Subject: Award Contract for Engineering Design Service for Runway Pavement
Removal and Repurposing
Recommended Action
Staff recommends that the City Council:
1. Award RFP# 2533 to AECOM, a California-based company, to provide engineering
design services for excess runway, taxiway and infield pavement removal and
repurposing at Santa Monica Airport (SMO);
2. Authorize the City Manager to negotiate and execute an agreement with AECOM, in
an amount not to exceed $267,575 (including a $24,325 contingency), with an
allowance of $25,811 for optional Airport Geographic Information System (AGIS)
work, for a total amount not to exceed $293,386 over a one-year period.
3. Authorize the budget changes as outlined in the Financial Impacts & Budget Actions
section of this report.
Executive Summary
The Santa Monica Airport (SMO) Runway Shortening Project was completed in
December 2017, leaving 736 feet of excess pavement on each end of the runway after
the runway was reduced to an operational use of 3,500 feet. The excess pavement
cannot be used by aircraft and is no longer an integral part of operations at SMO. As
required by Federal Aviation Administration guidelines, 300 feet of this 736 feet
immediately adjacent to the runway ends is needed for the Runway Safety Area (RSA)
to protect aircraft should they exceed the runway. The remaining 436 feet of excess
runway that falls outside the RSA will be hydroseeded. On September 26, 2017
(Attachment A), Council directed staff to proceed with the procurement of engineering
design services to pulverize in-place and stabilize the existing pavement within the RSA
as well as remove all unused pavement outside the Runway Safety Area (RSA) and
treat the graded surface with hydro seeding.

Staff recommends the award of RFP# 2533 to AECOM, a California-based company, to
provide engineering design services for excess pavement removal and repurposing at
SMO in an amount not to exceed $267,575 (including a $24,325 contingency), with an
allowance of $25,811 for optional Airport Geographic Information System (AGIS) work
should the repurposing project require an update to the FAA’s AGIS records pertaining
to SMO, for a total amount not to exceed $293,386 over a o ne-year period.
Background
On February 28, 2017, Council awarded Feasibility Professional Services Agreement
10436 (CCS) to AECOM to study reducing the length of Runway 3-21 at the Santa
Monica Airport (SMO) from 5,000 to 3,500 feet (Attachment B). The agreement included
an initial feasibility phase to provide runway shortening options for Council consideration
and selection.
On April 24, 2017, staff issued an Information Item responding to Council’s inquiry about
a potential phased interim project for the removal of pavement at the ends of the runway
and evaluation of future uses of the excess runway area (Attachment C). The
Information Item provided an update on those topics, as well as the overall status of the
runway-shortening project.
On May 24, 2017, Council selected the center-aligned shortened runway option from
the two options presented for runway shortening construction (Attachment D). At that
meeting, Council also:
Authorized staff to proceed with further design of the preferred option to esta blish a
guaranteed maximum price (GMP) for a design-build agreement between the City
and AECOM to complete runway shortening construction prior to December 31,
2017;
Adopted Resolution No. 11044 stating that the runway shortening project is
categorically exempt from review under the California Environmental Quality Act
(CEQA); and

Directed staff to investigate pavement removal options for the unused and
abandoned portions of the runway, taxiways and adjacent in-field pavement that
could be implemented as a separate and distinct project once the runway shortening
project concluded.
On August 8, 2017, Council authorized the City Manager to execute a design-build
agreement with AECOM for a GMP of $3.52 million to complete runway shortening
construction by December 31, 2017 (Attachment E). Construction began in early
October 2017 and was completed on December 23, 2017.
On September 26, 2017, City Council selected Option 1 from the three options
presented by staff (and listed below) for excess pavement removal and repurposing at
SMO (Attachment A).
Option 1 - Remove all unused pavement outside the Runway Safety Area (RSA) and
hydro-seed. Pulverize in-place and stabilize pavement within the RSA.
Option 2 - Remove all unused pavement outside the RSA and install artificial turf.
Pulverize in-place and stabilize pavement within the RSA.
Option 3 - Pulverize in-place all unused pavement outside and within the RSA and
stabilize.
All options involve removing unused pavement outside and within the RSA. Hydro-
seeding (or hydraulic mulch seeding) is a planting process that uses a thick fluid
mixture, called a slurry, of seed and mulch which is sprayed over prepared ground. The
slurry typically has other ingredients including fertilizer and fiber mulch that accelerate
the growing process by maintaining moisture around the seeds. The hydro-seeding
mixture would be composed of drought-tolerant grasses and other low-lying ground
cover native to southern California and suitable for installation around airport runways
and taxiways. Figure A below depicts how the hydro-seeded areas are likely to appear
once completed.

Discussion
Figure B below depicts the abandoned pavement that is potentially eligible for removal,
and shows its relation to the Runway Protection Zone (RPZ) and Runway Safety Area
(RSA). The RPZ is located at ground level beyond the ends of the runway to enhance
the safety and protection of people and property on the ground. For airports in urban
areas, due to historical circumstances, the RPZ often extends beyond the airport
boundary and into the surrounding neighborhood. At the Santa Monica Airport (SMO),
the RSA extends 300 feet beyond the active runway.

The existing runway pavement consists of approximately 6 inches of asphalt surface
pavement over approximately 8 inches of concrete pavement. The abandoned taxiways,
shoulders and in-field areas consist of variable asphalt and concrete pavements ranging
from 3 to 8 inches thick.
The runway shortening project reduced the runway length on both ends by 736 linear
feet, which is unusable for aircraft operations and can be repurposed. The blue shaded
areas in Figure B above represent the pavement that will be removed and repurposed
as part of this project. The rectangle outlined in orange within the blue shaded area
delineates the RSA, which is adjacent to each runway end and is 300 feet long and 150
feet wide. The RSA must be consistent with the City's obligation to comply with the
terms of the Stipulation and Order/Consent Decree ("Consent Decree") filed in the

matter of City of Santa Monica v. United States of America, et al., Case No. 13 -CV-
8046-JFW (VBKx) (C.D. Cal.). Furthermore, the RSA must be well-graded with no ruts,
humps or surface depressions and capable of supporting Aircraft Rescue and Fire
Fighting (ARFF) equipment. Additionally, the first 150 feet of the RSA adjacent to each
runway end, which includes the blast pad, must be essentially non-erodible under jet
blasts to minimize the generation of Foreign Object Debris (FOD) that represent a major
hazard to all aircraft.
The project will repurpose over half a million square feet of pavement and to ensure
proper drainage and keep the runway clear of debris, especially during rain events, a
comprehensive civil site design is required. By June 2018, AECOM will perform the
following duties to deliver construction plans and associated documents needed for the
removal of the runway:
Conduct pavement investigations, including borings, to characterize the thickness
and structural characteristics of the existing pavement in the removal areas
Conduct a survey of the pavement removal areas and prepare design base maps
Research to identify existing utilities within the removal areas
Perform a hydrology analysis of the airport site to identify drainage considerations as
a result of the proposed pavement removal project
Prepare preliminary and final construction plans, specification s, and cost estimates,
including civil, electrical, drainage, landscaping and irrigation plans as required
Prepare construction phasing, safety and erosion control plans as required
Conduct meetings with the FAA and Airport stakeholders to present preliminary
design materials as necessary during various stages of the project
Respond to Requests for Information (RFIs) from prospective bidders during the
bidding period
Review submittals and respond to RFIs from the selected contractor during
construction
Provide a complete set of As-Built plans that reflect the final project as it was
constructed

Complete Airport Geographic Information System (AGIS) survey and design work, if
required, and submit to the City and FAA
Consultant Selection
On March 22, 2016, staff issued a Request for Qualifications (RFQs) for Consulting
Aviation Services in anticipation of any future planning, environmental, and engineering
projects at SMO. The RFP was posted on the City’s online bidding site, and notices
were advertised in the Santa Monica Daily Press in accordance with City Charter and
Municipal Code provisions. Sixty-eight vendors downloaded the RFQ. Two proposals
were received, one from Mead & Hunt, and the other from AECOM. Responses to the
RFQ were reviewed by a selection panel of staff from the Public Works Department.
Both consultant teams were pre-qualified to provide aviation consulting services at
SMO.
On November 23, 2017, the City issued a Request for Proposals (RFP #2533) to
provide engineering design services for Santa Monica Airport Runway Repurposing.
The RFP was emailed to the two pre-qualified aviation consultants: Mead & Hunt and
AECOM. Both consultants submitted proposals on December 14, 2017.
Evaluation was based on the following selection criteria: experience, references, work
plans, project team, cost, and delivery schedule. Based on this criteria and criteria in
SMMC 2.24.073, staff recommends AECOM as the best qualified firm to provide
engineering design services for Santa Monica Airport Runway Repurposing Project
based on their extensive experience with some of the largest airports in the country
including Los Angeles International Airport and John F. Kennedy International Airport. In
addition, AECOM was pre-qualified and selected for the Runway Shortening Project for
the City. AECOM’s expertise and efforts were instrumental in allowing the City to
implement the runway shortening design and construction prior to the end of 2017.
Anticipated Schedule
Staff anticipates the following completion schedule for implementing excess pavement
removal, based on the City's design-bid-build procurement process. The schedule has

been extended by approximately two months to allocate additional time during design.
Completion of construction is anticipated for April 2019.

