Award Bid # 4374 to Integrated Media Technologies, Inc, a California-based company for the purchase of a video storage system for the Police Department’s closed-circuit television (CCTV) system. 2. Authorize the Procurement Manager to issue a purchase order with Integrated Media Technologies, Inc. for a video storage system, which includes three years maintenance, for the Police Department CCTV system in the amount not to exceed $550,750. 3. Authorize budget changes as outlines in the Financial Impacts & Budget Actions section of this report. Summary Staff seeks authority for the Procurement Manager to issue a purchase order for a video storage system for the Police Department’s closed-circuit television (CCTV) system. Council has previously accepted $389,580 in grant funds from the U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency’s (FEMA) Urban Area Security Initiative (UASI) grant to support the purchase of an upgraded security camera system for the Police Department. Specifically, this project would provide a video storage system for the Police Department’s CCTV system, replacing a system that was installed more than 10 years ago with newer technology. The upgraded system would serve as a key tool to increase safety in Santa Monica by providing the information necessary not only to prevent or respond to terrorist threats and incidents at iconic Santa Monica destinations such as Third Street Promenade or the Pier, but also as a resource to aid the Police Department in investigating commonly occurring crimes and to better manage responses to large-scale events or gatherings. This project aligns 2 of 4 with the Safety Outcome Area in the City’s Framework for a Sustainable City of Wellbeing, which aims to create a safe city for everyone. Discussion In 2006 the Police Department installed approximately 125 cameras along Third Street Promenade and on the Santa Monica Pier as part of an effort to address security deficiencies identified by the Department of Homeland Security. The system expanded over the course of time to include nearly 600 cameras with plans to continue expansion. The system ultimately became the City’s enterprise CCTV system, supporting security cameras at many City facilities and offices, and traffic cameras at major intersections throughout the city. To support the CCTV system, the Police Department requires a cost-effective, reliable and robust long-term video storage solution that can scale up on-demand and non- disruptively to avoid system outages or failures and potential loss of video. The current storage system utilizes technology that will no longer be supported by the manufacturer beginning in 2019. The updated storage system must have the ability to automatically transfer archived video based on rules established and controlled by the City to best meet our data needs. The proposed replacement system would utilize a hybrid architecture whereby locally installed server/storage equipment will store recorded video and retain it for approximately 30 days, then automatically and securely archive the video to the Police Department’s cloud storage provider for long-term, low-cost storage. This will free up capacity on the local storage server and equipment, and reduce total cost of ownership by leveraging low-cost, reliable and secure cloud storage for archival purposes. Based upon City policy, the Police Department retains all in-car camera and body worn camera video for a period of three years. The Police Department cloud storage will be through a “Gov Cloud”. The Gov Cloud meets all federal government security requirements, and the supporting data centers are located in the US. Staff Report Body Executive Summary In 2016, $749,289 was awarded to the City of Santa Monica Police and Fire Departments as a part of the U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency's (FEMA) Urban Area Security Initiative (UASI) grant. Staff recommends that Council authorize acceptance the 2016 UASI grant funds and execution of a subrecipient agreement with the City of Los Angeles for a performance period of September 1, 2016 to May 31, 2019. The City of Los Angeles administers the UASI grant on behalf of the Los Angeles-Long Beach Urban Area, which includes Santa Monica. The grant will fund several Police and Fire projects. Santa Monica Police and Fire requested funds to purchase equipment and training that support the core public safety missions of Santa Monica, as well as support regional homeland security goals. The following are the four major regional homeland security focus areas of the UASI grant program, known as Investment Justifications (IJ): 1. Strengthen interoperable and communications capabilities; 2. Strengthen information sharing, collaboration capabilities, and law enforcement investigations; 3. Protection of critical infrastructure and key resources; 4. Catastrophic incident planning response and recovery. Specifically, the Police Department was awarded funding in the amount of $31,920 for a bomb detection canine and related training and $389,580 to upgrade the security camera system on the Third Street Promenade. These projects support the Police Department’s mission to safeguard the community by City of Santa Monica California Staff Report 2440 bolstering protection of critical infrastructure in Santa Monica. Regionally, both projects will support implementation of IJ 3, protection of critical infrastructure and key resources. The Fire Department was awarded funding totaling $327,789. The Fire Department would use the funds in the amount of $46,140 for Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) Training and Equipment, $91,709 for Tactical Emergency Medical Services (TEMS) Training and Equipment, $12,000 for regional mobile exercises (MOBEX), $116,580 for Hazardous Materials Training and Equipment, $36,360 for Urban Search and Rescue Training and Equipment, and $25,000 for consumables (lumber, drill bits, chisel bits, blades, rotary saw blades, anchors, nails and bolts) for the regional satellite training site. These projects will support implementation of IJ 3 and IJ 