Subject: First Modification of Contract for Inspection Services for the City Services
Building
Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a first modification to agreement #10576 (CCS) in the amount of $200,000 with
United-Heider Inspection Group, a California-based company, for deputy inspection,
material testing, and geotechnical inspection for the City Services Building project. This
will result in a three-year amended agreement with a new total amount not to exceed
$478,480, with future year funding contingent on Council budget approval.
Summary
A contract with United-Heider Inspection Group, a construction inspection firm, was
executed to provide deputy inspection, material testing, and geotechnical inspection
services for the City Services Building. These inspection services are required to ensure
that the building foundation, structural concrete, masonry, steel, welding, and other
related elements are built to building code and meet City standards and specifications.
A modification to the agreement to increase the not-to-exceed amount of the contract
for inspection services by $200,000 is required to cover additional Building and Safety
inspection requirements and unforeseen conditions encountered during construction.
Discussion
Inspection is a necessary part of the construction process for the City Services Building
to ensure that the building foundation, structural concrete, masonry, steel, welding, and
other related elements are constructed to meet or exceed the Building Code and City
standards and specifications. On November 14, 2017, Council approved Professional
Services Agreement #10576 (CCS) with United-Heider Inspection Group to provide

deputy inspection, material testing, and geotechnical inspection services for the City
Services Building project.
When this contract was executed, the project was still in plan check review and had not
yet been approved by the Building and Safety Division. When the plans were approved,
Building and Safety issued the building permit with additional inspection requirements
that were not part of the original contract with United-Heider Inspection Group. In
addition, excavation and grading activity revealed soil that was potentially contaminated
with lead, requiring supplementary testing to ensure it was devoid of any contaminants.
Unexpected subsurface water discovered during the drilling operation for pier
installation also added required continuous inspection during the drilling process,
slowed drilling activity, and increased drilling costs. Staff recommends increasing the
not-to-exceed amount to compensate United-Heider Inspection Group for the required
additional inspection and testing services. The overall project budget is not increased by
these additional inspection and testing requirements.