California Environmental Quality Act (CEQA) Determination
It has been determined that removal of the excess runway pavement at the Santa
Monica Airport (SMO) would be categorically exem pt from CEQA pursuant to Sections
15301 and 15304 of CEQA Guidelines. Section 15301 provides a Class 1 exemption for
the minor alteration of existing public or private facilities involving negligible or no
expansion of use. Section 15304 provides a Class 4 exemption for minor public or
private alterations in the condition of land and/or vegetation. The project would make
improvements to existing unusable pavement at SMO, which will include the removal of
existing pavement and the installation of a stable su rface (hydro-seeded soil and
mulch). Therefore, the project qualifies as a Class 1 and Class 4 exemption. In addition,
none of the exceptions specified in Section 15300.2 of CEQA Guidelines would apply
that would preclude the use of this CEQA exemption - the project site is not located in a
sensitive environment, the project will not have a significant effect on the environment,
the project would not damage scenic resources, the project would not be located on a
hazardous waste site, and the project would not cause a change to a historical
resource. Therefore, this project is determined to be categorically exempt from CEQA. A
Notice of Exemption for this project was filed with the Los Angeles County Registrar-
Recorder/County Clerk on October 6, 2017.
Financial Impacts and Budget Actions
The contract to be awarded to AECOM is for an amount not to exceed $293,386. Award
of this contract requires an additional FY 2017-18 Capital Improvement Program budget
appropriation of $293,386 from the Airport (33) Fund to Airport Runway Repurposing
Account C339222.589000. Future maintenance costs could range between $20,000

and $50,000 annually and would be paid from the Airport (33) Fund. Upon completion of
the final design and selection of the final hydroseed mix, a more definitive maintenance
budget will be established.

Recommended Action
Staff Recommends that the City Council:
1. Review and provide direction to staff regarding the preferred option for excess
pavement removal at Santa Monica Airport to be implemented as a separate and
distinct project once the runway shortening is completed; and
2. Provide direction to staff with regard to proceeding with procuring engineering
design services for excess pavement removal.
Executive Summary
Santa Monica Airport (SMO) over the last century has grown from a dirt airstrip
designed for biplanes to a busy general aviation airport with more than 80,000 landings
and take-offs last year. For the past three decades, the City government has sought to
rein in the increasingly severe noise, health and safety impacts on surrounding
neighborhoods. After protracted litigation, the City of Santa Monica and the Federal
government entered into a landmark Consent Decree to authorize permanent closure of
SMO at the end of 2028. The Consent also authorized the City to shorten the Santa
Monica Airport’s runway by 40% to curb large jet operations. Runway shortening
construction is scheduled to be complete by the end of December.
The runway shortening creates more than 700’ feet of excess pavement on each end of
the runway. At the May 24, 2017 special meeting, concurrent with selecting the
preferred option for shortening the runway and adopting related CEQA actions, Council
directed staff to investigate pavement removal options for the unused and abandoned
portions of the runway, taxiways and adjacent in -field pavement that could be
implemented as a separate and distinct project once the runway shortening project is

complete.
Figure A below depicts the abandoned pavement that is potentially eligible for removal,
and shows its relation to the Runway Protection Zone (RPZ) and Runway Safety Area
(RSA). The RPZ is an area at ground level beyond the ends of the runway to enhance
the safety and protection of people and property on the ground. For airports in urban
areas, due to historical circumstances, the RPZ often extends beyond the airport
boundary and into the surrounding neighborhood. The RSA is the surface immediately
at each runway end prepared in a manner that reduces risk of damage to airplanes in
the event of an undershoot, overshoot or excursion from the runway. At SMO the RSA
extends 300 feet beyond the active runway.

This report presents three options, listed below, for pavement removal for City Council’s
consideration (see Figure A above and Attachment A, Figures 1 and 2 for reference).

These options involve removing unused pavement outside and within the RSA.
Option 1 - Remove all unused pavement outside the RSA and hydro-seed.
Pulverize in place and stabilize pavement within the RSA ($3.44M)
Option 2 - Remove all unused pavement outside the RSA and install artificial turf.
Pulverize in place and stabilize pavement within the RSA ($5.69M)
Option 3 - Pulverize in-place all unused pavement outside and within the RSA
and stabilize ($2.73M)
Pavement removal areas under Options 1, 2, and 3 are partially within the RPZ. The
RPZ is a very critical safety area that should be kept free and clear of all objects in order
to protect people and property.
Background

design-build agreement with AECOM, for a GMP of $3.52 million to complete runway
shortening construction by December 31, 2017. The City and AECOM are in the
process of executing the Design-Build Agreement, with construction scheduled to begin
in early October 2017 and be complete by the end of 2017.
Discussion
The runway shortening project will result in 736 feet of unusable pavement for aircraft
operations at each end of the runway. Of the 736 feet, the firs t 300 feet adjacent to each
runway end is required for the Runway Safety Area (RSA).
The RSA must be well-graded with no ruts, humps or surface depressions and capable
of supporting Aircraft Rescue and Fire Fighting (ARFF) equipment. Additionally, the fir st
150 feet of the RSA adjacent to each runway end, which includes the blast pad, must be
essentially non-erodible under jet blasts to minimize the generation of Foreign Object
Debris (FOD) that represent a major hazard to all aircraft.
Pavement Removal Options
The existing runway pavement consists of approximately six inches of asphalt surface
pavement over approximately eight inches of concrete pavement. The abandoned
taxiways, shoulders and in-field areas consist of variable asphalt and concrete

pavements ranging from three to eight inches thick.
Option 1 - Hydro-seeding ($3.44M)
This option includes removing the abandoned pavement outside the RSA, backfilling
and hydro-seeding the graded surface. The depth of excavation varies from three
inches to thirteen inches, representing the full thickness of the abandoned pavements,
and would require minor grading and slope protection. This option also includes
pulverizing in place the abandoned pavement within the RSA (Attachment A, Figures 1
and 2). The depth of pulverization is approximately thirteen inches, representing the full
thickness of existing runway pavement. The pulverized pavement would be compacted,
graded for drainage and stabilized with a soil stabilizer. Drainage improvements would
likely be required for collecting storm water and to control excess storm water surface
runoff from this area. Closure of the runway would be required during construction.
This option has less up-front costs, but potentially more on-going maintenance
requirements. Scheduled maintenance of the hydro-seeded area would be required on
an annual basis, supplemented by monthly or quarterly maintenance to control weeds
and other vegetation. An irrigation system is not included in the estimate for this
scenario. Even with the use of drought tolerant or native plants, to prevent dust from
becoming an issue, periodic watering would be required. This option requires no
imported fill material. There is a risk that this option may attract wildlife, which is
generally discouraged near airports.
Option 2- Artificial Turf ($5.69M)
This option includes removing the abandoned pavement outside the RSA and installing
artificial turf. The depth of excavation varies from three inches to thirteen inches,
representing the full thickness of the abandoned pavements. This option also includes
pulverizing in place the abandoned pavement within the RSA (Attachment A, Figures 1
and 2). The depth of pulverization is approximately thirteen inches, representing the full
thickness of existing runway pavement. The pulverized pavement would be compacted,
graded for drainage and stabilized with a soil stabilizer. Closure of the runway would be
required during construction.

