SR 01-08-2019 3A City Council Report City Council Meeting: January 8, 2019 Agenda Item: 3.A 1 of 3 To: Mayor and City Council From: Susan Cline, Director, Public Works, Architecture Services Subject: Award Construction Contract for the Big Blue Bus Facilities Upgrades and Renovations Project Recommended Action Staff recommends that the City Council: 1. Award Bid # SP2501 to Thomco Construction, Inc., a California-based company, for the construction of the Big Blue Bus Facilities Upgrades and Renovations Project. 2. Authorize the City Manager to negotiate and execute an agreement with Thomco Construction, Inc. in an amount not to exceed $1,752,320 (includes a 30% contingency). 3. Authorize the Director of Public Works to issue any necessary change orders to complete additional work within contract authority. Summary The Big Blue Bus Transit Maintenance Facility at 6th and Colorado is the nerve center for transit operations that serve nearly 14 million passengers a year. The existing garage and building exterior of the Big Blue Bus Administration Building have numerous deficiencies that have resulted in water intrusion and deterioration of building materials. Staff recommends awarding a contract for up to $1,752, 320 with Thomco Construction, Inc. to repair the garage and building exterior. This work would repair cracks and deteriorated building materials, eliminate water intrusion, extend the useful life of the building, and support operations of the Big Blue Bus system. Discussion The Administration Building and garage at the Big Blue Bus Transit-Maintenance Facility, which was built in 1982, have undergone a Tier 1 Seismic analysis and an exterior finish analysis. A report, “An Evaluation of Water Intrusion and Existing Building Envelope Conditions at the Big Blue Bus Administration Building,” was 2 of 3 completed in 2011. The analysis and report identified numerous deficiencies of the building exterior caused by water intrusion and the deterioration of building materials. As a result, critical roof repairs were prioritized and completed in 2013. The Big Blue Bus recognizes the need to repair the remaining cracked and spalling concrete in the parking garage and make improvements to the building exterior including refinishing the paint at the exterior façade. Staff recommends awarding a contract with Thomco Construction, Inc. to provide facilities upgrades and renovations at the Big Blue Bus Administration Building and garage. It should be noted that as part of the Tier 1 Seismic analysis report, a Tier 2 Seismic analysis was recommended to determine the magnitude of structural renovation the Administration Building will need to meet current code. This work is being completed under a separate project. Thomco Construction, Inc. has broad experience in similar projects with the City of Irvine, Southern California Gas Company and the City of Perris Development Agency. All references provided high reviews of the work completed on past projects. In addition, Walter P. Moore, the design consultant, has indicated Thomco’s bid proposal includes all the project requirements. Based on the criteria above, Thomco Construction, Inc. is recommended as the best and lowest bidder. Financial Impacts and Budget Actions Staff seeks authority to award a contract with Thomco Construction, Inc. to provide construction services for the Big Blue Bus Administration Facility Upgrades and Renovations Project. Due to the time that has elapsed since the exterior evaluation of the existing building envelope, staff recommends a 30% contingency to accommodate continued building material deterioration.
