Recommended Action
Staff recommends that the City Council:
1. Award Bid# SP2461 to C.S. Legacy Construction, Inc., a California-based
company, for construction of the Civic Center Multipurpose Sports Field;
2. Authorize the City Manager to negotiate and execute an agreement with C.S.
Legacy Construction, Inc., in an amount not to exceed $4,767,144 (including a
10% contingency of $433,377).
3. Authorize the Director of Public Works to issue any necessary change orders to
complete additional work within contract authority.
4. Award RFP# SP2461 to AECOM, a California-based company, to provide
material testing and deputy inspection services for the Civic Center Multipurpose
Sports Field Project;
5. Authorize the City Manager to negotiate and execute an agreement with AECOM
in an amount not to exceed $97,818 (including a 20% contingency) over a one-
year period;
6. Award RFP# SP2461 to Simpson & Simpson Management Consulting, a
California-based company, to provide construction management services for the
Civic Center Multipurpose Sports Field Project;
7. Authorize the City Manager to negotiate and execute an agreement with
Simpson & Simpson Management Consulting in an amount not to exceed
$416,900 (including a 10% contingency) over a one-year period;
Summary
The City seeks to construct a new universally accessible sports field complex originally
incorporated into the Civic Center Specific Plan in 2005 and prioritized for design and
construction by the City Council in 2017. The design will accommodate children and
adults of all abilities, including Santa Monica High School students from the campus
across the street. The Civic Center Multipurpose Sports Field Project will be built on a
3.5-acre site, which is currently the location of the Civic Center Parking Lot, located at

1840 4th Street and adjacent to the Santa Monica Civic Auditorium. The Recreation and
Parks Commission and other community advocates have supported building the new
field as soon as possible to address the need for additional field space within the City.
Staff recommends C.S. Legacy Construction, Inc. as the best bidder for construction
services for the project in an amount not to exceed $4,767,144; AECOM for material
testing and deputy inspection services in an amount not to exceed $97,818; and
Simpson & Simpson Management Consulting for construction management services in
an amount not to exceed $416,900. The Civic Center Multipurpose Sports Field Project
to break ground late this summer and to be completed in July 2020.
Discussion
A total budget appropriation of $8,114,859 million was approved for the Civic Center
Multipurpose Sports Field Project through various City Council actions (Attachments B,
C and D). The Council-approved budget for the project includes funding for
construction, construction management, material testing and deputy inspection
services, technology infrastructure, unanticipated subsurface conditions (e.g., mud, soil
contaminants and ground water) and other project costs.
The Civic Center Multipurpose Sports Field Project is the largest project included in the
FY 2018-20 Biennial Capital Improvement Program Budget to address the Health
Outcome Area and Physical Health Sub-Outcome Area of the Framework. Awarding
contracts for the construction, material testing and deputy inspection services, and
construction management services will help the City achieve the desired outcome and
sub-outcome for the project within the projected timeline and budget.
The project site is approximately 3.5 acres and currently contains a large asphalt
surface parking lot (“Civic Lot”). The proposed project includes the removal of 644
parking spaces to accommodate a multi-purpose sports field, modular restroom
building, landscaping and pedestrian lighting, and the removal of an additional 52
parking spaces to accommodate a new fire lane that would serve the Early Childhood
Lab School (“ECLS”). The proposed Civic Center Multipurpose Sports Field would
include both passive recreation and active recreation elements, including a synthetic turf

sports field, universally accessible public restroom, and walking paths. Six new field
lights and walkway lighting will be constructed as part of the project, allowing the sports
field to be used at night. Site security will be enhanced through the construction of an 8-
foot-high perimeter chain-link fence and the use of 24-foot-high ball containment netting.
Once completed, the project would result in recreational opportunities for visitors and
residents, consistent with Council’s Framework Outcome Area of ‘Health’ and sub-
outcome area of ‘Physical Health'. The sports field is intended to primarily serve youth
sports, which would benefit residents from the surrounding areas; however, both
residents and visitors could utilize the passive elements of the park. Staff recommends
C.S. Legacy Construction, Inc. as the best bidder for construction services for the new
sports field project in an amount not to exceed $4,767,144.
Concurrent to soliciting construction services for the project, staff also solicited 1)
construction management services and 2) material testing and deputy and inspection
services, which are industry best practices for large-scale construction projects.
Material testing and deputy inspection services are performed by a third-party vendor on
behalf of the City to ensure the construction contractor complies with City specifications
and building code requirements. Staff recommends AECOM to provide material testing
and deputy inspection services at a cost not to exceed $97,818. AECOM would ensure
that long-lasting and high quality materials are used during construction , and monitor
construction activities to ensure proper installation practices are followed throughout the
duration of the project. AECOM would also use the design specifications for structural
steel, masonry, concrete, welding, and bolted components, along with City standards,
specifications, and applicable building codes, to compare and test against real-time
constructed elements.
Construction management services are required to assist staff with project planning,
cost management, quality management, contract administration, and safety
management. The consultant providing construction management services would be
located at the project construction site for the duration of the project. Staff recommends

services at a cost not to exceed $416,900.

Staff contacted references who provided positive recommendations for C.S. Legacy
Construction, Inc. for prior park improvement project experience in the cities of Santa
Monica, Indio, San Marcos and Laguna Niguel. All references reported that work was
completed in a timely and cost-efficient manner while maintaining consistent quality. Staff
verified with the Contractors State License Board that C.S. Legacy Construction, Inc. has
a license that is current, active and in good standing and verified the firm is re gistered
with the California Department of Industrial Relations (DIR). Staff recommends C.S.
Legacy as the best and lowest bidder.

submitted proposals. Based on this criteria and criteria in SMMC 2.24.073, staff
recommends Simpson & Simpson Management Consulting as the best qualified firm to

Field Project. Simpson & Simpson’s team has extensive knowledge and experience
working on numerous municipal projects. Most recently, they successfully managed the
construction of a synthetic turf sports field project for the Santa Monica-Malibu Unified
School District.

AECOM’s proposal included wide-ranging experience and demonstrated the
competency of their team of registered Civil and Geotechnical Engineers and numerous
inspectors holding multiple certifications. AECOM’s proposal also included their
reputable corporate structure and excellent references on prior similar projects with the
City of Los Angeles as well as the City of Santa Monica, including the Reed Park
Improvement Project and Ozone Park Improvement Project. Based on this criteria and
criteria in SMMC 2.24.073, staff recommends AECOM as the best qualified firm to
provide deputy and material testing inspection services for the Civic Center
Multipurpose Sports Field Project.
Financial Impacts and Budget Actions
Staff seeks authority to award agreements with C.S. Legacy for construction services,
AECOM for material testing and deputy inspection services, and Simpson & Simpson
Management Consulting for construction management services.
