Subject: Approve Beach Lot 5 South for Participation in the SCE Charge Ready
Program to Add 24 Public EV Charging Ports
Recommended Action
Staff recommends that the City Council:
1. Approve the selection of Beach Lot 5 South as the project site to apply for
electric vehicle charging infrastructure from the Charge Ready Program.
2. Authorize the City Manager to negotiate and execute all necessary documents to
participate in the SCE Charge Ready Program.
Summary
The City has a goal of installing 300 electric vehicle (EV) charging ports throughout
Santa Monica by the end of 2020, as outlined in the Electric Vehicle Action Plan
adopted by Council in 2017 (Attachment A). There are currently 110 public EV charging
ports in the city. Staff recommends resubmitting a previous project proposal for the
installation of 24 public EV charging ports at Beach Lot 5 South to provide much -
needed EV charging stations by the beach for residents and visitors. The Southern
California Edison (SCE) Charge Ready Program offers free design, construction and
installation of electrical infrastructure necessary for installing EV charging stations and a
partial rebate on the charging equipment.
Discussion
The SCE Charge Ready Program is designed to support California’s zero-emission
policies and goals by helping to deploy charging infrastructure and equipment
throughout SCE’s service territory. The program was authorized by the California Public
Utilities Commission as a pilot, which SCE has since extended beyond its initial funding
authorization.

The program requires the installation of a minimum of 10 charging stations and the total
number of charging stations cannot exceed 4% of the total available parking spaces on-
site. This means that a facility must have a minimum of 250 parking spaces to satisfy
the parking requirements. The project must also comply with Americans with Disabilities
Act (ADA) regulations, which require two van accessible EV charging spaces for the
proposed project. The City does not have the ability to modify the program criteria.
Staff evaluated all large parking facilities and found that only the beach parking lots
would satisfy both the parking and ADA requirements (Beach Lot 5 South has 798
parking spaces). The Civic Center Parking Structure was selected for fleet charging and
Beach Lot 5 South was selected for beach visitor and residential parking.
Staff submitted applications to participate in the Charge Ready program in 2017 for two
projects:
• 31 fleet charging ports on the roof of the Civic Center Parking Structure
• 24 public ports at Beach Lot 5 South.
Council approved the Civic Center Parking Structure fleet installation but did not
approve the Beach Lot 5 South location in lieu of focusing City resources on more
resident-serving sites (Attachment B).
In an effort to provide additional charging locations, staff is returning with this proposal
for Beach Lot 5 South. Data from community event permits and Overnight Resident
Beach Parking Permits indicate that the beach lots are used by resident beachgoers in
addition to visitors. Residents with Overnight Resident Beach Parking permits for Beach
Lot 5 South would be eligible to use the charging stations overnight. (The bordering
streets for permit eligibility at this site are Pico Boulevard to the north, Neilson Way to
the west, and Marine Street to the south.
As of December 2018, there were 23 resident EV drivers in this zone who would be
eligible for overnight beach permits, according to registration data from the California

Department of Motor Vehicles. The availability of overnight charging may also
encourage nearby residents to switch to EVs in the future.

Since the adoption of the EV Action Plan, 62 charging ports have been installed at 10
locations (Table 2). Future locations are currently being developed to expand charging
infrastructure throughout the city.

On March 27, 2019, the EV Subcommittee of the Task Force on the Environment
recommended that Council approve the selection of Beach Lot 5 South project site for
the Charge Ready Program and authorize staff to proceed with implementing the
project. The installation would be subject to regulatory approval from the Coastal
Commission.

Financial Impacts and Budget Actions
The City is eligible for rebates from SCE to offset 50% of the approved base equipment
cost ($4,190 per station). This rebate amount is estimated at $25,140 and would be
deposited into account 01500002.415250 in FY 2019-20.
Charging stations would be purchased through the existing contract with EV charging
station provider, ChargePoint, Inc. This contract was authorized by Council at the July
25, 2017 Council meeting and modified at the March 6, 2018 Council meeting. The
equipment cost (including activation fees, shipping and handling, and the first-year
networking and maintenance costs) would be charged to the following account:

At the May 20, 2019 regular meeting, the Task Force on the Environment
discussed and took action on the following agenda item:

Beach Lot #5 EV Charger Installation
Garrett Wong presented on the proposed installation of 24 electric vehicle
chargers at Beach Lot #5 as part of the Southern California (SCE) Edison
ChargeReady program. Out of the spaces selected, 22 spaces are along Barnard
Way and two spaces are ADA spaces.
After discussion, The Task Force on the Environment adopted the following
motion:
Motion by Task Force Member Robert Lempert, seconded by Task Force
Member David Pettit.
Motion: The Task Force on the Environment recommends that City Council
approve the selection of Beach Lot 5 South as a project location for the SCE
ChargeReady program.
