R11102City Council Meeting: March 6, 2018 Santa Monica, California RESOLUTION NUMBER f d / u2 (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE CITY MANAGER TO APPLY FOR AND RECEIVE CLEAN TRANSPORTATION FUNDING FROM THE MOBILE SOURCE AIR POLLUTION REDUCTION REVIEW COMMITTEE (MSRC) FOR ELIGIBLE ELECTRIC VEHICLE CHARGING PROJECTS WHEREAS, sixty-four percent of Santa Monica's greenhouse gas emissions are generated from vehicle transportation; and WHEREAS, in order to reach carbon neutrality by 2050 or sooner, decarbonizing vehicle transportation will be essential; and WHEREAS, the City Council adopted an Electric Vehicle Action Plan (EVAP) on, November 14, 2017, to facilitate electric vehicle use through policies, programs, and pilot projects; and WHEREAS, the City of Santa Monica ("City") has negotiated a five-year agreement with ChargePoint, Inc. to provide and to operate electric vehicle supply equipment (EVSE); and WHEREAS, purchasing and installing new EVSE requires additional funding sources; and WHEREAS, the Mobile Source Air Pollution Reduction Review Committee (MSRC) 1 is offering the City up to $121,500 in Clean Transportation Funding through the 2017 Local Government Partnership Program to support implementation of the Southern California Air Quality Management District's 2016 Air Quality Management Plan; and WHEREAS, the purchase and installation of EVSE qualify as eligible MSRC project categories to receive up to 75% of the total project cost; and WHEREAS, receipt of the MSRC funds requires City Council approval of proposed projects and matching funds. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Santa Monica authorizes the City Manager or his or her designee to apply for and receive Clean Transportation Funding from the Mobile Source Air Pollution Reduction Review Committee (MSRC) in the amount of approximately $121,500 or other amount authorized by the MSRC, and to enter into agreements and take administrative actions necessary for such funding. SECTION 2. The City Council hereby authorizes the City Manager to utilize funds from the MSRC to implement EVSE installations at different municipal locations, and further authorizes the allocation of necessary matching funds—up to $121,500—to complete such installations. K SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
