A special meeting of the Santa Monica City Council was called to order by Mayor Winterer at 6:03 p.m., on
Tuesday, December 11, 2018, at City Council Chambers, 1685 Main Street.

CONVENE/PLEDGE
On order of the Mayor, the City Council convened at 6:03 p.m., with all
members present except Councilmember O’Connor. Councilmember
Vazquez led the assemblage in the Pledge of Allegiance.

2.A. Recognition of outgoing Councilmember Pam O'Connor and
her 24-years of service, was presented.
Member of the public Aurelia Friedman, Fernando Morales (Representing
Supervisor, Sheila Kuehl), and Colby Harriman (representing Senator Ben
Allen) spoke in support.

RESULTS
2.B. Resolution No. 11154 (CCS) entitled, “RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF SANTA MONICA ACCEPTING
THE LOS ANGELES COUNTY REGISTRAR RECORDER/ COUNTY
CLERK’S OFFICIAL CANVASS AND OFFICIAL STATEMENT OF
VOTES CAST FOR THE CONSOLIDATED MUNICIPAL ELECTION
HELD ON NOVEMBER 6, 2018, AND DECLARING THE RESULTS
THEREOF,” was presented.
Recommended Action
Staff recommends that the City Council adopt the resolution accepting the
official canvass for the General Municipal Election held on November 6,

Motion by Councilmember Vazquez, seconded by Councilmember O’Day,
to adopt the resolution accepting the official canvass.
The recommended motion was approved by the following vote:
AYES: Councilmembers McKeown, Vazquez, Himmelrich, O’Day,
Mayor Pro Tem Davis, Mayor Winterer
NOES: None
ABSENT: Councilmember O’Connor
ADJOURNMENT OF
CURRENT COUNCIL
On order of the Mayor, the City Council, as presently constituted, was
adjourned and the meeting was turned over to City Clerk Denise Anderson-
Warren.

2.C. Administration of Oath of Office to New Santa Monica College
Board of Trustees Members, was presented.
City Clerk Anderson-Warren administered the oath of office to newly-
elected Community College Board of Trustees Members Nancy Greenstein,
Louise Jaffe, Sion Roy and Barry Snell.

SCHOOL BOARD
2.D. Administration of Oath of Office to New Santa Monica-Malibu
Unified School Board Members, was presented.
City Clerk Anderson-Warren administered the oath of office to newly-
elected Santa Monica-Malibu Unified School Board Member Oscar de la
Torre.
RENT CONTROL BOARD 2.E. Administration of Oath of Office to New Santa Monica Rent
Control Board Members, was presented.
City Clerk Anderson-Warren administered the oath of office to newly-
elected Rent Control Board Members Steve Duron and Naomi Sultan.
CITY COUNCIL 2.F. Administration of Oath of Office to New Santa Monica City
Councilmembers, was presented.
City Clerk Anderson-Warren administered the oath of office to newly-
elected City Councilmembers Sue Himmelrich, Kevin McKeown and Greg
Morena.

2.G. Convening of new City Council, was presented.
Roll Call
Election of Mayor for the ensuing two years
Election of Mayor Pro Tem for the ensuing two years
On order of the City Clerk, with the newly constituted City Council seated,
the Council meeting was convened at 6:48 p.m., with all members present.
City Clerk Denise Anderson-Warren opened the floor for nominations for
Mayor and Mayor Pro Tem for the ensuing two years.
Councilmember O’Day, nominated Councilmember Davis for Mayor
Substitute motion by Councilmember Vazquez, seconded by
Councilmember Himmelrich, to nominate Councilmember Gleam Davis for
the first year as Mayor, with Councilmember McKeown as Mayor Pro Tem
during that first year. Then in the second year, Councilmember McKeown
as Mayor and Councilmember O’Day as the Mayor Pro Tem in the second
year.
The motion fails by the following vote:
AYES: Councilmembers McKeown, Vazquez, Himmelrich
NOES: Councilmembers Davis, Winterer, O’Day, Morena
ABSENT: None
Returning to the main motion.
Councilmember O’Day nominated Councilmember Davis for Mayor
Councilmember Vazquez nominated Councilmember McKeown for Mayor
Councilmember McKeown declined the nomination for 2 years.
Substitute motion by Councilmember Vazquez, seconded by
Councilmember Himmelrich, to nominate Councilmember Davis for the
first year and Councilmember McKeown for the second year as Mayor.
The motion was approved by the following vote:
AYES: Councilmembers Morena. Himmelrich, Vazquez, McKeown
NOES: Councilmembers O’Day, Davis, Winterer
ABSENT: None

Mayor Davis assumed the Chair.

ELECTION OF MAYOR
PRO TEMPORE
The Mayor opened the floor for nominations for the Mayor Pro Tempore
for a two-year term.
Councilmember Morena, nominated Councilmember O’Day for Mayor Pro
Tem for a two-year term.
Substitute motion by Councilmember Vazquez, seconded by
Councilmember Himmelrich, to split the term for Mayor Pro Tem to be
Councilmember McKeown for the first year, and Councilmember O’Day
for the second year.
The motion failed by the following vote:
AYES: Councilmembers McKeown, Vazquez, Himmelrich
NOES: Councilmembers Winterer, O’Day, Morena, Mayor Davis
ABSENT: None
Substitute motion by Councilmember Vazquez, seconded by
Councilmember McKeown, to split the term for Mayor Pro Tem to have
Councilmember Himmelrich for the first year, and Councilmember O’Day
the second year.
The motion fails by the following vote:
AYES: Councilmembers Himmelrich, Vazquez, McKeown
