Subject: First Modification to Professional Services Agreement with Community
Partners for Community Sustainability Programs
Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a first modification to agreement #10280(CCS) in the amount of $20,000 with
Community Partners, a California-based non-profit, to complete the scope of services
for the California Green Business Network grant for the Public Works Department. This
would result in a new total amount not to exceed $1,270,000 over a five -year period.
Summary
Since 2007, the Santa Monica Green Business Certification Program has recognized
businesses that voluntarily adopt sustainable business practices into their operations.
Sustainable Works currently manages the outreach, education, and acquisition of new
businesses for the program. Community Partners is the fiscal sponsor for Sustainable
Works. Staff recommends allocating $20,000 in state grant funds to the agreement with
Community Partners to increase the certification program’s scope of services and
budget to meet the requirements set forth in the grant agreement. The additional
funding will be used to develop a local online portal to support the green business
network, provide training for contracted staff to certify businesses through the online
portal, and provide impact-based sustainability metrics from participating businesses.
This would result in a new total amount not to exceed $1,270,000 over a five -year
period.
Discussion
For over 20 years, the City has provided programs to the community that facilitate
adoption of sustainable practices for residents, students, and businesses. One of these

programs is the Santa Monica Green Business Certification Program (Program). This
Program recognizes businesses that voluntarily adopt sustainable business practices
into their operations such as energy efficiency, reductions in greenhouse gas emissions,
water conservation, and waste reduction. The Program was introduced in 2007 and has
certified approximately 170 businesses.
In November 2015, the City published a Request for Proposals (RFP) #63 inviting
individuals and consulting firms to propose their services on City sustainable programs,
including the Green Business Certification Program. Sustainable Works, with
Community Partners as the fiscal sponsor, was deemed the most qualified firm. In April
2016, Council authorized the negotiation of an agreement with Community Partners for
a total amount not to exceed $250,000 for one year, with four additional one-year
renewal options, for a total amount not to exceed amount $1,250,000.
In 2017, state funding was established for the first time to allow participating
jurisdictions to continue expanding their programs. As a participating jurisdiction, the
City was granted $20,000, and Council authorized the City to accept these funds in May
2018. A first modification with Community Partners in the amount of $20,000 in grant
funding would allow an increase in the scope of services and budget to meet the
requirements in the California Green Business Network Program grant agreement.
