City Council Report City Council Meeting: May 14, 2019 Agenda Item: 3.H 1 of 5 To: Mayor and City Council From: David Martin, Director, Transportation Planning Subject: Award Request for Proposal for Pico Boulevard/Santa Monica College Pedestrian Improvement Project Recommended Action Staff recommends that the City Council: 1. Award RFP# 211 to KOA Corporation, a California-based company, to provide design services for the Pico Boulevard/Santa Monica College Pedestrian Improvement project; 2. Authorize the City Manager to negotiate and execute an agreement with KOA, in an amount not to exceed $271,000 (including a 15% contingency). Summary City Council has set the goal of Vision Zero (eliminating deaths and serious injuries from traffic collisions) through innovative policies and street redesign to make our streets safer. The Pedestrian Action Plan identifies improvements to Pico Boulevard from 17th Street to Cloverfield Boulevard in the 10-year project list (Attachment A). Segments of Pico Boulevard in this area are also identified as priorities in the Vision Zero Action Plan based on crash analysis. Priority areas are the first to receive more detailed analysis and identification of improvements. This contract would fund design services to enhance pedestrian safety at five intersection locations (17th Street, 19th Street, 21st Street, 22nd Street, and Cloverfield Boulevard) using City-standard design treatments along Pico Boulevard and consider a route for the 17th Street Bikeway near Santa Monica College. Design will seek to shorten pedestrian crossing distance and improve pedestrian visibility. Design services are funded by a combination of grant and local funds. Staff recommends contracting with KOA Corporation for a total amount no t to exceed $271,000 (incudes 15 percent contingency) over a three-year period, with an option to renew for one year. Design work would be completed in the first year with construction anticipated to begin by summer 2021 to meet grant requirements . 2 of 5 Discussion Pico Boulevard between 17th Street and Cloverfield Boulevard is a high priority location for pedestrian safety due to the high walking demand, number of crashes, and community input desiring improved pedestrian conditions. Four of the five intersections in this area are also identified on the City’s Vision Zero High Priority Network (17th Street intersection excluded). There is a need to improve these crossings to ensure greater safety as more people rely on walking to get around Santa Monica. The Project will also explore design options to create a connection from the 17th Street Bikeway around the perimeter of the Santa Monica College campus using Pico Boulevard and 16th Street as conceptualized in the Bike Action Plan (Attachment B). This project is funded by an Active Transportation Program (ATP) grant from Caltrans and local matching funds, which was included in the FY 2015-17 biennial budget at the June 14, 2016 Council meeting (Attachment C). The Pedestrian Action Plan identifies recommended City-standard design treatments in the 10-year project for this area. The designer will be tasked with evaluating feasibility and maintenance requirements and refining the proposed treatments with input from the community. Treatments at each location are anticipated to include striped crosswalks, ADA compliant curb ramps and advanced stop markings. Location-specific treatments are anticipated to include (Attachment D): • Pico Boulevard at 17th Street - Two curb extensions to reduce the crossing distance for pedestrians, and leading pedestrian intervals at signals. • Pico Boulevard at 19th Street - Curb extensions across 19th Street to make pedestrians more visible to cars turning onto 19th from Pico Boulevard. • Pico Boulevard at 21st Street - Curb extensions to make pedestrians more visible to cars turning onto 21st from Pico Boulevard. • Pico Boulevard at 22nd Street - Curb extensions at all corners and a colored, textured pavement at the intersection. 3 of 5 • Pico Boulevard at Cloverfield Boulevard - Curb extensions, curb radius reduction and a leading pedestrian interval. • SMC Connection - Consider design options for a 17th Street Bikeway connection on Pico Boulevard between 17th Street and 16th Street, or other alternative identified by the City, to connect the bikeway around the SMC campus. Following the consultant selection described below, staff recommends KOA Corporation for the completion of the work. Design will commence in June with construction anticipated by summer 2021. Justification for the Award Staff reviewed proposals and qualifications from the four consultant teams. The vendor responses were reviewed by a selection panel from the Mobility and Traffic Divisions and evaluated using the criteria above. Based on these criteria, the selection panel ranked the KOA team as the best qualified to provide final design services based on their knowledge and experience working with Caltrans; expertise of key staff on the 4 of 5 project team; detailed approach to advancing the project on an aggressive grant -funded timeline; and design expertise.
