daily, except by permit.” The boundaries of the proposed amendment of Zone F were chosen to take advantage of the area’s topographical features that create natural boundaries. Traveling either east or west from Lincoln Boulevard there is a significant gain in elevation. The steep elevation would likely limit parking displacement, as people would be less likely to keep moving either east or west to the next block to avoid the hassle of needing to walk up a hill to retrieve their vehicle. California Coastal Commission The section of proposed amended Zone F west of Lincoln Boulevard is located in the California Coastal Zone, and therefore expanding preferential parking regulations in this area would require approval from the California Coastal Commission via a Coastal Development Permit. Should Council approve the recommended action, staff would then apply for a Coastal Development Permit to establish the regulations. The area east of Lincoln Boulevard is not in the California Coastal Zone and would not require a Coastal Development Permit to expand permit regulations. While it would be possible to proceed with expanding regulations for the area east of Lincoln Boulevard without waiting for a Coastal Development Permit, installing regulations on only the east side of Lincoln Boulevard may cause displaced street parking to migrate to the area west of Lincoln Boulevard. Staff therefore recommends waiting for Coastal Commission approval for the area west of Lincoln Boulevard before proceeding with establishing regulations for the whole area. This would allow establishment of regulations for the areas east and west of Lincoln Boulevard at the same time allowing for the parking management of the area to be addressed comprehensively. 11 of 12 Alternatives The Council could maintain the existing conditions or adopt different hours and types of restrictions than those recommended. Environmental Analysis The proposed project has been determined to be categorically exempt from the provisions of the California Environmental Quality Act (CEQA), pursuant to Article 19, Section 15301 (C) which defines Class 1 exempt projects in the following way: “Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination.” The exemption in cludes: “Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities.” Preferential parking zones involve only the issuance of permits for the use of an existing public street and include negligible or no expansion of the existing use. Next Steps If Council approves the recommended action, staff would then seek approval from the California Coastal Commission. Staff anticipates going before the California Coastal Commission for approval this winter. Assuming both of the approvals are obtained, regulations would be implemented on Ashland Boulevard between Lincoln Boulevard and 11th Street and Pier Avenue between Lincoln Boulevard and Seventh Street within approximately 12 weeks. The 12 week time period allows time for residents to apply for permits, staff to process applications, signs to be ordered, manufactured, and installed, and a grace period between the installation of signs and the enforcement of preferential parking regulations. Additional blocks within the zone would have preferential parking implemented approximately ten weeks after receipt of a qualifying petition signed by residents representing two-thirds of the residential dwellings and at least half of the residential frontage on that block. New blocks would have a shorter installation time frame due to the necessary signage already having been ordered. Financial Impacts and Budget Actions 12 of 12 The amendment of Preferential Parking Zone F would generate $11,364 in ongoing revenues beginning FY 2019-20 from the sale of an estimated 401 new resident and visitor permits. Funds for the one-time cost related to the purchase of new signage for amended Preferential Parking Zone F totaling $5,600 are included in the FY 2019 -20 Adopted Budget in the General Fund. Regular occurrence that they need to call to get a vehicle towed so they can get out of their driveway.  Due to construction on streets like Ashland Avenue there is a lot of competition for parking spaces resulting in a lot of blocked driveways. o Businesses need to be more considerate.  Gelson’s needs to be held accountable for the employees using up all the street parking. (Gelson’s Market is required to submit to the City a Transportation Demand Management plan which includes strategies to reduce employee drive alone trips.)  Late night 2am sports bar at Marine and Pier impacts parking in the area; overall, overnight parking can be an issue.  Concern about the difficulty of getting the required amount of signatures necessary to have regulations installed.  Lots of trash from construction workers/employees during lunchtime.  New standalone parking structure should be provided for the area.  