Subject: Award Contract for Reservoir Water Treatment Mixing and Disinfectant
Control
Recommended Action
Staff recommends that the City Council:
1. Award RFP #SP2544 to Process Solutions, Inc., a California based company, for
the water treatment mixing and disinfectant control systems at the Mount
Olivette, Riviera, and San Vicente Reservoirs Project;
2. Authorize the City Manager to negotiate and execute an agreement with Process
Solutions, Inc. in an amount not to exceed $1,000,000 (including a 16.3%
contingency) for the design-build of disinfectant control systems at three
reservoirs to automate adjustment of the City’s drinking water quality;
3. Authorize the budget changes, including appropriations, as outlined in the
Financial Impact and Budget Actions Section of this report.
Summary
The mission of the City’s Water Resources Division is to provide clean, safe, and
reliable drinking water for its customers by using innovative technology to ensure the
highest standards of drinking water quality. Staff recommends implementing technology
to enhance the water quality within its three water reservoirs: Mount Olivette, Riviera,
and San Vicente. The recommended automated water treatment mixing and disinfectant
control system by Process Solutions, Inc. (PSI) would enhance the City’s drinking water
quality by providing precise water quality analysis and automatic chemical dosing, which
would generate a more constant and reliable chloramine disinfectant level throughout
the water system and ensure the City meets existing and future federal and state
regulations.
Discussion
The City currently meets the minimum federal and state drinking water regulations and
uses chloramines for disinfection. However, the three reservoirs were built between

1950 and 1962. Water safety regulations have become much more stringent since that
time and the dated infrastructure and the complexities of chloramine chemistry make it
difficult to manually maintain the recommended setpoints for chloramine residual, which
are between 1.5 and 2.5 parts per million (ppm) while the minimum is 0.2 ppm. The
current recommended disinfection levels are not achievable with the existing
infrastructure, thus the need to introduce this system.
Chloramines are one of the longest-lasting water disinfectants, but it does decompose
over time. The City staff’s concern is the loss of chlorine residual the reservoirs have
been experiencing over the past several years and increase in microbial counts, which
reduce the system’s disinfectant capacity and have resulted in the City’s reservoir
having to be taken off line for “breakpoint chlorination” to neutralize the colonies, or in
extreme cases, drained to reestablish the disinfecta nt residual.
Staff have identified an automated water treatment mixing and disinfectant control
system that would provide precise water quality analysis, on-site hypochlorite
generation capability, and automatic chemical dosing, which would generate a mo re
constant and reliable chloramine disinfectant level throughout the water system and
ensure the City meets recommended federal and state regulations. This system is
needed to meet the evolving industry water quality requirements and recommendations.

Due to the specialized nature of the work, only one vendor, Process Solutions, Inc., was able to
meet the project requirements. Staff conducted additional outreach to vendors who downloaded
the RFP to see why they did not submit a proposal. Staff did not receive any response from this
outreach.
Justification to Short-List

The proposal was reviewed by a selection panel of staff from the Public Works Department.
Evaluation was based on the following selection criteria: price, previous experience, capacity
and skill, ability to deliver and provide future maintenance or service, and compliance with City
specifications. Based on this criteria and criteria SMMC 2.24.073, staff recommends PSI as the
best qualified firm. PSI has provided similar services for other municipal agencies. Staff visited a
Los Angeles Department of Water and Power (LADWP) reservoir site with a PSI mixing and
disinfectant control system to evaluate the equipment in operation. City staff was given positive
feedback on the operation of the system from LADWP and other water utilities such as the
Rancho California Water District. PSI’s proposal meets the design criteria and equipment
requested in the RFP to enhance the City’s drinking water quality.
Financial Impacts and Budget Actions
Staff seeks authority to award a contract to Process Solutions, Inc. for an automated
water treatment mixing and disinfectant control system.

OAKS INITIATIVE NOTICE
NOTICE TO APPLICANTS, BIDDERS, PROPOSERS
AND OTHERS SEEKING DISCRETIONARY PERMITS, CONTRACTS,
OR OTHER BENE FITS FROM THE CITY OF SANTA MONICA
Santa Monica's voters adopted a City Charter amendment commonly known as
the Oaks Initiative. The Oaks Initiative requires the City to provide this notice and
information about the Initiative's requirements. You may obtain a full copy of the Initiative's
text from the City Clerk.
This information is required by City Charter Article XXII-Taxpayer Protection. It
prohibits a public official from receiving, and a person or entity from conferring, specified
personal benefits or campaign advantages from a person or entity after the official votes,
or otherwise takes official action, to award a "public benefit" to that person or entity. The
prohibition applies within and outside of the geographical boundaries of Santa Monica.
All persons or entities applying or receiving public benefits from the City of Santa
Monica shall provide the names of trustees, directors, partners, and officers, and names
of persons with more than a 10% equity, participation or revenue interest. An exception
exists for persons serving in those capacities as volunteers, without compensation, for
organizations exempt from income taxes under Section 501(c)(3), (4), or (6), of the
Internal Revenue Code. However, this exception does not apply if the organization is a
political committee or controls political committees. Examples of a "public benefit" include
public contracts to provide goods or services worth more than $25,000 or a land use
approval worth more than $25,000 over a 12-month period.

person or persons who is seeking a "public benefit." If the "public benefit" is sought by an
entity, rather than an individual person, the information includes the name of every person
who is: (a) trustee, (b) director, (c) partner, (d) officer, or has (e) more than a ten percent
interest in the entity. Therefore, if you are seeking a "public benefit" covered by the Oaks
Initiative, you must supply that information on the Oaks Initiative Disclosure Form. This
information must be updated and supplied every 12 months.