This is the most expensive option initially, but requires less on-going maintenance.
Nominal scheduled maintenance of the artificial turf including monthly vacuuming and
grooming would be required. Artificial turf would be least susceptible to premature
deterioration due to the elements. The drainage improvements for collecting storm
water and to control excess surface runoff contribute to the higher project cost. A
downside to this option is the considerable number of truck trips generated by the
amount of exported material generated and required imported fill. Further, it is
anticipated that this option would take the longest to construct by a couple of months.
Option 3 - Pulverizing In-Place ($2.73M)
This option includes pulverizing in place the abandoned pavement outside and within
the RSA (Attachment A, Figures 1 and 2). The depth of pulverization varies from three
to thirteen inches representing the full thickness of the abandoned pavement. The
pulverized pavement would be compacted, graded for drainage and stabilized with a
soil stabilizer. Drainage improvements would likely be requ ired to control excess storm
water surface runoff from this area. It is anticipated that scheduled maintenance of the
stabilized area would be required on an annual basis, with ongoing maintenance to
control weeds, between the scheduled maintenance. Closur e of the runway would be
required during construction.
This is the least expensive option and requires no exporting or importing of material.
Additionally, this option will likely have the shortest construction duration. This option
requires as-needed maintenance to re-compact and stabilize the surface in order to
maintain its integrity. This results in the highest maintenance costs of the three options.
For all three options, to conform to FAA requirements, the pulverized pavement within
the RSA would be well-graded with no ruts, humps or surface depressions and would
be capable of supporting Aircraft Rescue and Fire Fighting equipment and the
occasional passage of aircraft without causing damage to the aircraft. The initial 150
feet at each end of the shortened runway (representing the runway blast pad areas)
would be resurfaced with asphaltic material, conforming to FAA requirements that the

runway blast pad area shall be non-erodible under jet blasts to minimize the danger of
debris (FOD). All excavated areas would need to be backfilled, graded and compacted
prior to the opening of the runway. All runway threshold lights, runway end lights and
signs would need to be restored and operational at the end of each working shift.
Anticipated Schedule
Staff anticipates the following completion schedule for implementing any of the three
pavement removal options, based on the City's design-bid-build procurement process.

Financial Impacts and Budget Actions
Once design and construction management costs are factored in, the cost for excess
pavement removal would range from, approximately $2.7 million to $5.7 million
(depending on the option selected) based on estimates developed by AECOM
(Attachment A). There are no funds set aside or available in the City's Fiscal Year 17-18
Capital Improvement Program (CIP) for this project. Additionally, the Airport Fund does
not have sufficient reserves and could require a loan from the General Fund to remove
the excess pavement. If directed by Council to proceed with one of the options
presented above, staff would issue a Request for Proposal to select an engineering
design consultant through a competitive process, and would return to Council in early
2018 to potentially authorize the City Manager to advance a General Fund loan to the
Airport Fund and award a Professional Services Contract to initiate the design phase of
the project, along with recommended budget actions.

Monica Municipal Airport (SMO) to 3,500 feet per Consent Decree between
the City and FAA.
Recommended Action
Staff recommends that the City Council:
1. Award RFP# 2500 to AECOM/Aeroplex, a California-based company, an
engineering consultant for reducing Runway 03-21 at Santa Monica Municipal
Airport (SMO) to 3,500 feet per consent decree between the Federal Aviation
Administration (FAA) and the City of Santa Monica.
2. Authorize the City Manager to negotiate and execute a feasibility/design-build
agreement with AECOM/Aeroplex, in an amount not to exceed $879,741
(including a 10% contingency).
Executive Summary
On February 2, 2017 the United States of America through the Federal Aviation
Administration (FAA) and the City of Santa Monica entered into a Consent Decree that
among other things establishes the operational runway length at Santa Monica Airport
(SMO) to be 3,500 feet. Staff solicited Design-Bid-Build and Design-Build proposals
from two pre-qualified aviation planning and engineering consultants with the intention
to advance the project on an expedited schedule. A Design-Build approach typically
facilitates delivery of projects sooner than the Design-Bid-Build approach. The
proposed Feasibility/Design-Build Agreement has three phases. The proposed
Agreement will entail an initial feasibility phase, which will provide alternative s for
Council consideration and future selection, and allow for compliance with applicable
environmental review requirements, depending upon which alternative is selected.
Phase one consists of this feasibility analysis for design alternatives. Phase two
consists of preconstruction services including all design work necessary to develop a
Guaranteed Maximum Price (GMP). Phase three is the construction phase based upon
the scope of work covered by the GMP. The approximate total project cost is currently
estimated at $4 million. Staff would return to Council spring of 2017 with feasibility
options for design and in the fall of 2017 for approval of the GMP. Staff anticipates that
construction of the runway would occur from October to December of 2017. Staff
recommends a feasibility/design-build contract be awarded to AECOM/Aeroplex for the
runway at SMO in an amount not to exceed $879,741 (including a 10% contingency).

Background
On March 22, 2016, staff issued a Request for Qualifications for Consulting Aviation
Services in anticipation of any future planning, environmental, and engineering projects
at SMO. Two proposals were received, one from Mead & Hunt, and the other from the
team of AECOM/Aeroplex. Both consultant teams were pre-qualified to provide
consulting aviation services at SMO.
In January 2017 the City and the United States of America and the Federal Aviation
Administration agreed to enter into a Consent Decree that resolved all outstanding
disputes between the parties, and relinquished all claims by the U.S. and the FAA. The
Consent Decree allows the City to close Santa Monica Airport to aviation uses forever
after December 31, 2028; mandates that the operational Airport runway length be
shortened from just under 5,000 feet to 3,500 feet; and includes other terms governing
the operations of the airport until its closure. The Consent Decree was agreed to by the
Federal Government on January 27, 2017. The City Council gave their approval the
following day, on January 28. The Consent Decree was approved on February 1, 2017
by Judge John F. Walter of the United States District Court for the Central District of
California.
Discussion
The City’s goal is to expeditiously achieve the reduction of runway length to improve
safety for both surrounding residents and airport users. The FAA has designated a
local Airports District Office representative as the City’s point of contact with whom to
consult in achieving the runway shortening provided for by the Consent Decree.
Vendor/Consultant Selection
On February 1, 2017, the City issued a Request for Proposals letter (RFP #2500) for
aviation planning and engineering services to shorten the runway at SMO to 3,500 feet
per the Consent Decree between the FAA and the City of Santa Monica. The RFP letter
was emailed to the two pre-qualified aviation consultants: Mead & Hunt and
AECOM/Aeroplex. Subsequently, on February 3, 2017, the City issued Addendum No. 1
to RFP #2500 revising the Design-Bid-Build schedule in the original letter RFP, and

requesting the consultants to also submit a Design-Build option with an expedited
delivery schedule.
Both consultants submitted proposals on February 15, 2017. Mead & Hunt’s proposal is
for Design-Bid-Build with an option to construct the project under the Construction
Manager at Risk (CMR) provisions. AECOM/Aeroplex’s proposal is primarily focused on
Design-Build. While the most aggressive completion dates in both proposals show the
project being completed in December 2017, AECOM/Aeroplex’s proposal offers a
Design-Build option that would reduce the procurement timeline for construction
services, with the possibility of completing the project at the earliest possible date . The
schedules in both proposals are contingent on significant assumptions regarding the
scope and time required to obtain important input in voluntary consultation with the FAA.
In addition, both proposals included provisions to pursue interim runway shortening
strategies. The proposals were reviewed by a selection panel consisting of staff from
the Airport, Civil Engineering, Public Works, and City Attorney's offices.
Evaluation was based on the following selection criteria: experience, references, work
plans, project team, cost, and delivery schedule. Based on this criteria and criteria in
SMMC 2.24.073, staff recommends AECOM/Aeroplex, as the best qualified team to
design the shortening of Runway 03-21 at Santa Monica Municipal Airport (SMO) to
3,500 feet in accordance with the terms of the consent decree between the Federal
Aviation Administration (FAA) and the City of Santa Monica based on their extensive
experience with some of the largest airports in the country including Los Angeles
International Airport and John F. Kennedy International Airport. Staff would return to
Council for approval of conceptual design in the spring of 2017 and subsequently for
approval of a GMP for construction in the fall of 2017. The approximate total project cost
is currently estimated at $4 million.
Staff will work with the selected contractor to establish a firm schedule for completion of
the work, including key milestones, incorporating the potential for an interim solution
prior to runway shortening construction. The contract will also include financial
incentive provisions for early achievement of either the interim runway shortening once

