SR 02-12-2019 3E City Council Report City Council Meeting: February 12, 2019 Agenda Item: 3.E 1 of 3 To: Mayor and City Council From: Katie Lichtig, Assistant City Manager, City Manager's Office Subject: Reinstatement and award modification to RAND Corporation for production of the third Wellbeing Index Recommended Action Staff recommends that the City Council authorize the City Manager to reinstate, negotiate and execute a Seventh Modification to Agreement #9837 in the amount of $96,000 with RAND Corporation, a California-based company, for the development of the third iteration of the Wellbeing Index. This will result in an extension up through June 30, 2020, with a new total amount not to exceed $1,011,000. Summary Santa Monica’s Wellbeing Index is the City’s means of moving beyond traditional performance measures to gain a deeper understanding of how its residents are doing. The Index identifies equity issues in the City, provides a trend analysis of resident wellbeing, and illuminates the gaps between intention and impact of City policies to help the City better serve its residents going forward. Substantially funded by a $1 million Mayors Challenge award from Bloomberg Philanthropies, the Wellbeing Index is a data driven tool to measure community wellbeing and apply what’s learned to drive priorities, policy development, partnerships and resource allocation. The RAND Corporation (RAND) has been the development partner for the Wellbeing Index since its inception in 2013 under the original agreement which expired on December 31, 2018. Due to RAND’s unique understanding of the Wellbeing Index, staff recommends amending and reinstating the City’s agreement with RAND Corporation to produce the third Wellbeing Index, and to conduct knowledge transfer for production and management of the Index to staff. Discussion 2 of 3 Created in partnership with RAND and guided by an 18-member panel of experts from esteemed institutions such as Harvard University, The Brookings Institute, and the New Economics Foundation, the Index leverages a resident wellbeing survey, data collection and analysis weaving together city administrative data, non-city data, survey data and social media data to produce an extensive set of findings about community wellbeing in Santa Monica. The first iteration of the Local Wellbeing Index was released in 2015, with a second released in 2017. The Wellbeing Framework as well as the Sustainable City Plan were the foundation of the City’s Framework of a Sustainable City of Wellbeing which was adopted in June 2017 and refined in June 2018 . The City’s Framework is a way to define, measure and make data-driven decisions about the most important outcomes that lead to a sustainable city of wellbeing. The data and analysis that is part of the development of Wellbeing Index is a critical element of the city’s performance management system. The original agreement with RAND for initial development of the Wellbeing Index is complete and the contract term expired on December 31, 2018.As co-creators of the Wellbeing Index, RAND has the track record, expertise and institutional knowledge to efficiently reproduce the Index at a lower cost than another organization. In addition to its longstanding investment in Santa Monica, RAND has become a nationally and internationally-recognized leader in the field of community wellbeing, measurement and application. RAND has worked closely with City staff to guide other cities in replication and adaptation of the wellbeing framework, resident survey and overall Index. Additionally, the production of the third iteration of the Wellbeing Index will include training of City staff to perform some of the analysis required to repeat the Wellbeing Index going forward. This will ensure that the full methodology is understood by City staff, limit the need to outsource work and continue to lower costs.
