SR 03-26-2019 3J City Council Report City Council Meeting: March 26, 2019 Agenda Item: 3.J 1 of 3 To: Mayor and City Council From: Susan Cline, Director, Public Works, Architecture Services Subject: Second Contract Modification with West Valley Investment Group for Parking Structure 5 Tenant Improvement Project Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a second modification to agreement #10417 (CCS) in the amount of $70,000 with West Valley Investment Group, Inc., a California-based company, for additional construction services to complete the Parking Structure 5 Tenant Improvement Project for the Public Works Department. This will result in an amended agreement with a new total amount not to exceed $4,086,715, with future year funding contingent on City Council budget approval. Summary Tenant improvements on the ground floor of Parking Structure 5 are underway to create the new GoSaMo Center, which will provide a centralized location for the public to receive transit and parking services. A second modification to the agreement with W est Valley Investment Group, Inc. in the amount of $70,000 for additional construction services is required to complete the GoSaMo Center facility due to the unforeseen, complex coordination with the existing structure. Scheduled to open on April 15, 2019, this facility will support the City’s goal of enhancing mobility by providing the public with convenient access to transit options. Discussion The GoSaMo Center, formerly known as the Transit and Parking Services (TAPS) facility, is being constructed on the ground floor of Parking Structure 5, located at 1440 4th St., as the City’s new parking and transit services hub. Parking Structure 5 was built in 1969, and the City converted a portion of the ground floor along 4th Street into retail and office space in the 1980s. After the conversion, various tenants made undocumented alterations and additions to the building throughout the years. The 2 of 3 alterations and additions concealed the original structure and building elements. Because the space was occupied during design of the GoSaMo Center facility, the project was designed using the best available information regarding the existing conditions of the building. After the tenants vacated the property, the City discovered that the existing condition of the structure differed substantially from the record drawings (building plans). The City executed a construction contract with West Valley Investment Group, Inc. for this project on January 24, 2017 (Attachment A). Construction began in April 2017. During the demolition phase, the existing building foundation was uncovered and evaluated to determine whether it could accommodate the new floor layout. Based on the findings of Walter P. Moore, the structural engineering consultant, the existing structural footings conflicted with the proposed design and could not be altered. Therefore, the office and customer service areas of the new facility were redesigned to accommodate the existing footings. The mechanical and electrical systems, including lighting, were re-engineered based on the revised plans. West Valley Investment Group, Inc. has worked closely with the City and the project Architect, Studio Jantzen, to facilitate the design changes during construction; however, the complex coordination with the existing structure added time and cost to the construction, necessitating an increase in the amount of the City’s construction services contract with West Valley Investment Group in order to complete the project .