Council selects the desired design option, the completion of the physical reconstruction
or a combination of the two. Recognizing the need for public input, voluntary FAA
consultation and detailed design development and construction mobilization, unless
something unforeseen happens, our target for completion of the runway shortening itself
is no later than the end of this calendar year.
Airport Commission
Based on the City’s commitments, and the community’s expectation, to reduce
operations at the Airport at the earliest possible time as stipulated in the Consent
Decree, staff has proceeded to advance procurement prior to presenting this item for
discussion to the Airport Commission. This item is scheduled to be presented to the
Airport Commission at its regular meeting on February 27, 2017. Due to the timing of
the staff report process it is not possible to include any actions taken by the
Commission at that meeting in this report, however any actions taken will be forwarded
to Council separately in advance of a Council vote on this item and shared as part of the
report at the meeting.
Financial Impacts and Budget Actions
The contract to be awarded to AECOM/Aeroplex is for an amount not to exceed
$879,741. Award of this contract requires transferring budget from M330638.589000,
Airfield Pavement Maintenance, to C339197.589000, Runway Shortening Project. Staff
recommends transferring the entire available amount of $1,759,707 from
M330638.589000 to C339197.589000 to cover design and a portion of construction
costs. Remaining construction funds will be requested in the FY 2017 -18 Capital
Improvement Program budget. The approximate total project cost is currently estimated
at $4 million.

Subject: Update on Airport Runway Shortening
Introduction
On February 1, 2017, the Settlement Agreement between the Federal Aviation
Administration (FAA) and the City of Santa Monica (City) was approved and entered as
a Consent Decree that, among other things, allows the City to shorten the runway by
approximately 1,500 feet and operate a runway of 3,500 feet at Santa Monica Airport
(SMO) until December 31, 2028. On February 28, 2017, the City Council awarded RFP#
SP2500 to AECOM/Aeroplex (AECOM) for reducing Runway 03-21 at Santa Monica
Municipal Airport (SMO) to 3,500 feet per the Consent Decree.
During discussions at the February 28 meeting, Council inquired about a potential phased
interim project, removal of pavement at the ends of the runway, and evaluation of future
uses of the excess runway area. This report provides an update on those topics, as well
as an update on the overall status of the runway shortening project.
Discussion
Execution of Feasibility Professional Services Agreement (PSA) with AECOM
On March 16, 2017 the City of Santa Monica executed Feasibility Professional Services
Agreement 10436 (CCS) with AECOM for reducing Runway 03-21 at SMO to 3,500 feet.
The agreement includes an initial feasibility phase to provide alternatives for Council
consideration and future selection; and ensures appropriate compliance with applicable

environmental review requirements, the required scope being dependent upon the
alternative selected. Phase one consists of this feasibility analysis for design alternatives,
which will be presented to Council for comment and direction on May 24 th, 2017. Phase
two consists of preconstruction services including all design work necessary to develop
a Guaranteed Maximum Price (GMP), which will be the basis for the design-build
agreement expected to be awarded by September 2017 . Phase three is the construction
phase based upon the scope of work covered by the GMP and will shorten the runway
by the end of December 2017.
Meetings with the FAA
The City and AECOM organized meetings with FAA staff to present preliminary
conceptual options for the runway shortening, and to discuss the potential for an interim
phase that could be implemented prior to the start of runway shortening construction. In
attendance at the meeting were staff from Public Works Administration; Airport and Civil
Engineering Divisions; personnel from AECOM and Aeroplex; staff from various divisions
within the FAA; and Caltrans Division of Aeronautics. The FAA had no substantial
concerns with the preliminary options for runway shortening.
Staff will present the final alternatives for Council consideration at the May 24th Council
meeting.
Interim Shortening Discussion
An interim phase to provide a shortened runway for immediate implementation was
explored and would have likely involved re-striping and minor pavement maintenance
excluding modifications of the existing the runway lights, signs and navigational aids . The
interim solution would possibly generate unfavorable conditions including the reduction
of operational safety at the airport, extension of the project completion date beyo nd the
end of 2017, and being perceived as not in the spirit of the Consent Decree. The project
team discussed the interim phase with the FAA and as further explained below, the interim
shortening work is not supported by the FAA or recommended by staff.

Runway Considerations
Interim shortening by summer would not allow enough time for the relocation of
Runway End Identifier Lights nor the Precision Approach Path Indicator
navigational aid. Both of these features are currently operational at SMO and
taking them out of operation to install an interim phased project would result in a
non-standard and an unsafe operation.
Specifically, the Runway End Identifier Lights are flashing strobe lights that enable
a landing pilot to identify the beginning of the runway in a sea of city lights. The
Precision Approach Path Indicators provide the landing pilot with a set of lights
located adjacent to the runway that indicate if the aircraft is too high, too low or on
the correct glide slope to land in the desired location on the runway in a safe
manner. Therefore, operating the airport without these features is contrary to
safety standards
Taxiways Considerations
An interim project phase would also require aircraft to “back-taxi” (taxi against the
direction of arriving traffic and then turn 180 degrees to depart ) at both ends of
runway, which is considered to be a nonstandard operation, extends aircraft time
on the runway, and subsequently decreases safety.
Airspace Considerations
The runway thresholds (runway ends) would have to be relocated as part of any
interim shortening of the runway. As a result, the approach and departure
procedures would need to be updated by the FAA for the interim shortening and
potentially again when the final design changes are implemented . Updated
procedures are published to the aviation community on a 54-day cycle. Given the
construction schedule for an interim solution, the FAA would not have time to

update and publish the new procedures. It should be noted that the goal is to
complete all required work in time to meet the FAA December 7, 2017 deadline for
publication of updated approach and departure procedure s, and if that date is
missed, the City would have to wait for the February 1, 2018 publication. Hence,
time is of the essence
During meetings with City staff, the FAA indicated the implementation of an interim
phase with one or more of these non-standard features may not be consistent with
the Consent Decree. In the FAA's view, under the Consent Decree the City should
operate the airport in accordance with the minimum applicable Federal standards.
Future Repurposing of Land Outside the Shortened Runway
Section III of the Consent Decree acknowledges that the City may use property no longer
needed for the Airport (released land) with a shortened runway, and that the City may
transition the released land from aeronautical to non-aeronautical uses that are safe and
compatible with the operation of the Airport.
The full range of options available for the repurposing of future released lands – from
leaving the unused runway surface in place to removing excess runway surface - has not
yet been explored. While some individual Council members have expressed preferences
for how the excess runway surface could be repurposed, there has been no Council action
or direction on the range of options for future uses of released land that might be
combined with removal of excess runway surface . If directed by the City Council, staff
would develop, evaluate, and present possible future uses for the excess runway area
after completion of the runway shortening in compliance with environmental review
requirements.
Functionally, the potential future uses of excess runway surface or released land is
separate from the runway shortening project. In other words, the runway shortening
project is not dependent on or linked in any way to future uses of the excess runway

surface, but rather a standalone, distinct, and separate project which should proceed in
an expeditious manner independent of future project(s) that may repurpose the excess
runway surface. Furthermore, it should be noted that completion of the runway shortening
project does not limit the City’s authority to make improvements to any future excess
runway surface or released land. In fact, allowing the shortening project to proceed
independently and expeditiously will in turn allow for a robust, encompassing discussion
regarding the future use of excess runway and released land, as is appropriate for such
an important matter.
Given the above, staff is pursuing a more streamlined runway shortening construction
project - one that involves re-striping, minor pavement maintenance, and related
modifications of the existing runway lights, signs and navigational aids to allow the project
to stay on schedule for completion by the end of December 2017.
Outreach
Staff will present the information in this report to the Airport users and stakeholders on
April 25, 2017 and the Airport Commission on May 2, 2017. Staff will keep records of any
feedback received at these meetings.

