A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA APPROVING AND ADOPTING THE CERTIFICATION
OF ELECTION RETURNS FOR PROPOSITIONS W, X, Y AND Z, AND
TWO RENT CONTROL BOARD MEMBERS IN THE CITY OF SANTA MONICA
CONSOLIDATED WITH THE STATEWIDE PRIMARY ELECTION HELD ON JUNE 5, 1984
WHEREAS, Propositions w, X, Y and Z and election of two Rent
Control Board members were submitted to the voters of the Cl ty of
Santa Monica at the regular Statewide Primary Election held Tuesday,
June 5, 1984, and conducted by Los Angeles CountYi and
WHEREAS, the total number of votes cast for and against said
propositions and for members of the Rent Control Board has been cal-
culated and certif1ed to by Charles Weissburd, Registrar-Recorder of
the County of Los Angeles,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
RESOLVES AS FOLLOWS:
SECTION 1. The vote total, as cert1fied to by Charles Weis-
sburd, Registrar-Recorder of the County of Los Angeles, shall be and
1S hereby approved and adopted as the formal vote count of the City
of Santa Monica regard1ng Propos1tions W, X, Y and z, and two Rent
Control Board members.
SECTION 2. The total number of ballots cast in the C1ty of
Santa Monica was 33,415 and in the City and School District, 38,510.
The certifications of votes cast for and against each measure and for
each cand1date are attached as Exhibits A, B, C and D. Exhibit E
reports the number of ballots and votes cast in each precinct in the
city for measures and candldatesi Exh1b1t F reports the number of
ballots and votes cast in each preclnct of the C1ty and School Dis-
trict for one measure.

SECTION 3.The following measures were voted upon:
PROPOSITION "W". Shall SectIon 602 of the City
Charter be amended to increase the monthly
reImbursement for councilmembers from $50 per
month for counci1members and $150 per month for
the Mayor to $300 per month for the Mayor and
councilmembers and to provide that the CIty
Council may increase the $300 by ordinance not
to exceed the amounts paid counci1members under
state laws In general law cities of the same
population as the City of Santa Monica?
Proposition W faIled to be adopted.
PROPOSITION "x". Shall the CIty Charter be
amended to add Article xx entitled "Tenant
OwnershIp Rights" establishing standards and
procedures for Tenant-PartIcipatIng Ownership
of rental units while ensuring full protections
for non-purchasing tenants and establishing a
Tenant-PartIcipating Coversion Tax for low and
moderate income persons and an expenditure au-
thorization increase therefor?
ProposItion X was adopted.
PROPOSITION "Y". Shall City Charter Section
1400 be amended to change the date of the
General Municipal Election from the second
Tuesday In AprIl in each odd numbered year to
the fIrst Tuesday following the first Monday In
November of each even numbered year beginning
in November 1984 and to make corresponding
changes In the terms of elected officers?
PropositIon Y was adopted.
PROPOSITION "Z". Shall Section 905 be added to
the CIty Charter to prOVIde that the date of
the electIon for members of the Board of Educa-
tion of the Santa Monica-Malibu UnIfIed School
District be changed from the second Tuesday in

April of odd numbered years to the first Tues-
day following the first Monday 1n November of
even numbered years beg1nn1ng in November 1984
and to make correspond1ng changes 1n the terms
of elected off1cers only if the date of the
General Munic1pal Election of the City of Santa
Monica 15 so changed?
Proposition Z was adopted.
SECTION 4. The follow1ng person was elected member of the
Rent Control Board for a term endlng April 9, 1985.

SECTION 5. The following person was elected member of the
Rent Control Board for a term ending Apr1l 14, 1987.
EILEEN LIPSON
SECTION 6. The CIty Clerk shall 1mmed1ately make and
delIver to each of such persons so elected a Certificate of Election
slgned by the City Clerk and duly authenticated; that the Clty Clerk
shall also adminIster to each person elected the Oath of Off1ce pre-
scrIbed 1n the Constitution of the State of Californ1a and shall have
them subscribe thereto and file the same in the office of the City
Clerk. Whereupon, each and all of said persons so elected shall be
inducted into the respect1ve off1ce to which they have been elected.
SECTION 7. The Cl ty Clerk shall cert ify to the adoption of
thIS Resolution, and thenceforth and thereafter the same shall be in
full force and effect.
