SR 01-22-2019 3A City Council Report City Council Meeting: January 22, 2019 Agenda Item: 3.A 1 of 4 To: Mayor and City Council From: Susan Cline, Director, Public Works, Civil Engineering Subject: Award Bid No. SP2490 for Storm Drain and Drainage Improvement Project Recommended Action Staff recommends that the City Council: 1. Award Bid #SP2490 to Palp Inc., dba Excel Paving Company, a California-based company, to provide construction services for the Street and Storm Drain & Drainage Improvement Project; 2. Authorize the City Manager to negotiate and execute a contract with Excel Paving Company in an amount not to exceed $863,263 (including a $78,479 contingency); 3. Authorize the Director of Public Works to issue any necessary change orders to complete additional work within budget authority. 4. Authorize budget changes as outlined in the Financial Impacts & Budget Actions section of this report. Summary The City of Santa Monica is responsible for ensuring there is no flooding in the public right-of-way and for capturing rain water and other urban runoff to protect the water quality of the Santa Monica Bay. During rain events, existing infrastructure problems— including insufficient street gutter slopes and deficient drainage systems—prevent water collection and proper drainage at certain locations in the City, creating problems for motorists and nearby residents. The primary purpose of the Street and Storm Drain & Drainage Improvement Project (Project) is to correct the drainage problems at eight high-priority locations. Staff recommends that Excel Paving Company, a California- based company, construct the Project for the City. Discussion The City owns 161 miles of roadway, which, along with the adjacent parkways, drains into the City’s storm drain system. Aging infrastructure, spot repairs (to roadways, curbs and gutters), and utility trenches can all alter roadway drainage, causing localized ponding 2 of 4 and flooding. Periodically, the City receives complaints from residents or businesses about flooding issues in the streets and alleys. The Water Resources Division maintains a log of all the complaints, which also includes their own observations of the areas reported to have poor drainage. The Water Resources Division coordinates with the Civil Engineering Division to initiate appropriate repairs when warranted at high-priority locations. High-priority locations are defined as areas where ponded water spills out of the gutter and into the vehicle travel lane during a rain event, and include the following locations:  Intersection of 2nd Street and Arizona Avenue – Intersection pavement improvement and cross gutter modification to improve the roadway cross-slope and drainage  Michigan Avenue near 12th Court – Street gutter drainage improvements and installation of a bioretention/infiltration feature  Intersection of Pico Boulevard and 29th Street – Cross gutter modification and street gutter drainage improvements  Intersection of Pico Boulevard and 31st Street – Cross gutter modification and street gutter drainage improvements  Pier Place from 18th Street to 21st Street – New storm drain construction  Intersection of San Vicente Boulevard and 7th Street – Street gutter drainage improvements and installation of a box culvert  7th Street near Montana Avenue – Street gutter drainage improvements and catch basin modification  Montana Avenue and 25th Street – Street gutter drainage improvements and storm drain upgrades Vendor Selection Bid Data Bid Posting Date Bid Posted on Bid advertised in (City Charter & Municipal Code) # of Vendors Downloaded # of Submittals Received Date Publicly Opened 11/16/2018 City’s Online Bidding Site Santa Monica Daily Press 50 2 12/4/2018 Submittals Received 3 of 4 Best Bidder Justification Bids were evaluated based on the criteria in SMMC 2.24.072, including price, previous experience, ability to deliver a quality work product and compliance with City specifications. Excel Paving has completed numerous similar projects for the Cities of Los Angeles, Glendale, Burbank, Laguna Beach, San Clemente and Santa Monica (Ocean Park Complete Green Street). Staff contacted the reference cities, and respondents reported satisfaction with Excel Paving’s performance. City staff plan to provide the construction management and inspection services for the project and will distribute notifications about the scope of the project, potential impacts, and the schedule, with additional periodic updates, to affected property owners and businesses within the project limits. Financial Impacts and Budget Actions Staff seek authority to award a contract to Palp, Inc. dba Excel Paving Company, to provide construction services for the Street and Storm Drain & Drainage Improvement Project. The Clean Beaches and Ocean Parcel Tax Fund (Fund) funds this Project.
