Executive Summary At its meeting on June 12, 2018, the City Council introduced for first reading an ordinance amending Santa Monica Municipal Code Chapter 3.21, establishing a shared mobility device pilot program and related permitting and operator selection process. This is a hazard to pedestrians because these shared mobility devices are silent. How is this going to be controlled? I assume all will be fitted with forward and rear-facing lights for easy night visibility by drivers and pedestrians. [should be enforced on bicycles traveling after dark as well]. Do users of shared mobility devices have to read all the applicable laws for driving them before they are allowed to sign up to use them? [should be a requirement of bicyclists too]. It is private property. I was about to put a sign up, saying no BIRD Parking. But my friend told me that there is a number that you can call and BIRD will make your address a no BIRD location. I am quite concerned about this, because the BIRDS are parked in my building's vestibule, which is three steps up. BIRDS weigh 25lbs. If someone took a BIRD and slipped down the stairs, who would be sued?? Our building.. I called Monday and was told there would be no more BIRDS in one or two days. There wasn't one Tuesday. There were two Wednesday. I called again and the agent was going to check and make sure that no BIRDS parked in my vestibule. This morning there were three BIRDS parked in my vestibule. Again, the agent said that he would make it a no BIRD zone. It isn't right that I should have to call more than once to make sure that the BIRDS are not parked on private property. Please remember that BIRD doesn't care, if the BIRDS are parked on private property the next time you vote to add more BIRDS in Santa Monica.
