INVITING APPLICATIONS FOR APPOINTMENTS
TO CITY BOARDS & COMMISSIONS
Clean Beaches & Ocean Parcel Tax Citizens Oversight Committee:
Two seats available for terms ending December 31, 2019.
Applicants shall be residents of Santa Monica.
L.A. County West Vector Control District:
One seat available for a term ending December 31, 2019.
(Or at the discretion of Council, a four-year term ending December 31, 2021)
Applicants must be registered voters of the City of Santa Monica.
Santa Monica Pier Corporation:
Four seats available for terms ending December 31, 2021.
Applications shall be residents of the City of Santa Monica or persons who do business or
are employed in the City of Santa Monica.

Applications due by noon, Tuesday, December 5, 2017.
Appointment to be made by City Council, Tuesday, December 12, 2017.
No Santa Monica City Employee may serve as a member of any Board or Commission.
The State Political Reform Act requires certain officeholders to disclose their interest and
income that may be materially affected by their official action. The applicants appointed to
serve in positions on the Clean Beaches & Ocean Parcel Tax Citizens Oversight
Committee and the Santa Monica Pier Corporation will be required to file a Statement of
Economic Interest (Form 700) with the City Clerk’s Office upon assuming office, and
annually thereafter.

I understand there is some provision in Planning Commission rules that Commissioner can be absent from more

The absence is medical and a direct result of a recent bike crash and the resulting concussion.

MISSION STATEMENT The mission of the Clean Beaches & Ocean Parcel Tax Citizens Oversight
Committee is to uphold the mission of the City of Santa Monica Watershed
Management Plan: to restore a healthier balance between the urban environment
and the natural ecosystem, including the Santa Monica Bay, by reducing the
pollution in urban runoff, reducing urban flooding, and increasing water
conservation, recreation opportunities, open space, and wildlife and marine habitat
(Adopted March 12, 2009).
RESPONSIBILITIES,
JURISDICTION, AND
AUTHORITY
The people of the City of Santa Monica adopted a Clean Beaches and Ocean
Parcel Tax in November 2006 by adding Section 7.64 of the Santa Monica
Municipal Code. This Chapter 7.64 et seq., may be cited as the “Clean Beaches
and Ocean Parcel Tax Act.” (Added by Ord. No. 2214CCS § 1) Composition and
Responsibilities Resolution Number 10295, adopted May 27, 2008, establishes
the membership, terms and scope of responsibilities of the committee as follows:
1. Shall be comprised of five residents and serve two year terms without limitation
2. Responsibilities are solely advisory to the City Council and consist of:
a) review of proposed capital and operating expenditure from Measure V funds
b) review of actual Measure V capital and operating expenditures
c) review of proposed Measure V capital projects to confirm consistency with the
generally or specifically established water quality improvement goals of the
program
Pursuant to Section 2.32.280 of the SMMC - no Santa Monica City employee may
serve as a member of any Board or Commission.

My best qualification is I spend time at the beach and in the ocean almost every day. I am an avid surfer
and frequent the surf in front of Ocean View Park / Ashland. Education - undergrad at UC Santa Barbara
('05) and MBA from UCLA ('11). I have spent the last 6 years (and counting) working for a venture capital
fund that invests in renewable energy technologies. I have experience serving on corporate boards, and I
currently serve on the board of one of our portfolio companies, SolarReserve - a concentrated solar
thermal company based here in Santa Monica.
Goals:
I would very much like to be a part of the great efforts being made to clean our beaches and oceans. I
have been impressed with work the done to capture and clean storm drain water and the efforts to
rebuild sand dunes in North Santa Monica. My goal would be to expand on these initiatives and work to
share their impact with neighboring cities and beyond (as we know, the Santa Monica Bay is bordered by
many cities). For many of us who spend a significant amount of time in the water, there has been
demonstrable progress in cleaning the water and returning wildlife to the Santa Monica Bay, but there is
more work to be done, particularly after it rains or after hot weekends in the summer. My goal would be
to continue these efforts, with a focus on water quality.
Vision:
As discussed above, my vision for the board is to continue the great work being done by the Board and
the city generally towards keeping our beaches and water clean, while finding opportunities to expand
this effort. I am strong believer in the need to protect the limited open space that we have, and that our
beaches are a defining part of our community. I believe Santa Monica can continue to set an example for
the county, state and country in our efforts to integrate nature into our urban environment. As a city, we
thankfully have the resources and the will to help develop and test methods of water and beach
reclamation and development/beach integration that can not only make our city better, but set an
example for others.
Personal Qualities:
Personally, I am the oldest of five very close siblings and have always been the leader in this group.
Educationally, getting an MBA at UCLA was essentially a two program in working in groups and balancing
competing needs - at UCLA I graduated with honors and count many of best friends from that group of
people. In addition, my four partners and I were selected by the faculty as having the best thesis project
for our work on supply chain management and franchise modeling. Professionally, at a venture capital
fund, I work in a field that is based on the efficient allocation of resources and creative solutions to
complex problems. As one of our principal goals at the firm, I have worked closely with the firm partners
to develop ways to store renewable energy, one of the biggest issues facing the growth of renewable
energy.