3,500 feet (the Project);
2. Direct staff to proceed with further design of the preferred option in order to
establish a Guaranteed Maximum Price (GMP) for a design-build agreement
between the City of Santa Monica (City) and AECOM Technical Services, Inc.
(AECOM) to complete runway shortening construction by December 2017, in
accordance with the existing Feasibility Professional Services Agreement with
AECOM;
3. Find that the Project is categorically exempt from the provisions of CEQA
pursuant to CEQA Guidelines Sections 15061(b)(3), 15302, and 15308; and
4. Adopt the attached Resolution that the Runway Shortening Project is
categorically exempt from review under the California Environmental Quality Act.
Executive Summary
Regaining local control of land use at Santa Monica Airport (SMO) and reducing the
health and safety impacts on adjacent residents is one of the City Council’s Strategic
Goals. Earlier this year, the City and the Federal Aviation Administration (FAA) entered
into an historic Settlement Agreement and Consent Decree to resolve the City’s
litigation to secure local control. On February 1, 2017, the United District Court for the
Central District of California entered an Order approving the Settlement Agreement as a
Consent Decree. Among other provisions, the Consent Decree allows the City to
reduce the current nearly 5000 foot runway to 3,500 feet pending the City’s right to
close the Airport “forever” after December 31, 2028. Accordingly, staff and the City’s
aviation consultant AECOM have developed the two most-viable options to shorten the
runway at SMO to 3,500 feet for City Council review and direction to proceed. Option A,
the easterly-aligned option, provides for a shortened runway furthest to the east
(Attachment A). Option B, the center-aligned option, provides for a shortened runway
that is centered equidistant from the existing runway ends (Attachment B). Both options
are aligned along the existing runway. Unlike the existing runway, however, both
options meet FAA standards and safety requirements, and are consistent with the

Consent Decree. Option B is recommended by City Staff as well as the Airport
Commission (with additional conditions). Two other options that centered the shortened
runway west of the existing runway’s center were also evaluated but not developed
further due to noise and safety factors.
Staff in the Planning Department and in the City Attorney’s Office have revie wed both
concept designs for conformance with the California Environmental Quality Act (CEQA)
and the National Environmental Protection Act (NEPA). The consensus determination is
that both proposed options are categorically exempt from the provisions of CE QA, and
that no environmental documentation in compliance with NEPA is required for the
project to proceed. Additionally, AECOM has prepared Technical Memoranda
addressing noise, traffic, historical resources, air quality, and other aspects of the
environment that support the CEQA categorical exemption determination (Attachment
C).
Staff recommends that the City Council review the two options presented for shortening
the runway at SMO and direct staff to proceed with designing the preferred option (in
accordance with AECOM’s existing Feasibility Professional Services Agreement), to
establish a Guaranteed Maximum Price (GMP) for a design -build agreement between
the City and AECOM to complete the Project by December 2017.
There is no immediate financial impact or budget action necessary as a result of the
recommended action. Once the preferred option is selected by City Council, staff and
AECOM will proceed with design of the preferred option (under the existing Feasibility
Professional Services Agreement) to a 60% complete design, whereupon a GMP to
complete design and construction can be established. Staff will return to Council for
approval of the GMP and Design-Build Agreement by or before August 22, 2017, which
would provide for shortening the runway by December 2017.
Background
Disputes over operation and control of SMO go back decades. On February 1, 2017,
the United District Court for the Central District of California entered an Order approving
a Consent Decree between the FAA and the City to resol ve these longstanding disputes
pertaining to the design and operation of the Airport. The Court concluded that the
Consent Decree “is fair, reasonable and adequate to all concerned.” Among other
provisions, , the Consent Decree allows the City to reduce the current nearly 5000 foot
runway to 3,500 feet pending the City’s right to close the Airport “forever” after
December 31, 2028.

In preparation for developing the runway shortening options for Council consideration
and future selection, the City and AECOM organized meetings with FAA staff to present
preliminary conceptual options for shortening the runway. In attendance at the meetings
were staff from Public Works Administration; Airport and Civil Engineering Divisions;
personnel from AECOM and Aeroplex; staff from various divisions within the FAA; and
Caltrans Division of Aeronautics.
While the FAA had no substantial concerns with any of the preliminary options for
runway shortening construction, further discussions with staff and the design team were
useful in reducing the range of feasible options to the easterly and centered options
presented in this report, including for the reasons discussed below.
Westerly-aligned Shortened Runway
AECOM presented four design options for the City to consider, including westerly-
aligned options. The westerly-aligned options were rejected because they would
provide the least reduction of noise, air quality, and safety impacts, including impacts on
residential areas surrounding SMO and, in particular, the westerly residential areas . It
is important to note, that 95% of the airport’s operations depart to the west and
therefore aligning the runway with a westerly configuration would impede aircraft from
gaining enough altitude over the residential areas west of the Airport .
Option A: Easterly-aligned Shortened Runway (See Attachment A)
A 3,500-feet shortened runway that has an easterly-alignment within the current runway
configuration would have the following distinguishing characteristics:
Approximately 438-feet between the existing Runway 21 threshold and the new
threshold at the easterly end of the shortened runway.
Approximately 1,035-feet between the existing Runway 3 threshold and the new

threshold at the westerly end of the shortened runway.
Fully FAA-compliant Runway Safety Areas (RSA) at each end of the shortened
runway, estimated to be 300-feet long, based on Category B-II design standards
being applicable for SMO post the runway shortening.
Approximately 19.2 acres of contiguous land within the west remainder parcel,
and 5 acres of contiguous land within the east remainder parcel (i.e. more
contiguous land apportioned to the west remainder parcel)
Better line-of-sight visibility for the Air Traffic Control (ATC) tower, com pared to a
centered alignment and existing runway, due to the ATC tower being situated at
the easterly end of SMO.
Better connectivity and access for aircraft, compared to a centered alignment and
existing runway, because more aircraft tie-down areas and hangars are within
the easterly portion of SMO property.
Option B: Center-aligned Shortened Runway (See Attachment B)
A 3,500-feet shortened runway that is centered within the current runway alignment
would have the following distinguishing characteristic:
Approximately 736-feet between the existing and new thresholds at each runway
end.
Fully FAA-compliant RSAs at each end of the shortened runway, estimated to be
300-feet long, based on Category B-II design standards being applicable for
SMO post the runway shortening.
Improved line-of-sight visibility for the ATC tower compared to the existing
runway.
Improved connectivity and access for aircraft compared to the existing runway.
Approximately 14.3 acres of contiguous land within the west remainder parcel,
and 8.5 acres of contiguous land within the east remainder parcel.
Improvements Required for both Center- or Easterly-aligned Shortened Runway
Both center- and easterly-aligned options for a 3,500-feet shortened runway would
require essentially similar modifications to the existing runway and taxiway striping,

markings, signs, lighting, and to the various navigational aids at SMO. Both options
would also require the creation of six new taxiways within already utilized and paved
areas of the Airport, at regular spacing along the re-aligned 3,500-feet runway,
providing improved safety for arriving aircraft taxiing off the runway. The defined
taxiways would allow the air traffic control (ATC) tower to better control and direct
aircraft movement on- and off-the runway, and would be compliant with current FAA
standards. The existing non-standard, non-compliant condition that allows aircraft to taxi
off at any point along the runway is something that the FAA has previously indicated it
would like to see corrected because of safety concerns. Finally, both the center- and
easterly-aligned options would likely require taxiways at the runway ends to also be
reconstructed to ensure maintenance-free operations until closure of SMO in 2028,
regardless of whether they align or are coincident with existing taxiways.
Runway Siting Evaluation Criteria
The runway siting evaluation criteria table (Figure 1) summarizes the factors of safety,
noise, air quality, land use, cost, schedule, and features in the Runway P rotection Zone
(RPZ) that are relevant for Council to consider in selecting an option. As reflected in
Figure 1, noise, air quality, cost, and schedule are not expected to vary significantly
between the two options. For the safety item, while both options provide the required
RSA prescribed by the FAA and therefore meet safety standards, each option provides
varying amounts of buffer area (the paved portions of the unused runway that are not
removed) at each end the runway. Additionally, as previously mentioned, as between
the two options, line-of-sight visibility for the ATC tower is better in the easterly-
alignment (Option A). The other differentiating factors for the two options fall under land
use and the number of features in the RPZ. The easterly-alignment (Option A) would
allocate more contiguous land to the west remainder parcel and the center -alignment
(Option B) would contain fewer residences, tie-downs, and reduce roadway exposure
within the RPZ. Both the easterly-aligned and the center-aligned options would produce
improvements in terms of taxiway configuration, runway visibility from the airport traffic
control tower, and the size of contiguous land relative to the existing runway.

