Subject: Adoption of Big Blue Bus Resolution for Federal Transit Funds
Recommended Action
Staff recommends that the City Council:
Adopt the attached resolution authorizing the City Manager to apply for and execute
grant agreements and execute related certifications and assurances with the Federal
Transit Administration (FTA).
Summary
As required by the Federal Transit Administration, Big Blue Bus (BBB) requests that the
City Council adopt a resolution authorizing the City Manager to file grant applications,
execute grant agreements, and execute certifications and assurances. An individual
resolution is required for BBB to receive federal assistance. Federal funds are typically
used for the purchase of replacement buses.
Discussion
The federal grant application process requires the City Council to adopt a resolution
which authorizes the City Manager to file the application and negotiate and execute all
documents associated with federal grant applications and including but not limited to
annual certifications and assurances required by the FTA. Approval of this resolution
would satisfy this federal requirement. Adopting the resolution now allows BBB to
expedite its annual grant applications and participate in unanticipated one -time grant
opportunities in a timely manner.

There is no immediate financial impact or budget action necessary as a result of the
recommended action. Expenditure authority associated with federal grants are included
in the Capital Improvement Program during the biennial process.

A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF SANTA MONICA
TO AUTHORIZE THE CITY MANAGER TO FILE APPLICATIONS
WITH THE FEDERAL TRANSIT ADMINISTRATION FOR
FEDERAL TRANSPORTATION ASSISTANCE AUTHORIZED BY
FEDERAL STATUTES ADMINISTERED BY THE FEDERAL TRANSIT
ADMINISTRATION.
WHEREAS, the Federal Transit Administration has been delegated authority to
award federal financial assistance for a transportation project; and
WHEREAS, the grant or cooperative agreement for federal financial assistance
will impose certain obligations upon the applicant, and may require the applicant to
provide the local share of the project cost; and
WHEREAS, the applicant has or will provide all annual certifications and
assurances to the Federal Transit Administration required for the project .
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Manager is authorized to execute and file and application
for federal assistance on behalf of City of Santa Monica’s Big Blue Bus with the Federal

Transit Administration for federal assistance authorized by Title 49, United States Code,
Chapter 53; Title 23 United States Code; or other federal statutes authorizing a project
administered by the Federal Transit Administration.
SECTION 2. The City Manager is authorized to execute and file with its
applications the annual certifications and assurances and other documents the Federal
Transportation Administration requires before awarding a federal assistance grant or
cooperative agreement.
SECTION 3.That City Manager is authorized to execute grant and cooperative
agreements with the Federal Transit Administration on behalf of City of Santa Monica’s
Big Blue Bus.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
