Subject: Award Contract for Wilshire Boulevard Corridor Safety Enhancement Study
Recommended Action
Staff recommends that the City Council:
1. Award RFP #193 to Toole Design Group to provide consulting services for the
Wilshire Boulevard Corridor Safety Enhancement Study.
2. Authorize the City Manager to negotiate and execute an agreement with
Toole Design Group, in an amount not to exceed $510,000 for two years.
Summary
The Mobility Division was awarded a grant on September 14, 2017 by the California
Department of Transportation (“Caltrans”), through its Sustainable Communities
Transportation Planning Grant Program (Attachment A), for the Wilshire Boulevard
Corridor Safety Enhancement Study. The Project will evaluate safety conditions
along a major transit and commercial corridor and identify targeted safety
countermeasures. This Project is aligned with the mobility strategic goal and
advances the City’s Vision Zero efforts to eliminate severe and fatal injury crashes by
2026 as adopted by the Council in the 2016 Pedestrian Action Plan. Following a
competitive Request for Proposals process, staff recommends Toole Design Group
as the best qualified firm to provide these services.
Discussion
Wilshire Boulevard is a local and regionally significant transit, housing, and
commercial boulevard. It serves a local commercial function for people living in
adjacent neighborhoods and safe crossing is crucial for people walking to jobs,
stores and restaurants. It is also a major transit corridor for Metro Rapid and Local
bus services, as well as Big Blue Bus service, and will grow in importance with the
construction of the Metro Purple Line to the VA Hospital. Over the last ten years,

there have been six fatal and 29 severe injury crashes on Wilshire Boulevard in
Santa Monica - primarily people walking and riding bicycles. Improving safety for
active transportation along this important transit corridor is a necessary step towards
advancing the City’s Vision Zero goal to eliminate severe and fatal injury crashes by
2026 as adopted by Council. Increasing safe and comfortable mobility options,
including walking and biking, is a strategic priority of the Council as it supports our
Sustainable City goal to reduce greenhouse gas (GHG) emissions, and increase
Community Wellbeing through access to parks, jobs, and services.
The selected Consultant would be tasked with identifying targeted safety
countermeasures through a detailed, data-driven assessment of crash data, input
from first responders, bus operators, and a robust community outreach process while
also building upon the goals and recommendations from prior planning efforts. The
outcome of the study would be the identification, and preliminary design, of cost
effective safety measures that can be implemented by the City in the short- and long-
term, with a plan for implementation and funding. Staff anticipates that all work on
the project would be completed prior to the February 28, 2020 funding deadline.

Justification to Award
Staff reviewed proposals and associated qualifications from 6 vendors. The vendor
responses were reviewed by a selection panel from the Mobility and Traffic Divisions
and evaluated using the criteria above. Based on these criteria, the selection panel
interviewed the three highest rated firms and then ranked Toole Design Group as the
best qualified firm to provide consulting services based on their experience using
innovative methods to conduct safety assessments, thoughtful approach, similar
experience working on corridor projects, collaborative outreach process, and design
expertise.

To City Council and Staff: Regarding Consent Calendar for January 8,2019 Item C
This is a half million-dollar grant to study road safety on Wilshire Corridor going to a bike
design group. No input to any other group using Wilshire Blvd is considered. Residents
with cars, seniors who walk, businesses large or small, bars and restaurant, SM/UCLA
Medical Center or Neighborhood Organizations were ignored by staff in this proposal. We
have many concerns regarding Wilshire Corridor and the safety of our public. The choice
of a bike design group like Spoke and Toole Designs ignores the safety of all tax payers.
Wilshire Blvd is a transit hub so a poor choice for a bike focused street. It lacks space for
a safe bike lane. The idea that all streets in the city should cover every possible mode of
transport is problematic on its face. The few traffic lights on north/south streets make safe
crossing of Wilshire risky as evidenced by the increasing number of pedestrian accidents.
The multiple auto, traffic, parking, meters (placement, cost and timing), jaywalking, poorly
light intersections, large plants in the center mediums, distracted drivers, emergency Fire
trucks and ambulances, buses, small bus stops, scooters, double parking delivery vans,
blocked views from alleys, blocked sidewalks by construction crews are the main issues
on Wilshire.
All of our residents, whatever mode of transportation they need and prefer, demand a
strong voice for their safety.
Please reconsider awarding an important safety contract to such a single focus group. All
grants of this size must have a resident member of the public on the selection committee. We
bring a view point that is very different from the inside view of City Hall. We actually live here
24/7 and know the unique problems of our streets.

Safety Enhancement Study
Mayor Davis and City Council Members,

of mobility safety on a major boulevard I expect that all aspects would be considered and
obviously cars being a major element of it. We have developed a Pedestrian Plan, a Bike
Plan and an Electric Vehicle Plan but we do not have a Car Plan. We know from shared
ride companies and evolution of autonomous cars that cars will be in the future of the City
but we continue to not address this issue with a Car Plan. It is clear that the allocation of
City monies is driven by these plans and without a Car Plan providing a framework, the
issue and opportunities of this mode of transportation is not being fully addressed. We are
not addressing car modality issue and the options of multi-modal interaction and the reality
that cars will be part of our future.
