SR 07-23-2019 3G City Council Report City Council Meeting: July 23, 2019 Agenda Item: 3.G 1 of 4 To: Mayor and City Council From: Susan Cline, Director, Public Works, Architecture Services Subject: Award Request for Proposal and enter into agreement with Psomas for Construction Management Services for Various Big Blue Bus Projects Recommended Action Staff recommends that the City Council: 1. Award RFP #2526 to Psomas, a California-based company, to provide construction management services for various Big Blue Bus (BBB) construction projects; 2. Authorize the City Manager to negotiate and execute an agreement with Psomas in an amount not to exceed $355,760 over a one-year period. Summary To continue its regional public transit mission of providing service to nearly 14 million passengers a year, the Big Blue Bus is implementing several construction projects to upgrade and renovate various buildings and systems at the BBB transit facility located at 1660 7th Street. The main projects include tenant improvements and seismic upgrades to the administration building and replacing the gas detection alarm system sitewide. In preparation for the construction projects, staff recommends that Council approve an agreement with Psomas to provide construction management services at a cost not to exceed $355,760. Psomas would assist the City in monitoring the construction contractor’s work and help ensure the projects are delivered on time and on budget. Staff anticipates the projects will be completed in mid-2020. The recommended award is within budget limits and does not add costs to any of the projects. Discussion Approximately $14.5 million is allocated to the BBB through the Capital Improvement Program Biennial Budget to fund improvements to the main transit facility, including 2 of 4 construction and construction management services, deputy and material testing inspection services, technology infrastructure, furniture and equipment, and unforeseen conditions that would require additional services such as the removal of hazardous material from a work site. Construction management services are an industry best practice for large-scale construction projects, especially those with unique safety and technology requirements such as those planned for the BBB. Construction management services are performed by a third-party on behalf of the City to ensure the contractor complies with its contractual obligations and to ensure projects are delivered on time and on budget. They are required to assist staff with project planning, cost management, quality management, contract administration, and safety management. Staff recommends Psomas to provide construction management services at a cost not to exceed $355,760. Psomas would be stationed at the project construction site for the duration of the BBB construction projects, which are expected to be complete in mid- 2020. Staff selected 10 firms as pre-qualified in each of the two categories: (1) building projects and (2) park projects. The 10 firms are eligible to compete in future bids over a three-year period; the pre-qualified list will expire on November 28, 2020. Psomas Justification to Award Responses to the RFP were reviewed by a selection panel of staff from the Public Works Department. Based on this criteria and criteria in SMMC 2.24.190, staff recommends Psomas as the best qualified firm to provide construction management services for the various BBB construction projects. Psomas’ team has extensive knowledge and experience working on numerous transit facility projects with the City of Long Beach and Norwalk. Psomas has successfully managed projects that included transit fueling stations, transit fleet service centers, and public service facilities. 4 of 4 Financial Impacts and Budget Actions Staff seeks authority to approve funding from the Big Blue Bus Fund to award a construction management agreement with Psomas for construction management services for various BBB construction projects.