The four-story development at 2903 Lincoln Boulevard should not be there. I have no opinion on the proposal except for one component: the inclusion of Glenn Avenue between Ashland and Marine. I do not support the inclusion of Glenn because it will unduly impact residents on Sunset Avenue, and as the Parking Demand study shows, there is ample street parking on Glenn Avenue now. I am a resident of Sunset Avenue a few houses from Glenn. As you may know, Sunset is a substandard width street and street parking is permitted on the north side of the street only. On street cleaning days (Wed), there is no street parking on Sunset at all. Anyone who cannot park their cars in their garages or driveways must move their vehicles to a street that has parking on both sides. For many of us, that street is Glenn. Moreover, if we have guests over in any quantity, they also frequently have to park on Glenn because there are simply not sufficient street parking spaces on the one side of our street that allows parking. If residents of Sunset are excluded from parking on Glenn, as would be the case if Glenn is included in the preferential parking zone and its residents seek to establish preferential parking, we would have to have our guests, construction workers, or household employees who cannot find street parking or who need to park on Wednesday, park their cars on Ashland. Since Sunset is a four block long continuous street, for residents in the 1300-1400 block, that's a significant trek back to their homes. The Parking Demand study also demonstrates that parking demand on Glenn is, at least today, minimal. On Saturdays, the demand is below 50% on most segments. On Friday, the demand is somewhat higher but still below 70%, far lower than almost any other street in the study. If the Council is to include Glenn, I request that modifications be included to the standard conditions for preferential parking zones, if preferential parking is ever requested by the residents of Glenn. Residents on Sunset Avenue within two blocks of Glenn should be given the right to obtain permits for that zone and utilize that parking, as well as to purchase guest permits for their guests and workers. Anything else puts an undue burden on the residents of Sunset Avenue who already have parking constraints unlike most of the other streets proposed for inclusion in Preferential Parking Zone F- namely, a long street without access to other streets which contains parking on one side only. Best regards, Beverly Palmer Sunset Avenue Santa Monica, CA 90405 Item 11-A 07/23/19 2 of 59 Item 11-A 07/23/19 1 Vernice Hankins From:Julica Menegatti <julica.menegatti@gmail.com> Sent:Saturday, July 20, 2019 4:21 PM To:councilmtgitems Subject:July 23 Agenda item 11, preferential parking: Exclude Glenn Ave To the Honorable City Council:    I am a resident of 1330 Sunset Avenue, 90405. I have recently become aware of the proposal to amend Preferential  Parking Zone F to include a number of streets both east and west of Lincoln in the preferential parking zone.  I have no  opinion on the proposal except for one component: the inclusion of Glenn Avenue between Ashland and Marine.  I do  not support the inclusion of Glenn because it will significantly impact residents on Sunset Avenue.    As you may know, Sunset is a substandard width street and street parking is permitted on the north side of the street  only.  On street cleaning days (Wed), there is no street parking on Sunset at all.  Anyone who cannot park their cars in  their garages or driveways must move their vehicles to a street that has parking on both sides.  For many of us, that  street is Glenn.  Moreover, if we have guests over in any quantity, they also frequently have to park on Glenn because  there are simply not sufficient street parking spaces on the one side of our street that allows parking.      If residents of Sunset are excluded from parking on Glenn, as would be the case if Glenn is included in the preferential  parking zone and its residents seek to establish preferential parking, we would have to have our guests, construction  workers, or household employees who cannot find street parking or who need to park on Wednesday, park their cars on  Ashland.  Since Sunset is a four block long continuous street, for residents in the 1300‐1400 block, that's a significant  trek back to their homes.    If the Council is to include Glenn, I request that modifications be included to the standard conditions for preferential  parking zones, if preferential parking is ever requested by the residents of Glenn.  Residents on Sunset Avenue within  two blocks of Glenn should be given the right to obtain permits for that zone and utilize that parking, as well as to  purchase guest permits for their guests and workers.  Anything else puts an undue burden on the residents of Sunset  Avenue who already have parking constraints unlike most of the other streets proposed for inclusion in Preferential  Parking Zone F‐ namely, a long street without access to other streets which contains parking on one side only.    