MISSION STATEMENT The mission of the Clean Beaches & Ocean Parcel Tax Citizens Oversight
Committee is to uphold the mission of the City of Santa Monica Watershed
Management Plan: to restore a healthier balance between the urban environment
and the natural ecosystem, including the Santa Monica Bay, by reducing the
pollution in urban runoff, reducing urban flooding, and increasing water
conservation, recreation opportunities, open space, and wildlife and marine habitat
(Adopted March 12, 2009).
RESPONSIBILITIES,
JURISDICTION, AND
AUTHORITY
The people of the City of Santa Monica adopted a Clean Beaches and Ocean
Parcel Tax in November 2006 by adding Section 7.64 of the Santa Monica
Municipal Code. This Chapter 7.64 et seq., may be cited as the “Clean Beaches
and Ocean Parcel Tax Act.” (Added by Ord. No. 2214CCS § 1) Composition and
Responsibilities Resolution Number 10295, adopted May 27, 2008, establishes
the membership, terms and scope of responsibilities of the committee as follows:
1. Shall be comprised of five residents and serve two year terms without limitation
2. Responsibilities are solely advisory to the City Council and consist of:
a) review of proposed capital and operating expenditure from Measure V funds
b) review of actual Measure V capital and operating expenditures
c) review of proposed Measure V capital projects to confirm consistency with the
generally or specifically established water quality improvement goals of the
program
Pursuant to Section 2.32.280 of the SMMC - no Santa Monica City employee may

MISSION STATEMENT To preserve and enhance the pleasure pier experience for people of all ages and
for future generations.
RESPONSIBILITIES,

AUTHORITY
The Santa Monica Pier Corporation Board has responsibility for overseeing the
day-to-day operation of the Pier, marketing and promoting the Pier, advocating for
improvement projects, protecting the Pier as an historic resource, and overseeing
special events and filming. The Board is also assisting the City Council with a Pier
Vision and Master Planning process and the development of new sponsorship,
marketing, event and leasing guidelines.
COMPOSITION Pier Corporation Board of Directors is comprised of seven individuals who
together have demonstrated expertise in the following areas: development
finance; commercial leasing and/or development; coastal issues; recreational
facility management; architecture/urban design; landmarks; and demonstrated
commitment to the preservation and maintenance of the historic character of the
Santa Monica Pier. Directors shall be residents of the City of Santa Monica or
persons who do business or are employed in the City of Santa Monica.

