SR 12-18-2018 3J City Council Report City Council Meeting: December 18, 2018 Agenda Item: 3.J 1 of 4 To: Mayor and City Council From: Susan Cline, Director, Public Works, Civil Engineering Subject: Award Professional Services Agreement to Willdan Engineering for the Electric Vehicle Action Plan Design Recommended Action Staff recommends that the City Council: 1. Award RFP #SP2572 to Willdan Engineering, a California-based company, to provide design services, develop construction documents, and provide engineering support during the construction of the Electric Vehicle Action Plan design for the Public Works Department; 2. Authorize the City Manager to negotiate and execute a professional services agreement with Willdan Engineering in an amount not to exceed $409,912 (including a 10% contingency). Summary The Electric Vehicle Action Plan (EVAP), adopted by Council on November 14, 2017, aims to support electric vehicle (EV) adoption by increasing public charging infrastructure, with a goal of 300 public charging ports citywide by 2020 (Attachment A). Implementation of the EVAP supports the City’s efforts to reduce pollution and greenhouse gas emissions from the transportation sector and is crucial to reaching carbon neutrality by 2050 or sooner. Public chargers would provide convenient charging access to residents of multi-family buildings who do not have access to charging stations at home. Staff recommends awarding a professional services agreement in the amount of $409,912 (including a 10% contingency) to Willdan Engineering to design the expansion of the City’s EV infrastructure. Willdan would design the installation of individual EV chargers, including all features necessary to supply power to each location. 2 of 4 Discussion The City’s EVAP calls for the installation of 300 charging ports citywide; 128 ports have been installed or are scheduled to be installed within the next year. Expanding the existing EV infrastructure to include the remaining 172 ports is critical to fulfilling the goal of the City’s EVAP. The first step in the infrastructure expansion would include the preparation of design plans and construction bidding documents. The design work would include performance of topographic surveys; utility coordination including coordinating with Southern California Edison for new meters and transformers; preparation of drawings showing new conduits and charging locations including electrical calculations; preparation of temporary traffic control plans; cost estimates; bidding and construction phase support; and the completion of as-built record drawings at the conclusion of construction. Kiewit Engineering Group, Inc. 3 of 4 D’Alfonso Electric Willdan Engineering Justification to Award Staff from the Engineering Division and the Office of Sustainability and the evaluated proposals based on the vendors’ experience with similar types of work, proposed project work plan and approach, resumes of the proposed team members, references, and the proposed cost. Willdan was ranked the highest due to their experience designing EV charger infrastructure for multiple agencies, including previous EV charger infrastructure design for the City. Based on these criteria, Willdan Engineering is recommended as the best qualified person or firm to be awarded a design contract. Financial Impacts and Budget Actions Staff seeks authority to award a professional services agreement with Willdan Engineering to provide design and construction engineering services for the EV Action Plan implementation. A total of $2,133,200 was set aside in the FY 2018-20 Capital Improvement Program to fund the design and construction of the remaining 172 ports of which $409,912 will cover the design.