To my knowledge, residents of Sunset did not receive special notice of this issue. I became aware through NextDoor and I am sharing this information with some of my neighbors. You may not receive much input from those of us right outside this zone, but we are affected by it and I request that you take this concern seriously. I would like to strongly protest against creating 2 hour regulations on my neighborhood streets. Parking on the street is not difficult to find at all and the 2 hour regulation causes for many cars being cited and ticketed, including those of residents as not all apartment buildings have garages parking for all tenants. My apartment is a 3 bedroom and we only have 2 parking spots and it makes it difficult to find a roommate if the streets have strict regulations forcing them to only park for 2 hours or pay for a permit. It is also a big time and money commitment to try to apply for permits, and it’s easy to get confused with if you still need to move for street cleaning or not for many young people who don’t know. Many of the residents living in houses all have driveways and it isn’t necessary for them to street park and at times that they do need to, forgetting to put the pass on ensures they’ll be ticketed and cause for disgruntled residents. I sometimes street parking on the 1 2 hour regulates street here to load in my groceries and forget to live and get a ticket, it’s very irritating. Also, the area has many homeless and incapacitated people who break into cars and even parking permits are something worth stealing for some of them, this actually happened to my roommate. Thank you. It should be noted that the majority of houses on this particular street (not including Copeland Ct) do not have access to off street parking and therefor rely on street parking. Unfortunately the following business; Pacific Luxury Autos, DTA Motorsports, European One Auto Repair & Big Q auto Repair on Lincoln continue to park multiple vehicles on this section of street daily, and often for days/ weeks at a time, only moving them for street cleaning. Despite myself and other residents speaking directly with the business owners and employees directly they continue to ignore our polite requests and in some instances have become abusive. The residents continue to report cars that are parked longer than 72hrs without moving to the city but little action seems to be taken by the city so there is little deterrent. Some of these vehicles some are not even roadworthy. In addition to the surrounding automotive shops many people continue to park their cars here and then take public transport or uber's to work, walk to the beach or main street. Its becoming almost impossible for residents to park on the street in which they reside which is not only an inconvenience but dangerous for families with young children who have to park blocks away and cross multiple streets to reach their home. It's not only frightening, it's unsanitary. I am also disabled, don't have a handicap spot and if I leave a parking space near my home I may not even be able to find a place close enough to my house to unload groceries, etc... I strongly believe that requiring permitted parking in our neighborhood is not necessary and would only cause further complications for all residents affected. Many of us live in apartments with multiple residents yet only have one assigned parking space per unit. This means that we would have to pay an annual permit fee just to park on the street directly outside of our homes. I can personally vouch that there is no lack of parking whatsoever and therefore no need to enforce such restrictions. Everyday that I come home after work, I am able to find ample parking within 20 yards of my apartment complex, so it is not as if non-residents are encroaching on our neighborhood with the parking of their vehicles. It has not gotten worse over the past five years either so the current 2-day street-sweeping restrictions seems to have been doing its job of shuffling vehicles just fine. I work in the parking industry and am very familiar with when parking restrictions need to be set in order to maintain a happy balance between resident life and parking complications, and I can confidently inform you that such proposed restrictions are not needed in our area. These restrictions will also cause serious headaches for all residents when we have visitors (family & friends) stay for a visit longer than 2 hours. It is a very unwelcoming approach and, as previously stated, just not necessary. We want to welcome non-residents as they contribute a lot to our community by simply visiting and spending time in our beautiful community. One of the things I may not have made clear is that I wanted to request Marine Street be Preferential parking ONLY and NOT included in the 2 hour allowed parking window. There are already some metered parking spots available for patrons of the businesses surrounding Lincoln & Marine. We deal with enormous regular traffic & speeding from the Starbucks & Marine Market. Things have really changed in the last 15 years I've lived here. The newly paved street is literally cracked because of the heavy trucks! Lincoln, Marine, Ozone & 7th (by Marine Market) have metered parking for patrons. Plus the business surrounding our area either have their