Proposition 1, the Veterans and Affordable Housing Bond Act of 2018, would authorize $4 billion in general obligation bonds to fund existing housing production and grant programs, including the Multilfamily Housing Program for low-income residents and the CalVet Home Loan Program for veterans seeking housing. Proposition 2 authorizes up to $2 billion from the Mental Health Services Act—enacted by voters via initiative on the November 2004 ballot—to establish the No Place Like Home Program to finance permanent housing for individuals with mental illness who are homeless or at risk of chronic homelessness. Locally, supportive housing developers would be able to leverage Affordable Housing Trust Funds with No Place Like Home financing to increase the production of affordable housing for the homeless.
