SR 07-24-2018 3M City Council Report City Council Meeting: July 24, 2018 Agenda Item: 3.M 1 of 4 To: Mayor and City Council From: David Martin, Director, Traffic Management (PCD) Subject: Award Bid for the Advanced Traffic Management System, Phase 5 Project Recommended Action Staff recommends that the City Council: 1. Award Bid #SP2329 to Elencor Belco Electric, Inc, California-based company, for the Advanced Traffic Management System Phase 5 Project; 2. Authorize the City Manager to negotiate and execute a contract with Elencor Belco Electric, Inc, in an amount not to exceed $1,748,476 (including a 10% contingency); 3. Authorize the Director of Planning and Community Development to issue any necessary change orders to complete additional work within contract authority. Summary The Montana Avenue Corridor is the remaining corridor that is not connec ted to the City’s central Advanced Traffic Management System (ATMS), and has the oldest traffic signal equipment in the City’s inventory for which replacement parts are no longer available. Staff recommends a construction contract with Elencor Belco Electric, Inc., to upgrade the traffic signal equipment at four locations and install fiber optic cables to connect 12 intersections. This would provide for transit priority along the corridor, allow for real-time remote monitoring and management of the traffic signals, provide public Wi-Fi along the corridor, and connecting the San Vicente Reservoir and the Montana Avenue Branch Library to the City’s network. Discussion In 2006, the City developed the ATMS Master Plan for upgrading the City signal system and connecting them with fiber optic communications. The ATMS provides the City with centralized control of the traffic signal controllers and all other Intelligent Transportation System (ITS) devices used to manage traffic, such as detection systems, transit priority 2 of 4 systems, emergency vehicle preemption systems, variable message signs, and traffic monitoring cameras on one integrated system. The ATMS Phase 5 project will upgrade the traffic signal equipment at the four locations listed below.  Montana Avenue & Lincoln Boulevard  Montana Avenue & 17th Street  Montana Avenue & 20th Street  Montana Avenue & 26th Street A total of 12 signalized intersections along Montana Avenue and San Vicente Boulevard will be connected to the City’s fiber optic network. Transit P riority, public Wi-Fi, pedestrian and bicycle safety enhancements, and connecting the San Vicente Reservoir and the Montana Branch Library to the City’s network will be achieved by this project. ATMS Project Status The ATMS project consists of five phases. The following outlines the status of all phases:  Phase 1 - completed in 2006, upgraded traffic signal equipment and connected the signals to fiber optic communications on 4th Street in the Downtown area.  Phase 2 - completed in October 2008, upgraded and connected 50 signals in the Downtown area (except Arizona Avenue) and Lincoln Blvd  Phase 3 – completed in September 2011, brought fiber optics to 35 signals along Wilshire, Santa Monica, and Pico Boulevards (all east of Lincoln Boulevard).  Phases 4a and 4b – completed in 2012, added fiber optics to 38 signalized intersections along the Arizona Avenue, Office District, and Mid-City areas.  Phase 4c- completed in 2013 included 26 intersections along the Ocean Park Boulevard, Neilson Way, and Main Street corridors.  Phase 5 - design was completed in 2015.