-I’m a product manager at System1, a software startup in Venice where I lead an amazing team of 16
engineers and data scientists. We build online advertising and marketing tools.
-Previously, I worked as a product manager at Mint, a personal finance app with over 20 million users. I
worked on personal finance recommendations, and helped hundreds of thousands of people work
toward their finance goals.
-From 2012 to 2014, I served as co-General Manager of KZSU Stanford, a non-profit community radio
station. I oversaw 200 diverse volunteers and a $100k yearly budget.
-I graduated from Stanford University in 2014 with a B.A. in Economics and a minor in Computer Science.
Areas of demonstrated expertise:
I’ve significant time along the pier, and studied both news articles and board meeting notes. I have a
detailed amateur’s knowledge of issues facing the Pier, which I can effectively combine with my other
experiences.
As a product manager, I have a working knowledge of strategic planning and marketing:
-I’ve worked on product strategy for two software companies, System1 and Mint, and I’ve also consulted
with several startups. In these roles, I help set and implement business strategy. I’ve had a successful
track record building consumer and business products, and working with large
engineering/design/analysis groups.
-I have expertise in online marketing; it is literally my job to build online marketing/advertising tools.
Additionally, I’ve worked on more traditional public relations at Mint and KZSU, where I created press
releases, contacted media outlets, posted social media, etc.
Through my experience leading a nonprofit radio station, I have fundraising, event management, and
policy/fiduciary experience:
-At KZSU, I raised ~$100k each year for station operations. Each year, I lead campaigning efforts to raise
the majority of that from student ballot fees. Additionally, I raised tens of thousands of dollars from
grants/programs, most notably from the Stanford Fund and Toyota. We finally raised thousands more
with coordinated on-air donation messages.
-I’ve produced several large events.
Most notably, in 2011 and 2012, I worked with Toyota to organize a relatively large KZSU tent at Outside
Lands, a 200,000 person musical festival in San Francisco. Collaborating with Toyota and an agency, we
organized a stage and craft area with both music and interactive art experiences for visitors. I organized
programming with roughly five dozen volunteers from KZSU. Conservatively, tens of thousands of people
interacted with us throughout three days.
-As a large radio station with 200 volunteers, KZSU has significant logistical and legal, requiring fiduciary
and policy oversight.
I created and improved station policies. For instance, I helped compile a comprehensive volunteer
handbook, set new guidelines for volunteer behavior, and resolved personnel disputes. I also handled
complicated operations, like renewing a FCC transmitter license: from the renewal process, I subtly
adjusted station programming to better serve and reach the local community, as mandated in the terms
of our license.
Goals:
I’m excited about civic processes and making an impact.
I’m not coming in with a specific agenda. I’m excited because the pier is wonderful and important; there
are pragmatic way to benefit our larger community through issues like accessibility, events, art, etc..
For example, I totally support Santa Monica’s commitment to the Paris Climate Agreement. It’s not clear
how the Pier fits into that commitment, but the pollution and climate impact of the Pier are issues that
are personally important and fascinating to work on.
Vision:
In the long term, the board maximizes the Pier’s value for residents, tourism, education, downtown
business, public transit, and more.
In the short term, that translates into steady technocratic decisions about infrastructure, twilight
concerts, etc..
From prior board minutes, I noticed a couple of personally encouraging things that I would make sure to
continue:
-the board always takes direct feedback from multiple outside views (such as pier lessees, other
commissions/subcommittees, city staff, etc.)
-the board is able to produce detailed reports and compromise on larger issues such as the Twilight
Concerts
Personal Qualities:
-As a GM of KZSU, I’ve also rallied large groups of volunteers to create weird, lovely, and innovative
projects. For instance, we restarted an old tradition of a yearly ‘Day of Noise,’ in which typically 30+
experimental musicians perform live over 24 hours. We heavily promoted and successfully pulled off a
complex (and sleep deprived) event thanks to the coordination of roughly 80 volunteers. Most
importantly, we spotlighted a creative local music scene to thousands of listeners around the world.
-As a product manager, I have to lead and innovate, but also prioritize between projects which serve
different groups and sets of interests. A specific example:
I recently gathered requirements and tradeoffs from engineers, analysts, and executives. I ultimately
built an impactful platform which optimizes tens of millions of dollars a month in marketing campaigns. I
communicated with numerous stakeholders, prioritized a thoughtful risk, and implemented something
that paid off. In that process, I deprioritized several other projects, but could work and communicate
effectively with other groups to handle that disruption and get important things done.

I graduated from Santa Monica High School in 2012, went to the Fashion Institute of Design and
Merchandising and studied Fashion Design. I worked with Rosie's Girls for several years throughout my
teenage years and it taught me leadership and problem solving skills. In 2013, I started working for a
marketing company called Vector Marketing. I gained and improved several skills such as; leadership,
team building, organization, sales, and management allowing me to move up the ranks fairly quickly. In
January of 2017 I got the opportunity to join the team and open the Courtyard By Marriott On 5th and
Colorado. I worked the front desk where I further developed my customer service skills. I was on the
celebration committee and safety committee, committees that entailed planning all employee events
and spreading the word about workplace safety. Currently, I am the Sales Coordinator for the Hampton
Inn and Suites. I am in charge of coordinating group sales agreements, establishing and maintaining
relationships with our clients, and assisting the Sales Manager and Director of Sales.