Environmental Analysis
California Environmental Quality Act (CEQA) experts working for AECOM, and staff
from the Planning Department and the City Attorney’s Office have reviewed both
proposed concept designs for conformance with CEQA and the National Environmental
Protection Act (NEPA). As explained below, the consensus determination is that both
proposed options are categorically exempt from the provisions of the CEQA, and that no
environmental documentation in compliance with NEPA is re quired for the project to
proceed.
CEQA Compliance
CEQA applies only to projects that have the potential for causing a significant effect on
the environment. A project is not subject to CEQA under CEQA Guideline Section
15061(b)(3) “where it can be seen with certainty that there is no possibility that the
activity in question may have a significant effect on the environment.” In addition,

Section 15302 provides a categorical exemption from CEQA for the replacement or
reconstruction of existing structures and facilities where the new structure will be
located on the same site as the structure replaced and will have substantially the same
purpose and capacity as the structure replaced. Section 15308 provides yet another
categorical exemption for actions taken by regulatory agencies, as authorized by state
or local ordinance, to assure the maintenance, restoration, enhancement, or protection
of the environment where the regulatory process involves procedures for protection of
the environment. The City has determined that the proposed Runway Shortening
Project does not have the potential for causing a significant effect on the environment,
and is categorically exempt from CEQA review under CEQA Guideline sections 15302
and 15308.
The proposed Runway Shortening Project implements the Consent Decree by replacing
the existing 4,973-foot runway at SMO with an operational runway of 3,500 feet. The
shortened runway will be located on the same site and will have the same purpose as
and no greater capacity than the existing runway. The repositioned and replaced
runway lights, signs, FAA visual aid equipment and taxiways will have adequate
capacity to serve the shortened runway. The proposed Project also is an action by the
City, as operator of SMO pursuant to local ordinance and the Consent Decree, in
consultation with the FAA, to bring the Airport into compliance with safety and design
standards and to maintain and protect the environment. As demonstrated in this staff
report and detailed in the Technical Memoranda (Attachment C), the Project would
enhance safety and reduce adverse environmental impacts caused by existing Airport
operations. A CEQA Categorical Exemption, and supporting Technical Memoranda
have been prepared by experts at AECOM to analyze potential impacts resulting from
the Project. The following are the results of the analyses prepared for this Project:
Air Quality and Greenhouse Gas – Technical Memorandum
A Technical Memorandum was prepared on May 15, 2017, to analyze potential impacts
to air quality from construction activities and long-term changes to airport operations.
During construction, it was determined that the project has minimal air quality impacts
within the South Coast Air Basin. During operations, the reduction in air traffic will res ult

in improved air quality at and adjacent to the project area due to a 44% reduction in
aircraft at Santa Monica Airport associated with the proposed Project. A study prepared
by Coffman Associates determined that reducing the runway’s operational length as
provided for by the Consent Decree would result in decreased use of the Airport by
larger, louder, and less efficient aircraft, due to those aircrafts’ abilities to comply with
landing limitations imposed by DOT regulations, and consequently reduce the number
of flights at the Airport by 44%. (The Coffman Associates Study is found in Attachment
D.) It is a matter of speculation if and where these jet aircraft may operate.
Nonetheless, the small increase in the use of other local airports by these aircraft and in
associated personal vehicle trips to other local airports would have no measurable air
quality impact.
Cultural Resources – Technical Memorandum
A Technical Memorandum was prepared on May 12, 2017 to determine if there is a
potential for impacts to historical resources. Background research and records
searches, a field survey, and a historical evaluation for the runway and taxiways were
prepared as a part of this investigation. It was determined that the levels of alterations
to the runway and taxiways that have been conducted as a necessary part of airport
maintenance and operations throughout the airport’s history have impacted the historic
integrity of the airport; therefore, the runway and taxiways are not considered historical
resources, and no impact would occur as a result of the proposed Project. The
evaluation also analyzed impacts to any known or existing historical resources at the
airport. The Santa Monica Airport Rotating Beacon Tower is presently listed as City
Landmark 19; however, there would be no direct or indirect impacts to the resource
from the project, due to its distance from project and the small-scale nature of the
improvements.
Noise – Technical Memorandum
A Qualitative Analysis Technical Memorandum was prepared on May 15, 2017, to
analyze potential noise impacts that would result from the proposed Project. The
analysis determined that noise would be moderately reduced by the proposed Project

for the following reasons. First, the change in starting point for takeof f operations would
shift either 438 feet or 736 feet away from residences that are adjacent to the east end
of the airport, reducing noise levels in those neighborhoods. Second, the shorter
runway length would result in a 44% reduction in jet aircraft operations because the size
and type of aircraft that could safely land at Santa Monica Airport in accordance with
FAA landing requirements would be limited. Third, as supported by the Coffman
Associates study, due to heavier, louder jets no longer using the runway, both the
easterly-aligned and the center-aligned options would result in generally lower noise
levels, and any anticipated increases of SENELs for aircraft that would continue to use
the shorter runway would be imperceptible in residential neighborhoods. The anticipated
growth rate in flight operations of smaller aircraft that will continue to use the Airport is
approximately 5%, which would not result in noise levels returning to pre-construction
levels. Because construction associated with the shortened runways is limited to
construction of new taxiways, pavement restriping and modification to navigational
lighting, noise from construction or changes to traffic is expected to be less than
significant. If construction activities include taxiway pavement removal and nighttime
work, an After Hours Construction Permit would need to be obtained from the City and
practical noise control strategies may be implemented to minimize noise impacts.
Traffic - Technical Memorandum
A Traffic Assessment Memorandum was prepared on May 15, 2017, to evaluate
potential traffic impacts that would result from the proposed Project. During
construction activities, the proposed Project is anticipated to generate short -term project
construction trips on the regional roadway system. However, the additional non-
recurring traffic is not anticipated to conflict with the Los Angeles County Construction
Management Program. The proposed Project will minimize potential impacts by
complying with City of Santa Monica Temporary Traffic Control Plans (TTCPs).
During operations under the proposed Project, approximately 52 jet aircraft would no
longer be able to land at Santa Monica Airport in compliance with safety and FAA
requirements on a daily basis. It is a matter of speculation if and where these jet aircraft
may operate. Nonetheless, airports within the region that would still be able to

accommodate these jets include:
• Burbank Bob Hope (BUR)
• Camarillo (CMA)
• El Monte (EMT)
• Hawthorne (HHR)
• Van Nuys (VNY)
• Whiteman, San Fernando Valley (WHP)
• Zamperini Field, Torrance (TOA)
Thus, there would be at most minimal increases in activities at such airports.
Only a nominal, insignificant increase in personal vehicle trips per day to or from each of
these local airports would occur due to these aircraft using other airports. This small
increase in vehicle trips to other local airports would not result in significant traffic
impacts.
Safety
It is anticipated that the increased buffer between the runway and adjacent residenti al
areas, addition of FAA-compliant RSAs of at least 300 feet, elimination of non -compliant
taxing operations, and 44% reduction in jet aircraft would substantially reduce safety
hazards for people residing or working near the Project area. These changes, which will
bring the Airport into compliance with federal safety and design requirements, will also
improve aviation safety. Limited closures and construction best management practices
would be implemented in order to maintain construction-site safety for people residing
or working near the Project area during construction activities.
The City reviewed Appendix G to the California Environmental Quality Act (CEQA)
Guidelines and determined that neither the center-aligned option nor the easterly-
aligned option would adversely impact any other environmental factors listed in
Appendix G. In light of these analyses, it can be determined that neither of the runway
shortening options would have a significant effect on the environment and, therefore,
are not subject to CEQA review pursuant to CEQA Guideline Section 15061(b)(3).
NEPA Compliance

