SR 09-11-2018 3B City Council Report City Council Meeting: September 11, 2018 Agenda Item: 3.B 1 of 3 To: Mayor and City Council From: Susan Cline, Director, Public Works, Architecture Services Subject: Sixth Agreement Modification to Provide Additional Construction Administration Services for the GoSaMo Center Project Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a sixth modification to agreement #10044 (CCS) in the amount of $25,000 with Studio Jantzen Corporation, a California-based company, to provide additional construction administration services for the GoSaMo Center Project for the Public Works Department. This will result in a one-year amended agreement with a new total amount not to exceed $509,299, with future year funding contingent on Council budget approval. Summary The GoSaMo Center Project, formerly known as the Transit and Parking Services (TAPS) Center Project, will consolidate transit and parking services into a single, integrated service center. The project construction within Parking Structure 5 has encountered unforeseen conditions that are impacting the design and construction, delaying project completion from June to October 2018. Staff recommends modifying the agreement with Studio Jantzen, the project design architect, to increase the budget authority by $25,000 to ensure continuation of design services through project completion. This would also allow Studio Jantzen to remain responsible and liable for the overall design and any design changes needed through construction completion in lieu of City staff. Discussion The GoSaMo Center Project is designed to streamline Santa Monica’s transportation customer services by renovating the ground level of Parking Structure 5, located at 1440 4th St. Upon completion, the GoSaMo Center will become a one-stop shop for the public to purchase bus passes, obtain bus information, and resolve parking ticket 2 of 3 disputes. It will also include new public restrooms. The name of the project was changed from TAPS to the GoSaMo Center to better align the project with the City’s ongoing efforts to improve multi-modal mobility options as one of the strategic goals. The City executed a design agreement with Studio Jantzen to provide design services for the project in June 2015. In April 2017, the City issued the Notice to Proceed for construction services to West Valley Investment Group (WVIG), with construction completion anticipated in June 2018. During construction, the contractor WVIG encountered unforeseen conditions at the existing structure, which required the uneven support structure for the floor slabs to be reengineered. Because of this, the Public Works Department issued change orders to extend the construction period by four months. Staff requests increasing the budget authority to compensate Studio Jantzen for the additional construction administration services needed throughout the duration of the project. Studio Jantzen’s remaining work involves providing construction administration services, which ensure construction work complies with the construction documents approved by the City. These services include reviewing product submittals procured by WVIG, responding to construction-related questions, attending regular construction meetings, inspecting installed construction work for general conformity with construction plans, and making design revisions as needed to complete construction.