own parking or meters available within reasonable walking distance. There is no need to disrupt our street parking. We should be protected by our City Council. I don't think it would be fair for Marine or Navy Street to have the 2hr parking as they only have parking one one side. Marine Street (some Ozone Street too) is their over-flow. Not to mention that much larger homes are now being built on all mentioned (and surrounding) streets bringing more folks and their autos. The rents are staggering, the parking is already difficult. My car has been keyed, hit several times by cars, dinged many timed by scooters, etc... now construction workers take every spot without respect to those of us who actually live here. It's more than enough to already deal with...please help us citizens who live and love our city live here as easily as possible. Thank you for your consideration. Also, Is there some way to get an emergency handicap parking as there is construction next door, directly across the street and across the street several doors down. There is a handicap spot on the 600 block that the lady doesn't use (she totaled her car 2wks after getting the spot), but it's too far for me. Any help with that would be fantastic. We already have our share of non area owned vans that are clearly only moved for the street cleaning, then moved back and left for the balance of the week. My neighbors and I do not like having to report people depositing vehicles for longer than 72 hours, and so some have started leaving signs on the windshields. The 2 hour limit in the PP zone will help those in the PP zone only. I am sure they want it so that their visitors, hirees and deliveries do not need to bother with a permit, one of the major inconveniences of living in a PP zone. I DO NOT support the PP proposal, and hope that a better solution can be sought. I strongly believe that requiring permitted parking in our neighborhood is not necessary and would only cause further complications for all residents affected. Many of us live in apartments with multiple residents yet only have one assigned parking space per unit. This means that we would have to pay an annual permit fee just to park on the street directly outside of our homes. I can personally vouch that there is no lack of parking whatsoever and therefore no need to enforce such restrictions. Everyday that I come home after work, I am able to find ample parking within 20 yards of my apartment complex, so it is not as if non-residents are encroaching on our neighborhood with the parking of their vehicles. It has not gotten worse over the past five years either so the current 2-day street-sweeping restrictions seems to have been doing its job of shuffling vehicles just fine. I work in the parking industry and am very familiar with when parking restrictions need to be set in order to maintain a happy balance between resident life and parking complications, and I can confidently inform you that such proposed restrictions are not needed in our area. These restrictions will also cause serious headaches for all residents when we have visitors (family & friends) stay for a visit longer than 2 hours. It is a very unwelcoming approach and, as previously stated, just not necessary. Because we are on a corner, we have two curbsides to contend with, for what has now become a full time job keeping the many various out of the neighborhood parkers from using our street as their vehicle storage . We watch Santa Monica City college students who have now been pushed this far west because all of the streets next to college are permitted, park their cars in the morning and either pull a bicycle from their trunk, take a scooter or head to the bus stop on Ocean Park to get to the school. We have long term parkers who leave their vehicle and Uber to the airport. They leave their cars from street cleaning day to street cleaning day. We have folks list their cars on Craigslist because they do not want potential buyers to know where they live so they make the transaction in front of our house. All the automotive businesses on Lincoln use our corner for car storage when they run out of room in their lots. This is a particularly pervasive issue as it clogs up all the apartment parking on the 1000 block of Hill which pushes all those tenants to park on the 1100 block of Hill. We have Gelson's employees who were apparently told where the non-permit streets are to park on, instead in the vast Gelson's lot. An employee actually told me they were told to use the street. Because of all of the construction we contend with all the various trades and their trucks literally circling in the morning waiting for someone to leave so they can have the spot. This amendment would be a very equitable solution as it would allow guests of the homeowners a two hour window without having to worry about a permit, yet it would help us regulate the situation that has progressively become much worse in the 32 years we have lived here. We did try to get Preferential Parking passed before for Hill Street, but ran into resistance because folks