SR 04-23-2019 3C City Council Report City Council Meeting: April 23, 2019 Agenda Item: 3.C 1 of 2 To: Mayor and City Council From: Edward King, Director, Big Blue Bus, Finance & Administrative Services Subject: Adoption of Big Blue Bus Resolution for State Transit Funds Recommended Action Staff recommends that the City Council adopt the attached resolution authorizing the execution of the Transit and Intercity Rail Capital Program (TIRCP) Master Agreement and Program Supplements for the State-funded project. Summary Big Blue Bus (BBB) is committed to clean energy and has begun the process of converting its fleet to zero-emission battery-electric vehicles. At this time, BBB requests that City Council adopt a resolution authorizing the City Manager to execute a master agreement and supplemental amendments for funds from the California Department of Transportation. An individual resolution is required for BBB to receive funds through the Transit and Intercity Rail Capital Program (TIRCP) for the purchase of ten zero- emission battery electric buses. Discussion In January 2018, the California State Transportation Agency (CalSTA) announced that BBB had been awarded a $3,050,000 grant for the purchase of ten new zero-emissions battery electric buses through the TIRCP. TIRCP funding is provided through Senate Bill 1 (SB 1) which is generated from the proceeds of the State’s Cap and Trade program. The program provides major benefits towards meeting the State’s climate and air quality goals, with a total reduction of more than 32 million tons of greenhouse gas emissions annually. Through investments that support a transition to cleaner technology and providing efficient and reliable service along corridors serving disadvantaged and low-income communities, BBB will move closer to its 100% zero-emissions goal target for 2030. 2 of 2 The new electric buses will enable BBB to complement existing service and continue providing critical first-last mile connectivity to Metro rail stations throughout the Westside of Los Angeles. Approval of this resolution would satisfy the State’s requirement for funds. WHEREAS, pursuant to California Public Resources Code Section 75220, the Legislature has created the Transit and Intercity Rail Capital Program (TIRCP) to fund transformative capital improvements to modernize California’s intercity, commuter, and bus transit systems to reduce emissions of greenhouse gases by reducing congestion and vehicle miles traveled throughout California; and WHEREAS, the California Department of Transportation has awarded a grant to the Santa Monica’s Big Blue Bus in the amount of $3,050,000 for reimbursement of costs for ten (10) zero emission battery electric buses pursuant to TIRCP; and WHEREAS, the City Council seeks to accept the grant in the amount of $3,050,000 from the California Department of Transportation for ten (10) zero emission battery electric buses pursuant to TIRCP. 2 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Santa Monica authorizes the City Manager to negotiate and to execute a master agreement and all related documents with the California State Transportation Agency to accept a grant in the amount of $3,050,000 for ten (10) zero emission battery electric buses pursuant to TIRCP. SECTION 2. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
