SR 11-13-2018 3A City Council Report City Council Meeting: November 13, 2018 Agenda Item: 3.A 1 of 3 To: Mayor and City Council From: Karen Ginsberg, Director, Community & Cultural Services Subject: Resolution Approving Grant from State Coastal Conservancy for Installation of Coastal Trail Marker Recommended Action Staff recommends that the City Council: 1. Adopt the attached resolution approving grant funds in the amount of $10,000 from the State Coastal Conservancy for the installation of a Coastal Trail Marker along the Santa Monica Beach Trail. 2. Authorize the City Manager to execute all necessary documents to accept the grant. 3. Authorize budget changes as outlined in the Financial Impacts & Budget Actions section of this report. Summary The Santa Monica Beach Trail is part of the California Coastal Trail (CCT), which stretches along the coast from Oregon to Mexico. The State Coastal Conservancy administers a grant program to fund the installation of Major Mile Markers in key locations along the trail. Staff recommends acceptance of the $10,000 grant to fund the fabrication and installation of the trail marker in Santa Monica as part of the North Beach Trail Improvement Project. Discussion The Coastal Conservancy is a state agency, established in 1976, to protect and improve natural lands and waterways, to help people get to and enjoy the outdoo rs, and to sustain local economies along California’s coast. The Conservancy is a non -regulatory agency that supports projects to protect coastal resources and increase opportunities for the public to enjoy the coast. One goal of the Conservancy’s Strategic Plan for 2018-2022 is to develop the California Coastal Trail as a major recreational amenity, tourist attraction, and alternative transportation system. As part of this goal, the Conservancy is offering grants for the 2 of 3 installation of Major Mile Markers along the CCT. The markers are intended to be sited at major destination points along the trail, such as Santa Monica, and to generate enthusiasm for the CCT. This grant opportunity fits well with the timing of the construction of the North Beach Trail Improvement Project, which is expected to be under construction in spring 2019. The project includes the addition of a separate pedestrian path, adjacent to the bike path, from Bay Street to the north city limits, the renovation of Ocean Front Walk north of the Pier, and circulation improvements around and in the 1550 Beach Parking lot. Staff has worked with the project design team to identify a visible central location for the marker. Attachment A shows the location, just north of the Pier, along the new pedestrian pathway, and a sample of the marker. Markers have already been installed in Laguna Beach and Oceanside, with additional grants planned for Imperial Beach and Huntington Beach along the coast. Staff will work with the fabricator recommended by the Coastal Conservancy to purchase the stainless steel marker and include the installation of the marker along with the colored concrete as a bid item in the North Beach Trail Project bid package. The distance from the Santa Monica Pier to Mexico is 181 miles and 1,029 miles to Oregon. The City will be able to meet the grant requirements that all work be completed by September 30, 2020 and that the City operate and maintain the Beach Trail for a reasonable period, not less than its useful life. The North Beach Trail Project construction is expected to take one year, with completion in spring 2020 with an expected useful life of twenty years. Financial Impacts and Budget Actions Staff seeks authority to accept a grant from the Coastal Conservancy for the in stallation of a Coastal Trail Marker, and recommends the following budget changes . Resolution - CCS - Coastal Markers - 11132018EK P r o p o s e d M a r k e r L o c a t i o n b y D e s i g n T e a m 1 City Council Meeting: November 13, 2018 Santa Monica, California Resolution No. _______(CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA APPROVING THE GRANT OF FUNDS FROM THE STATE COASTAL CONSERVANCY FOR THE INSTALLATION OF A COASTAL TRAIL MAJOR MILE MARKER ALONG THE SANTA MONICA BEACH TRAIL WHEREAS, the Legislature of the State of California has established the State Coastal Conservancy (“Conservancy”) under Division 21 of the California Public Resources Code, and has authorized the Conservancy to award grants to public agencies and nonprofit organizations to implement the provisions of Division 21; and WHEREAS, the Conservancy awards grants for projects that it determines are consistent with Division 21 of the Public Resources Code and with the Conservancy’s Strategic Plan and that best achieve the Conservancy’s statutory objectives, in light of limited funding; and WHEREAS, at its May 26, 2016 meeting, the Conservancy adopted a resolution authorizing grants to local government entities for the purpose of installing Coastal Trail Major Mile Markers (“the project”). The resolution was adopted by the Conservancy pursuant to and is included in the Conservancy May 16, 2016 staff recommendation, a copy of which is on file with the Conservancy; and 2 WHEREAS, the Conservancy requires that governing body of the grantee certify through a resolution that it approves the award of Conservancy grant funding and authorizes the execution by a representative of the grantee of a grant agreement on terms and conditions required by the Conservancy; and WHEREAS, the City Council has approved funding for the North Beach Trail Improvement Project along the Santa Monica Beach Trail; and WHEREAS, the City has identified a location along the Santa Monica Beach Trail for the installation of a Major Mile Marker as part of the North Beach Trail Improvement Project construction. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The City Council approves the award of grant funding from the Conservancy for the project. SECTION 2. The City Council acknowledges that it has or will have sufficient funds to complete the project and, if any property is acquired as part of the project to operate and maintain the property, and, if any facilities are constructed as a part of the project, to operate and maintain the facilities for a reasonable period, not less than the useful life of the facilities. SECTION 3. The City Council agrees to provide any funds beyond the Conservancy grant funds necessary to complete the project. 3 SECTION 4. The City Council agrees to be bound by all terms and conditions of the grant agreement and any other agreement or instrument as may be required by the Conservancy and as may be necessary to fulfill the terms of the grant agreement and to complete the project. SECTION 5. The City Council authorizes the City Manager to act as a representative of the City, to negotiate and execute on behalf of the City all agreements and instruments necessary to complete the project, and to comply with the Conservancy's grant requirements, including, without limitation, the grant agreement . SECTION 6. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
