Subject: Award of Professional Services Contract for Michigan Avenue Greenway and
20th Street Bike and Pedestrian Improvement Project
Recommended Action
Staff recommends that the City Council:
1. Award RFP #194 to JMC2 Civil Engineering + Surveying (JMC2), a California-
based company for Michigan Avenue Greenway & 20th Street Bike and
Pedestrian Improvement Project for the Planning and Community Development
Department.
2. Authorize the City Manager to negotiate and execute an agreement with JMC2,
in an amount not to exceed $360,000 (including a 10% contingency) for five
years.
Summary
The Michigan Avenue Neighborhood Greenway (MANGo) concept plan was approved
by Santa Monica’s City Council in 2014 and laid the framework for the community’s
vision of an inviting Neighborhood Greenway in the Pico neighborhood (see Attachment
A). As planned, MANGo would run along Michigan Avenue with a beach connection on
its west end and split into two paths where it intersects with the 10 Freeway. One route
connects over the 10 Freeway to Bergamot Station, while another continues east and
south to Clover Park.
As part of the MANGo phased implementation efforts, the City was awarded an Active
Transportation Program (ATP) grant in 2016 to design and construct the section
between 19th Street and 21st Street and via the 20th Street overcrossing of the 10
Freeway. Following a competitive Request for Proposals process, staff recommends
JMC2 as the best qualified firm to provide final design services for this section referred
to as the Michigan Avenue Greenway & 20th Street Bike and Pedestrian Improvement
Project (the Project).

The MANGo concept plan identified a missing link for people walking and biking in the
vicinity of the 20th Street overcrossing, and a concept for closing the gap. The Project
implements this section of the community’s vision, with the goal to facilitate connections
and increase safety for people crossing the 10 Freeway in the eastern portions of Santa
Monica. The Project would substantially reduce the bike and walk distances between
the Pico Neighborhood south of the 10 Freeway and the Bergamot Area, encouraging
short trips on foot and longer bike trips that use the Expo bike path. Key elements of
the Project include:
• Creation of a two-way protected bike connection and pedestrian path linking
Michigan Avenue on the north and south sides of the 10 Freeway, located on the
south side between 19th Court and 20th Street, along the eastern side of the
20th Street overcrossing, and along the north side between 20th Street and 21st
Street (this easement was negotiated with the adjacent landowner – Crossroads
School. An additional easement may also be secured through Caltrans to allow
for a widened pathway);
• Using excess space on the 10 Freeway eastbound off-ramp approach at 20th
Street to formalize the existing two-lane configuration;
• Enhanced landscape buffer (e.g., vines on fencing) between new pathway and
freeway;
• Improved fencing along the new pathway including, but not limited to, on the
bridge structure to improve the walking environment and overall attractiveness
and sense of security;
• Bike markings and bike detection at the 20th Street/10 Freeway eastbound off-
ramp intersection, with designs that easily transition people to/from the pathway
crossing;
• New accessible curb ramps at crossings;
• Associated wayfinding signage; and
• Digital speed feedback signage with posted speed limits along 20th Street
northbound in advance of the bikeway crossing.
Design and approval of several of the Project elements will require extensive
coordination with Caltrans to formalize and negotiate right-of-way (R/W); obtain

encroachment permits; receive design and R/W certification; and for potential utility
relocations and decertification of an existing Freeway No Access Line.
The Project is funded through a combination of ATP federal and local matching funds.
Therefore, all project components will need to be designed per the California
Transportation Commission (CTC) ATP guidelines consistent with the approved grant
application. The design is anticipated to take approximately two years with construction
targeted for fall 2021.

Justification to Award
Staff reviewed proposals and qualifications from the two consultant teams. The vendor
responses were reviewed by a selection panel from the Mobility and Traffic Divisions and
evaluated using the criteria above. Based on these criteria, the selection panel interviewed both
consultant teams and then ranked the JMC2 team as the best qualified to provide final design
services based on their knowledge and experience working with Caltrans on complex
encroachment permit and right-of-way issues; expertise of key staff on the project team; detailed
approach to advancing the project on an aggressive grant-funded timeline; and design expertise.
