A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA CREATING PREFERENTIAL PARKING ZONE SS
AND AMENDING RESOLUTION 9344 CCS "PREFERENTIAL PARKING ZONES" BY
REPLACING EXHIBIT A
WHEREAS, the Planning and Community Development Department has received
petitions requesting the amendment of a preferential parking zone; and
WHEREAS, the petitions to be signed by residents living in two-thirds (67%)
of the dwelling units comprising not less than fifty percent (50%) of the developed frontage
of the proposed preferential parking zone to be amended have been verified; and
WHEREAS, the Planning and Community Development Department has
undertaken such studies and surveys deemed necessary to determine whether a
preferential parking zone should be amended in the designated area above; and
WHEREAS, the City Council hereby finds that the proposed area meets the
designation criteria set forth in Municipal Code Section 3.08.040.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. Preferential Parking Zone SS is hereby established. The regulations
for Preferential Parking Zone SS are as follows:

1. Virginia Avenue between Cloverfield Boulevard and 27th Street,
Kansas Avenue between Cloverfield Boulevard and Stewart Street, 27th Street
between Virginia Avenue and Kansas Avenue, Stewart Street between Kansas
Avenue and the Santa Monica Freeway, and Frank Street between Virginia and
the Santa Monica Freeway with the regulation "No parking 6 P.M. to 7 A.M., 2 hour
parking 7 A.M. to 6 P.M., daily, except by permit".
SECTION 2. In all preferential parking zones, vehicles displaying valid residential
parking permits for the proper zone shall be exempt from posted preferential parking
regulations.
SECTION 3. Exhibit A to this Resolution, attached hereto and incorporated herein
by reference, hereby delineates all preferential parking zones established in the City,
including, but not limited to Zone SS.
SECTION 4. If there are any inconsistencies between the provisions adopted in
this Resolution and any adopted prior resolution, the provisions of this Resolution shall
take precedence.
SECTION 5. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.

Preferential Parking - 2000 Block of Stewart Street and Surrounding Area
Community Meeting Comments 3/29/17
• General consensus from the community that street parking is difficult to find in the area,
particularly during the evening period.
• The majority of the attendees were in support of preferential parking regulations.
• Residents expressed the concern that the Whole Foods 365 coming in at the corner of
Cloverfield Boulevard and Pico Boulevard would increase non-resident use of street parking and
make it more difficult for residents to park.
• The Pico Neighborhood Association stated its support for strict preferential parking regulations
that would include overnight parking regulations.
• The representative from the Santa Monica -Malibu Unified School District expressed a
preference for allowing limited time non -permit parking during the day to facilitate pickup and
drop-off at the Edison language Academy and to maintain access to the shared playgrounds at
the school which are open to the community.
• Comment that Cloverfield Boulevard has very high parking occupancy. Cloverfield Boulevard is
already pre -approved for preferential parking regulations by City Council
• Residents from Kansas Avenue expressed an interest in obtaining preferential parking, but were
concerned that the length of the block and amount of residents on the block would make it
difficult to obtain the amount of required signatures needed to initiate installation of
regulations.
• Many of the Kansas Avenue residents wanted all day preferential parking regulations.
• Residents stated that one reason there is limited street parking is that many Santa Monica
College students park in area during the day and then take the bus to college.
• General concern from residents regarding difficulty in getting signatures for preferential parking
regulations. The main issue cited was difficulty in being able to obtain access to the gated
properties, making it burdensome to circulate a petition.
• Residents at the meeting felt many tenants from Pico Lanai would not want to sign based on the
perception that the majority of tenants were students and more likely to be short-term tenants.
• Residents expressed concern it may be difficult to get signatures from the Community
Corporation Building on Virginia Avenue.
• Comment from resident that the Edison Language Academy should have built more parking on
site.
• One resident commented that Virginia Avenue should have no parking on the street from 7AM-
5PM so there would be less vehicles pulling in and out during the school day when students are
entering and leaving the Edison Language Academy.
• Comment that the pre -approved regulations on Cloverfield Boulevard should be changed to
24/7 permit restrictions.
• Community expressed an interested in having preferential parking regulations installed on all
unregulated streets in the area at the same time.
• Residents from Stewart Street commented that customers of the Pico Boulevard commercial
district frequently use their street for parking making it very difficult to find parking on street
after 4-5pm.