did not like the hassle of permits for visiting cars. As you know, tourism is one of the most important industries in the City of Santa Monica, as visitors injected approximately $1.93 billion into the Santa Monica economy in 2018 and generated approximately $58 million in transient occupancy tax. Hotel workers are the backbone of this lucrative industry. Yet hotel room attendants, who work alone in guest rooms, where there are no witnesses or cameras, face unique risks of threatening behavior, including sexual assault and other crimes. Many instances of sexual assault go unreported to the police. Workers need tools to protect themselves. Room attendants are also frequently assigned excessive room cleaning quotas and unexpected mandatory overtime, which undermines their ability to adequately protect public health, interferes with their ability to meet family obligations, and can undermine other employment protections benefitting these employees. Overtime should be voluntary and room attendants made to clean excessive square footage—more than 3,500 square feet during a single shift—should be compensated for their extra work. 2 Workers also deserve protection against the kinds of mass layoffs that frequently occur when hotels change ownership and opportunities for training on their rights as workers and best practices to protect public health and safety. As we wait for the ordinance to come back before you, we want to make sure that the law that ultimately goes into effect will be comprehensive. We hope that the law will include the following provisions: 1) Panic buttons – operational panic buttons housekeepers can use if there is an ongoing crime or threatening behavior to notify on-site security for assistance and protection against retaliation 2) Humane workload – fair compensation if workers are required to clean more than 3500 square feet during an 8-hour shift and a prohibition on mandatory overtime 3) Hotel worker retention – a worker retention provision ensures that changes in hotel ownership or management do not result in worker layoffs but instead requires a period of transition where workers are kept on 4) Housekeeper training program – training on workers’ legal rights, as well as on key issues affecting the public, including potential threats or crime including human trafficking, domestic violence and sexual violence, and risks to public health. I have no opinion on the proposal except for one component: the inclusion of Glenn Avenue between Ashland and Marine. I do not support the inclusion of Glenn because it will unduly impact residents on Sunset Avenue, and as the Parking Demand study shows, there is ample street parking on Glenn Avenue now. I am a resident of Sunset Avenue a few houses from Glenn. As you may know, Sunset is a substandard width street and street parking is permitted on the north side of the street only. On street cleaning days (Wed), there is no street parking on Sunset at all. Anyone who cannot park their cars in their garages or driveways must move their vehicles to a street that has parking on both sides. For many of us, that street is Glenn. Moreover, if we have guests over in any quantity, they also frequently have to park on Glenn because there are simply not sufficient street parking spaces on the one side of our street that allows parking. If residents of Sunset are excluded from parking on Glenn, as would be the case if Glenn is included in the preferential parking zone and its residents seek to establish preferential parking, we would have to have our guests, construction workers, or household employees who cannot find street parking or who need to park on Wednesday, park their cars on Ashland. Since Sunset is a four block long continuous street, for residents in the 1300-1400 block, that's a significant trek back to their homes. The Parking Demand study also demonstrates that parking demand on Glenn is, at least today, minimal. On Saturdays, the demand is below 50% on most segments. On Friday, the demand is somewhat higher but still below 70%, far lower than almost any other street in the study. If the Council is to include Glenn, I request that modifications be included to the standard conditions for preferential parking zones, if preferential parking is ever requested by the residents of Glenn. Residents on Sunset Avenue within two blocks of Glenn should be given the right to obtain permits for that zone and utilize that parking, as well as to purchase guest permits for their guests and workers. Anything else puts an undue burden on the residents of Sunset Avenue who already have parking constraints unlike most of the other streets proposed for inclusion in Preferential Parking Zone F- namely, a long street without access to other streets which contains parking on one side only. 2 I include this map to explain more visually why eliminating parking on Glenn would be problematic for residents on Sunset: To my knowledge, residents of Sunset did not receive special notice of this issue. I became aware through NextDoor and I am sharing this information with some of my neighbors.