Environmental documentation in compliance with NEPA applies to projects involving
federal funding or federal approvals. For the proposed project, however, there is no
federal funding and, as a result of the Settlement Agreement/Consent Decree, the
Airport is not a federally obligated airport and there is no major federal action required
for the project to proceed. Therefore, no environmental documentation in compliance
with NEPA is required for the project to proceed.
Navigational Aids (NAVAIDS)
The existing runway at SMO has navigational aids (NAVAIDS) to assist pilots in the
landing phase of flight on both ends of the runway. Runway 3 has a Visual Approach
Slope Indicator (VASI) and Runway 21 has a Precision Approach Path Indicator (PAPI).
Both runway ends also have Runway End Identifier Lights (REIL) that are flashing
strobe lights that aid the pilot in identifying the runway at night in a sea of city lights. All
existing equipment is owned and maintained by the FAA.
The installation of new PAPIs and REILs will be required for the new runway as a result
of relocating both runway ends (thresholds). The approach for the procurement and
installation of the new equipment is to have the design-build team (AECOM) procure,
install, and certify the equipment. The FAA would continue to be involved throughout the
process for the formal decommissioning process of FAA equipment. A flight to certify
the equipment will be required before full certification to ensure light angles are accurate
and no obstacles penetrate PAPI’s Obstacle Clearance Surface.
Instrument Departure and Arrival Procedures
The existing runway at SMO has instrument approach for landing and instrument
departure procedures that will need to be updated as a result of the relocation of both
runway ends (thresholds). Several meetings with the FAA have occurred to discuss the
process and expectations for updating instrument procedures at SMO. Instrument
procedures are updated on a rotating cycle. The deadline to submit the required
information to update procedures for the December 7, 2017 publication date has
already passed. The next publication date is in February 2018. The FAA has indicated
their willingness to work with the City to meet the December 7, 2017 publication date,

but existing workload and other factors may result in missing the December date. The
FAA has received the proposed runway end coordinates for both the easterly-aligned
and center-aligned options. Both options reflect the comments received by the staff and
consultants during informal consultations with the FAA. In fact, as discussed above, the
proposed Project would improve safety and bring existing Airport operations into
compliance with FAA design and safety standards. Continued coordination with the FAA
is ongoing to ensure updates to the procedures will not delay the opening and use of
the 3,500-foot runway by the end of the year.
Public Outreach Efforts
Staff and the consultant team initiated extensive notification and public outreach efforts
in early April, with the approach of:
Organizing a community and airport stakeholder meeting (at an airport venue to
encourage maximum participation) where the two options developed for Council
consideration would be presented and comments received.
Conducting a presentation for the Airport Commission, subsequent to the
community and stakeholder meeting, that presented the two options developed
for Council consideration and summarized the comments from the earlier
community & stakeholder meeting.
Community and Stakeholder Meeting
On Tuesday April 25th from 10 AM to 12 noon, City staff and the consultant team
conducted a community and stakeholder meeting at the Museum of Flying, a venue
selected to encourage maximum participation. The meeting was moderated by a
professional facilitator and well attended, with approximately 100 attendees comprising
members of the community, airport tenants, and some professional associations.
Notification of the proposed meeting was distributed to the airport tenants and the wider
community via email approximately 2 weeks prior. A summary of the comments
received and a full report by the facilitator, MIG, are provided as Attachment E.
Airport Commission Meeting

On May 2nd, City staff and the consultant team attended the Airport Commission
meeting to present the two options developed for Council consideration, and to
additionally summarize the comments from the earlier community and stakeholder
meeting. Comments received during the Airport Commission meeting have been
summarized and provided as Attachment F. Additionally, the Airport Commission made
the following recommendations:
To adopt Option B [center-aligned option], if and only if, the City obtains binding
agreement from the FAA for a two-part project that consist of phase 1 which
implements Option B and prevents aircraft incursion (excursions) into the
decommissioned runway, and phase 2 which replaces the excess concrete/
asphalt at the runway ends. This recommendation was approved by a vote of 3 -
2.
Urge the City Council to direct staff to initiate the CEQA process as soon as
possible and that it be completed with requisite haste. This recommendation was
approved by a vote of 4-1.
As the project proceeds, staff will continue with outreach efforts to engage the
community, airport tenants and other constituent stakeholders to ensure full
transparency, disclosure, and fairness.
Staff Recommendation
Staff recommends Option B – the centered option - as the best option to carry forward
to a 60% design completion stage, given that the FAA and the City’s aviation
consultants see the differences between the two options as subtle; that staff views
differences between implementing the construction of either option as the same; and
that there is significant community support, from both Santa Monica and Los Angeles,
for the centered option.
The above recommendation is based on the consensus opinion that the relative
advantages of either option in terms of taxiway configuration, or runway visibility from
the ATC tower, or contiguous remainder parcel size, are minimal.

Staff agrees with the Airport Commission that there should be future discussion
concerning any removal/reuse of the decommissioned runway. However, there are
potentially many options and issues to consider in dealing with use of the property no
longer needed for the Airport with a shortened runway. Anything that might be done
with the decommissioned portion of the current runway would be a separate and
independent project from the runway shortening to 3,500 feet. Any future decision has
no bearing on or functional link to the issue of design for runway shortening and should
be considered completely separately.
Financial Impacts and Budget Actions
There is no immediate financial impact or budget action necessary as a result of the
recommended actions. Once the preferred option for runway shortening is identified by
City Council, staff and AECOM will continue development of the preferred option to a
level, typically 60% complete design, whereupon a Guaranteed Maximum Price (GMP)
to complete design and construction can be confidently established. Staff will return to
Council for approval of the GMP and Design-Build Agreement by or before August 22,
2017 to complete the runway shortening construction by December 2017.

Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to execute a Design-Build Amendment to Feasibility
Professional Services Agreement 10436 (CCS) with AECOM or a Restated
Design-Build Agreement with AECOM, a California-based company, to shorten
the runway at Santa Monica Municipal Airport for a Guaranteed Maximum Price
(GMP) not to exceed $3,517,320 (includes a 15% contingency);
2. Authorize the Director of Public Works to issue any necessary change orders to
complete additional work within contract authority.
3. Authorize budget changes as outlined in the Financial Impacts and Budget
Actions section of this report.
Executive Summary
Regaining local control of land use at Santa Monica Airport (SMO) and reducing the
health and safety impacts on adjacent residents is one of the City Council’s Strategic
Goals. Earlier this year, the City and the Federal Aviation Administration (FAA) entered
into an historic Settlement Agreement and Consent Decree to resolve the City’s
litigation to secure local control. On February 1, 2017, the United States District Court
for the Central District of California entered an Order approving the Settlement
Agreement as a Consent Decree. Among other provisions, the Consent Decree allows
the City to reduce the runway to 3,500 feet pending the City’s right to close the Airport
to aviation uses after December 31, 2028.
Reducing the operational length of the runway to 3,500 feet would reduce the adverse
environmental, health, and safety concerns that current Airport operations impose on
residents of Santa Monica and adjacent neighbors, including reducing jet traffic, noise
impacts and air emissions. Specifically, shortening the runway to 3,500 feet would

