Subject: Second Modification to Agreement with Innovative Resources Consultant
Group for Staff Development, Team Building and Coaching Services.
Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a second modification to agreement #10421 (CCS) in the amount of $150,000
with Innovative Resources Consultant Group (IRCG) for the continued services of staff
development, team building, employee coaching, and strategic planning. In January
2017, Council approved a two year agreement with IRCG. This second modification will
retain the original agreement term and award additional funds in the amount of
$150,000 resulting in a 2 year agreement with a new total amount not to exceed
$420,000, with future year funding contingent on Council budget approval.
Summary
Innovative Resources Consultant Group (IRCG) has worked with City staff since 1999
to successfully aid City Departments in establishing professional goals for individual
staff and teams. IRCG offers individualized coaching plans for employees, leadership
development and effective meeting facilitation for groups across the City. Mark Carneal
of IRCG has facilitated the last two Council retreats, facilitated department and
leadership team workshops, and worked with many other teams and individual staff to
improve service delivery through better communication and collaboration. The City
renewed its agreement with IRCG in 2017, modified it in 2018, and now recommends a
second modification in the amount of $150,000 for an amount not to exceed $420,000.
Discussion
It remains a priority for the City to develop its workforce and understand the community
it serves. IRCG was initially engaged by individual departments or teams to help with
coaching and leadership development. Over time, IRCG became the de facto vendor

for this work and thus staff recommended establishing a citywide contract with IRCG in
2017 and modified it for additional funds in 2018.
The Human Resources Department is working to expand and diversify the offerings of
corporate coaches and facilitation services. HR staff conducted a Request for Proposal
(RFP) process last December and compiled an expanded portfolio of consultants that
include professional facilitators, coaches, and team consultants whose philosophies
align with and complement the City’s culture. However, work is involved in onboarding
these resources and, therefore, staff requests a second and final modification to the
agreement with IRCG to continue working to develop staff and teams within the City.
City Departments still require the services of employee coaching and leadership
development for the success of their operations. Approval from Council will allow
groups to resolve outstanding personnel issues through processing and payment of
outstanding invoices and conclude development workshops in progress with the vendor.

Financial Impacts and Budget Actions
The second modification to Agreement #10421 (CCS) to be awarded to IRCG is
$150,000 for an amended total amount not to exceed $420,000. The contract amounts
would be charged to various accounts as departments request services. Funds are
available in the FY 2018-19 budget in various departments and would be encumbered
as needed. Future year funding is contingent on Council budget approval.