4. Background The UASI program focus is on enhancing regional preparedness and capabilities in major metropolitan areas. The UASI 2016 program will fund projects in 29 high-threat, high density areas selected by DHS. The UASI grant program was created to support large, "core" cities and those other cities with contiguous borders to the core city. The City of Los Angeles is the Los Angeles region's core city for the UASI grant and allocates funds to the City of Santa Monica. A regional working group and approval authority, made up of UASI stakeholders from throughout the Los Angeles-Long Beach Urban Area, are the governance bodies that determine which regional projects to submit to DHS for grant funding. The UASI program directly supports the national priority of expanding regional collaboration within the National Preparedness Goal, which defines what it means for the whole community to be prepared for all types of disasters and emergencies. The UASI grant is intended to assist participating jurisdictions in developing integrated regional systems for prevention, protection, response, and recovery from natural or man-made disasters. The UASI grant program is 100% federally funded from the Department of Homeland Security and managed through the State of California's Office of Emergency Services. The City of Santa Monica has received over $7.5 million in UASI funding since 2003. These funds have been used to purchase necessary interoperable communication and infrastructure equipment, supplies, and training in direct support of overall regional goals to promote effective information gathering, sharing, and response to threats and/or acts of terrorism. Discussion Procurement for projects funded by the UASI grant will follow Santa Monica’s policies regarding competitive procurement processes. Police Department Projects The Police Department would use $31,920 of UASI 2016 grant funding to purchase a bomb detection canine and related training and $389,580 to upgrade the security camera system at Third Street Promenade. Today’s climate of heightened probability of terrorist activity of both domestic and foreign origin, coupled with Santa Monica’s international appeal as a destination city and our numerous large- scale events, highlights the necessity of acquiring these additional mitigation resources which would help meet the Police Department’s mission to safeguard the community. The canine project would be primarily funded by the UASI grant with the exception of the construction of the kennel at the officer ’s place of residence and the officer ’s uniform (the uniform for a canine officer is different from the standard patrol uniform). These are not allowable expenses under the UASI grant. The cost of those two items is estimated at $7,500 and will be absorbed by the Police Department’s existing operating budget. The bomb detection canine would be a highly trained detection dog assigned to a law enforcement handler. Current officers will have the opportunity to apply, through a standardized selection process, for the canine handler position. The team would conduct searches of buildings, parking structures, office areas, vehicles, and suspicious packages for various explosive materials near not only critical City infrastructure such as City Hall, 3rd Street Promenade, the Pier, the airport, and water and communication hubs, but also during high-profile events including LA Marathon, GLOW, concerts at the Pier, dignitary visits, and large-scale gatherings associated with Hollywood award events throughout the year. This project will enhance the Santa Monica Police Department's current canine program, which consists of three canine teams, by expanding its detection and response capabilities with the addition of one explosive detection team comprised of one officer and one canine. The canine and related training will be funded by the grant. Maintaining explosive detection capabilities at critical infrastructure has been an ongoing UASI project for the region's law enforcement throughout the life of the UASI program. The City’s new Expo infrastructure, as well as all the aforementioned locations, would benefit from an explosive detection team not only during particular events, but also year-round as the canine team would perform random sweeps. Federal security experts have determined that such sweeps have been proven to be a highly visible deterrent to prevent terrorist activity. The canine would be expected to impact security in Santa Monica for the next 7 -10 years. The Police Department would use $389,580 to upgrade the Third Street security camera system. Ongoing maintenance costs related to the system will be absorbed within the Police Department’s operating budget. The funding would replace a system installed more than 10 years ago with newer technology. On a daily basis, the Third Street Promenade is one of the busiest pedestrian-focused areas in the region. It is an extremely popular destination to visitors from all over the world. The upgraded camera system would serve as a key tool to protect this internationally known and vital asset. The information gathered by the security cameras could provide the information necessary to prevent or respond to a terrorist incident on Third Street in Santa Monica; the system would also enhance terrorist prevention capabilities in Santa Monica. The updated camera system would also be Draft available to aid the Police Department in investigating more commonly occurring crimes and to better manage resources responding to large-scale events or gatherings Fire Department Projects The Fire Department would use $120,423 in funds to purchase chemical detection field kits, field monitoring devices, and hazardous material response suits for the Hazardous Materials team (HazMat). Rescue equipment for the Urban Search and Rescue (USAR) team in the amount of $20,451 would be used to purchase small hand tools, wildland helmets, team gear bags, and portable generators. The useful life for most of this equipment ranges from three to eight years. Funds would also be used to purchase training consumables (lumber, drill bits, chisel bits, blades, rotary saw blades, anchors, nails and bolts) for regional trainings hosted at the Santa Monica training facility. An additional $12,000 would be used by the USAR or HazMat team to participate in a regional mobile response exercise with other jurisdictions’ response teams. The Fire Department would also use funds for specialized training for both the USAR and HazMat team members. Staff Report Body Executive Summary The Police Department utilizes Closed Circuit Television (CCTV) cameras installed at various public locations throughout the City to enhance security traffic monitoring. Cameras installed along the Third Street Promenade and Santa Monica Pier have reached the end of their useful life over the last 10 years and are in need of replacement. During the next five years, the Police Department anticipates replacing other cameras throughout the City as well as expanding the CCTV footprint. Staff recommends an agreement with Convergint Technologies LLC for a total amount not to exceed $1,500,000 over a five-year period for installation of CCTV equipment, and a separate agreement with Convergint Technologies LLC for a total amount not to exceed $500,000 over a five-year period for maintenance and periodic cleaning of CCTV equipment. Discussion City of Santa Monica California Staff Report 3099 In 2006 the Police Department installed approximately 125 cameras along Third Street Promenade and on the Santa Monica Pier as part of an effort to address security deficiencies identified by the Department of Homeland Security. The system expanded over the course of time and ultimately became the City’s enterprise CCTV system, supporting security cameras at many City facilities and offices, and traffic cameras at major intersections throughout the city. Many of the cameras that were initially installed along Third Street Promenade and the Pier have become inoperable and need replacement. The recorded video captured by the cameras has often been used for evidence in criminal investigations and prosecutions ranging from misdemeanors to serious felonies. The recorded video is often used in court as evidence. The cameras also become a critically important tool during special events such as, but not limited to, the LA Marathon and Twilight Concert Series by providing live video to assess crowd levels, general activity and monitor incidents. This video enables the Police Department to immediately adjust deployment during the events. The original cameras are all analog technology and support only lower resolution video. The cameras have fallen in disrepair over the years as both the actual cameras and infrastructure equipment is no longer supported by the manufacturers. The new proposed design is for all digital cameras with high resolution capability, and all of the cameras are compatible with the City’s existing enterprise CCTV back-end system. The change in technology to a digital solution enables greater coverage with less equipment and cameras thereby reducing the physical footprint. For example, the original 68 cameras along Third Street Promenade and the adjacent alleys would be replaced with 28 physical cameras that combined have 118 actual camera views. The original 57 cameras on the Santa Monica Pier would be replaced with 43 physical cameras that combined have 91 actual camera views. Vendor/Consultant Selection On December 1, 2017, the City issued a Request for Proposal to furnish and install a replacement CCTV solution for Third Street Promenade and the Santa Monica Pier, maintenance of the cameras, as well as future CCTV installation needs during the next five years. The RFP was posted on the City’s on-line bidding site, and notices were advertised in the Santa Monica Daily Press in accordance with City Charter and Municipal Code provisions. 96 vendors downloaded the RFP. Three firms responded. Responses to the RFP were reviewed by a selection panel of staff from the Police Department and Information Services Department. Sierra Group Convergint Technologies, LLC Birdi and Associates, Inc. Draft Evaluation was based on the following selection criteria: costs, previous experience, ability to deliver, quality of work and compliance with City technical specifications. Based on this criteria and criteria in SMMC 2.24.072, staff recommends Convergint Technologies, LLC as the best qualified firm to provide CCTV equipment, installation and maintenance based on firm’s expertise and experience with similar CCTV systems. Financial Impacts and Budget Actions The agreement for installation to be awarded to Convergint Technologies, LLC is for an amount not to exceed $1,500,000. Funds for the initial work planned for Third Street Promenade and Santa Monica Pier in the amount of $500,000 are available in the FY 2017-18 Capital Improvement Program budget account C019156.589000/ C0106590.689000. Future work performed under this agreement will be included in subsequent year budgets, contingent on Council budget approval. The agreement for maintenance to be awarded to Convergint Technologies, LLC is for an amount not to exceed $500,000. Funds of $100,000 are available in the FY 2018-19 budget in the Police Department. I graduated in 2006 and went up north. I noticed the influx of crazy drivers and traffic when I came back over the winter and summer breaks. This was around the time they tore the roof off the mall. I second this. Although, what is the cost on privacy ? It seems this CCTV system has grown outside the bounds of iconic locations and is on more and more street lights and public right of ways. Further discussion of privacy concerns would be appropriate. Yes, they must be of the same recording formats. That will be a nightmare in the edit bay. I like the hybrid storage platform. Although just make sure that the company hired for cloud storage is squeaky. Unauthorized access, data loss, etc. They'd be the link in the chain that could leak. It would almost be smarter if we had our own server to transfer to, at least in terms of security. I'm not sure how much more it would cost us to run, though.