reduce use of the Airport by larger aircraft (by an estimated 44% according to a study by
Coffman Associates) and consequently reduce Community Noise Equivalent Level
contours, result in fewer overall exceedances of Single Event Noise Levels, and reduce
the impact of aircraft exhaust and fumes on surrounding residential neighborhoods.
While the potential future uses of excess runway surface or released land is separate
from the runway shortening project, staff has begun the process of developing options
for removal of excess runway pavement (as the result of the runway shortening) which
will be presented to Council in late-September 2017. Additionally, staff from Planning
and Public Works have begun outlining and will present a framework for a future
community process to determine potential uses of the reclaimed land, and the design of
that space that are safe and compatible with the operation of the Airport.
Staff recommends executing a Design-Build Amendment to Feasibility Professional
Services Agreement 10436 (CCS) or a Restated Design-Build Agreement with AECOM
for a Guaranteed Maximum Price (GMP) not to exceed $3,517,320 (includes a 15%
contingency) to complete runway shortening construction by December 31, 2017.
Background
On February 28, 2017, the City of Santa Monica executed a Feasibility Professional
Services Agreement 10436 (CCS) with AECOM (Attachment A), which engaged
AECOM to study reducing Runway 03-21 at SMO to 3,500 feet. The agreement
included an initial feasibility phase to provide runway-shortening options for Council
consideration and selection.
On April 24, 2017, staff issued an Information Item (Attachment B) responding to
Council’s inquiry about a potential phased interim project, removal of pavement at the
ends of the runway, and evaluation of future uses of the excess runway area. The
Information Item provided an update on those topics, as well as the overall status of the
runway-shortening project.
On May 24, 2017, Council selected Option B, the center-aligned shortened runway
3 of 5
option (Attachment C) from the two options presented for runway shortening
construction. The Council directed staff to proceed with further design of the preferred
option and to establish a GMP for a design-build agreement between the City and
AECOM to complete runway-shortening construction prior to December 31, 2017. At
this meeting, Council also adopted Resolution No. 11044 (Attachment D) stating that
the runway-shortening project is categorically exempt from review under the California
Environmental Quality Act (CEQA).
Discussion
Since the May 24, 2017, Council meeting, staff and AECOM have conducted design
review meetings with the FAA and have developed the preferred option to nearly 65%
design completion. On July 31, 2017 the FAA issued a no-objection letter to the City of
Santa Monica (Attachment E) indicating that the FAA does not object to the City
pursuing implementation of the runway shortening as summarized and depicted in the
final Airport Diagram dated July 24, 2017 (Attachment F). Advancement of the design
(beyond the required 60% for establishing a GMP) allows for faster completion of the
final design and beginning of construction, and provides additional certainty for the GMP
not-to-exceed amount.
The scope of work covered by the GMP includes:
Constructing six new connecting taxiways, approximately 65-feet wide by 150-
feet long each, at the ends of the runway and approximately midway.
Implementing drainage improvements to accommodate the new connecting
taxiways.
Procuring and installing new navigational aids including Precision Approach Path
Indicators (PAPIs) and Runway End Identifier Lights (REILs)
Rubber removal and crack sealing of the runway keel section (the middle section
of the runway that sees the most aircraft traffic and where the majority of
touchdowns occur).
Runway and taxiway striping, including over 44,000 SF of runway striping and
over 13,000 SF of taxiway striping.
Installation of new runway and taxiway lights, including 2-miles of conduit and 4-
4 of 5
miles of cables.
Constructing barriers to protect adjacent uses.
Relocating the existing wind cone.
Implementing new aircraft run-up areas and hold aprons.
Conducting noise monitoring and noise mitigation as necessary and in
compliance with CEQA and City ordinances.
Community Outreach and Notifications
Based on the amount of work required, completion of the runway shortening by
December 31, 2017 will necessitate construction to be done at night to moderate
impacts to existing operations and potential FAA objections. Noise monitoring and
mitigation measures will be implemented during night work. Additionally, full runway
closures between 7 and 14 consecutive days are also envisioned to facilitate completion
of work within the Runway Safety Area. The schedule and duration of night work and full
closures will be organized to enable the most expeditious completion timeline, while
mitigating operational restrictions at the Airport.
For night work, anticipated to occur between 9PM and 7AM, the project team wil l notify
residents and tenants in accordance with the City guidelines. Notifications will entail a
community/construction bulletin, which will be distributed by mail to airport tenants,
adjacent properties, and the wider airport community approximately 2-weeks before the
start of construction. Subsequent periodic updates and notifications will be provided by
email, through the City’s Facebook page, and posted on the City’s web site.
Vendor/Consultant Selection
AECOM was selected as the Design-Build firm for runway shortening through a
competitive process that was initiated in February 2017 when the City issued a Request
for Proposals letter (RFP #2500) for aviation planning and engineering services to
shorten the runway at SMO. Pursuant to that process, in March 2017, the City and
AECOM executed a feasibility / design-build agreement under which options for runway
shortening were developed and presented to Council in May 2017 for selection and
further development to establish a GMP and execute a Design -Build Agreement for
completing runway shortening prior to the end of December 2017.

C339197.589000. Award of contract requires an additional FY 2017-18 Capital
Improvement Program budget appropriation of $397,335 to account C33197.589000
from the Airport (33) Fund.

committed, as it says it is, to shutting down the airport in 10 years, then there should be no reason to keep the runway

I am writing to request that during any upcoming votes regarding next steps for the Santa Monica Airport runway that the council
complete the steps already agreed to and finish the demolition of the excess 1500 feet of runway.
Although my preference was that the airport itself was either closed entirely or perhaps reduced to a zero jet policy allowing only the
mostly enthusiast smaller prop planes that did not happen. Shortening the runway was a compromise that has already shown some
benefit as I do not hear the roar of as many jets as previously flew over my home and I certainly do not miss the house rumbling roar
of those jets either.
Please vote to approve the demolition.

The last two months have been so wonderful and remind me of what life used to be like in the late 80s when we bought

the that section of runway has been shut down, I have noticed a very welcome decline in the number of jets

Santa Monica would like to reclaim its use as a park, or for other non‐polluting public use. I have lived in Ocean Park
since 1980, and I remember when the skies were quieter in our neighborhood, before jets were invited to land at our
little community‐use airport. It has been a great relief during the past two months to have fewer jets overhead. For the
last 15 years+, I’ve been part of a regular Sunday yoga group at a friend’s house on Navy Street, and for the last at least
10 years, we’ve had our restorative session disrupted/punctuated by extremely loud jet take‐offs overhead. It has
seemed wrong and unfair that for the pleasure of a few — the wealthy passengers on the private jet — the peace and
air quality of the many who live in little Ocean Park have been threatened. Please take the step of demolishing the jets’
runway to make sure that whatever the eventual fate of the Santa Monica airport —either the FAA prevailing or the
People of Santa Monica prevailing — the jets will no longer be able to take off or land in the future.

Dear Santa Monica Council,
I'm your next door neighbor at 12146 Clarkson Road in Los Angeles. I commend you for your action to shorten
the runway and reduce the operations at SMO and to eventually close the airport. The noise and pollution are
definitely negatively impacting my quality of life.
While I was disappointed that the airport will remain open for another 10 years, I also realize that it is a matter
of time to full closure in 2028. To that end, please show a sign of commitment to close the airport by
demolishing the unused portion of the shortened runway.
The SMO airport land can be used used in a more productive way that provides a positive economic impact and
positive community impact. The population density of the area just doesn't support the airport because of
safety, pollution and noise. I envision an amazing redevelopment of mixed retail and housing and park land to
replace the airport in the future.

Dear Council Members:
I am writing to ask again that you do everything you can to convert the SM airport into something that all
members of our community can enjoy, e.g., a park. I understand that you are now about to vote again about
demolishing the excess runway, and at minimum, I hope you do that ASAP.
When I bought my house in Santa Monica in 1992, my area was only relatively indirectly impacted by the
airport. We could hear planes and helicopters from time to time, but only rarely. There's no question that it was
both hazardous and a source of terrible noise pollution, but despite changes over the years, it has gotten worse
in my neighborhood. In particular we have helicopters hovering over our house many times per day, apparently
waiting for clearance to land (though I'm not sure that's the reason). Regardless, our beautiful neighborhood is
much less beautiful today. We cannot go into our back yard for a picnic without, at some point(s), having to
yell at each other just to be heard.
I am of the opinion that government should, at minimum, serve to protect its citizens, including from pollution
like noise pollution. It seems grossly unfair that in order to satisfy the needs of a couple hundred (at most)
people who are rich enough to fly in private planes and helicopters, tens of thousands of us need to suffer. And
to be clear, I don't use the word "suffer" lightly. This airport may have been a fine idea in the days when
nobody lived here, but it has long since become a blight on our community.
Please, I beg you, do everything in your power to be entirely rid of it. And that includes taking even small steps
like ensuring the scheduled demolition of part of the runway.
One last thing: Though I am of the opinion that property taxes are entirely unfair and that taxes should be based
directly on income, I would gladly vote to substantially raise my own property taxes in order to fund the
demolition of the airport and creating a giant new park which would be not only the pride of our community,
but the pride of the world. It could be better than NYC's Central Park.
I support you in every effort to bring this dream to fruition.