1) Strategic Planning - Vector Marketing Assistant Manager and Recruiting Manager. As an assistant
manger I took part in setting goals for the Santa Monica district team and making sure those goals were

between generations and help our youth find their voices.
Personal Qualities:
I constantly find myself in leadership positions. It's what I am comfortable doing, I started with the
Rosie's Girls program. The first spring that I became a camper I knew I wanted to be involved with the
program for many years. I moved up to be on the A team, the first step as a leader, and then I moved up
to a shop Stewart and then a camp counselor. While in school I always found myself leading group
projects. And then there was the management job in my late teens. My current position lets me
continue my pattern. I have always had a creative mind. It comes in handy when we encounter
challenges in the workplace or when we need that artistic touch on how the holiday decorations look
best. My favorite thing about working with a team is the diversity of ideas that are contributed. I have
been able to see perspectives I had never thought about while working with a team. I like being able to
build an idea up like the snowball effect with a team.

Honorable City Council:
Twilight Concert Series
The Santa Monica Pier Lessee’s Association, representing key stakeholders on the Santa Monica Pier,
would like to support the reimagining of the Twilight Concert Series so that the Pier can remain a safe
and open place for visitors year-round. We do not believe that the Twilight Concert Series in its current
manifestation should continue on or around the Santa Monica Pier.
The Twilight Concert Series is a cherished tradition in Santa Monica going back nearly 35 years. The Pier
tenants do not wish to see the Twilight Concert Series go away, only that it be retooled to reflect both
the needs and limitations of the Pier. Changes sought include rescheduling the series to less trafficked
times of the year such as the weeks following Labor Day, a stronger focus on programming that appeals
more directly with Santa Monicans and the average Pier goer, and re-evaluating the safety and traffic
plans that route patrons onto the Pier and into the fenced area of the concert.
We would support a concert series in the fall of 2018 if safety concerns and the negative impact on Pier
businesses can be addressed. If that is not enough time to adequately address these concerns, we
would then support a hiatus next year with a return in the fall of 2019.
If the no-fee ticketing system as suggested in the staff report is adopted, we ask that ½ of the tickets are
provided to the members of the SMPLA for distribution to our local customers. This will provide a direct
ticket pipeline to locals that support the Pier on a year round basis.
Additionally, the Santa Monica Pier Lessees Association represents businesses that are directly affected
by large events on and around the Pier including these concerts. We would like to have a representative
or representatives actively involved in the planning process for future Twilight Concert Series events so
that our needs and concerns are addressed.
Pier Corporation Board Vacancies
It was the hope of the SMPLA to have a member appointed to the Pier Corp Board, but state law
precludes this. While one of our own cannot participate as a board member, after consulting with the
city attorney we are confident there are no laws barring our participation on the board working groups.
We respectfully request Council to direct the Pier Corporation board to allow a representative of the

SMPLA to participate in all Pier Corp board working groups with the exception of leasing.
Representatives would be assigned by the SMPLA and may or may not be the same representative for all
groups.
We also feel strongly that having a dedicated SMTT member on the board is imperative for a tourism
magnet such as the Santa Monica Pier. Decisions made by the board are far reaching and impact not
only the Pier, but city-wide tourism as well.
Lastly, after careful consideration, we would like to support the appointment of the following applicants.
Misti Kerns – We support Misti for the dedicated SMTT position. Her input and knowledge of the
tourism industry, both the advantages and challenges, has been invaluable. We are excited and
appreciative at her willingness to remain on the board and to continue to help guide the Pier as it
navigates the future.
David Newberg – The SMPLA appreciates and understands the challenges our neighbors face due to the
success of the Pier. We feel it is important they have a voice at the table and we feel that David can be
an effective voice, while also contributing knowledge garnered in his many years of working with Santa
Monica businesses and most especially non-profits. As the City examines its overall financial situation,
David’s financial acumen will be a valuable asset to the Pier.
Nicholas Rolston – Nicholas’ extensive career in Experiential Marketing will help guide us as the Pier
seeks new revenue streams to support our local programming. Experiential Marketing also provides us
with the ability to enhance the Pier visitor experience in a personal way and we see him as someone
who understands the importance of this type of experience for the Pier. His reputation as a problem
solver will serve us well, especially since it is combined with the heart and soul of a native Santa
Monican.
Jeffrey Jarow – Jeff’s long-time commitment to Santa Monica is well known throughout the City and he
brings mountains of passion and commitment to every board or commission he has sat on. He keeps his
finger on the pulse of the business community in Santa Monica, often going the extra mile to help
wherever and whenever he can. Jeff’s enthusiasm and passion will contribute to our position in the
local community, especially when coupled with his extensive knowledge of Santa Monica and the people
and businesses that inhabit it.
