Subject: Construction Contract for the Beach Lifeguard Headquarters Facility Project
Recommended Action
Staff recommends that the City Council:
1. Award Bid #SP2506 to Global Power Group, Inc., a California-based company, to
provide construction services for the Beach Lifeguard Headquarters Project
located on City-owned property.
2. Authorize the City Manager to negotiate and execute a contract with Global
Power Group, Inc., in an amount not to exceed $227,139 (including a 10%
contingency);
3. Authorize the Director of Public Works to issue any necessary change orders to
complete additional work within contract authority.
Executive Summary
The City of Santa Monica’s Community and Cultural Services Department seeks to
make modernizations to the Beach Lifeguard Headquarters Facility, located on City-
owned beachside property at 1642 Ocean Front Walk, in order to safely continue
providing lifeguard and emergency response services at Santa Monica State Beach.
Improvements to the facility include installation of an emergency electrical generator, a
new sump pump, and new light emitting diode (LED) lighting to the interior and exterior
areas. The building was originally constructed in the late 1950s and today is in need of
substantial improvements to continue serving as a viable facility for lifeguard and
emergency response services. Staff recommends Global Power Group, Inc. to provide
construction services for the Beach Lifeguard Headquarters Project in an amount not to
exceed $227,139 (includes a 10% contingency).

Lifeguard Headquarters – Beach View
Background
The Beach Lifeguard Headquarters Facility is located on City-owned property at 1642
Ocean Front Walk. Since 1974, Los Angeles County has operated out of the Beach
Lifeguard Headquarters Facility to provide contracted, year-round lifeguard services for
the City of Santa Monica at Santa Monica State Beach.
On March 24, 2008 (Attachment A), Council authorized the City to execute a new 10-
year contract with the Los Angeles County Fire Department for lifeguard services at
Santa Monica State Beach. The City’s agreement with the County, set to expire in 2019,
includes an option for an additional 10 years of lifeguard services. Staff has reached out
to the County about continuing services once the agreement expires.
As part of the agreement, the County has provided year-round lifeguard coverage for
the entire beach seven days a week; 24-hours-a-day emergency response for regional
emergencies; and 24-hours-a-day paramedic support to the Santa Monica community.
The County also provides the equipment necessary to complete its contracted services,
including four emergency response vehicles, a rescue boat, and a Black Hawk
helicopter. Additionally, the contract includes $485,000 in previously appropriated funds
to be used on future capital improvement work, which staff will draw from to pay for the

The Beach Lifeguard Headquarters Facility was constructed in the 1950s and is owned
by the City of Santa Monica. While the County has made repairs to the structure over
the years, the building is in need of substantial modernization to continue functioning as
a viable facility for lifeguard and emergency first-response operations.
Discussion
Construction work in and around the Beach Lifeguard Headquarters Facility would
include installation of an emergency electrical generator, a new sump pump, and new
light emitting diode (LED) lighting to the interior and exterior areas. The building lacks a
functioning emergency generator, which is important to have at first-response facilities
because it provides backup power and allows for continuous operations. The new
emergency electrical generator would provide up to 72 hours of uninterrupted power in
the event of an electric grid failure. The new sump pump would replace an existing
sump pump, which is at the end of its operational service life. A sump pump is required
on-site to properly manage storm water, which accumulates in the interior parking area
of the facility during rain events. The lighting system update would replace the existing
incandescent and fluorescent light fixtures with new energy-efficient LED light fixtures
and would reduce overall energy consumption. Upon completion of the facility
modernization, the Beach Lifeguard Headquarters would be better equipped to continue
providing important services to Santa Monica’s residents and visitors.
Contractor Selection
On October 9, 2017, the City published Notices Inviting Bids for the Beach Lifeguard
Headquarters Project in accordance with City specifications. The bid was posted on the
City's on-line bidding site, and notices were advertised in the Santa Monica Daily Press
in accordance with City Charter and Municipal Code Section 2.24.071(a) provisions.
Forty-nine vendors downloaded the bid, and nine prospective bidders attended the
mandatory pre-bid job walk. Five bids were received and publicly opened on October
31, 2017. The bid results are listed below.

Bids were evaluated based on the criteria in SMMC 2.24.072, including price, previous
experience, ability to deliver, quality of product, and compliance with City specifications.
Staff contacted references provided by Global Power Group, Inc. for prior project
experience on City Hall generator installation in the City of Thousand Oaks, City Hall
generator installation in the City of San Clemente, Fire Station generator installation in
the City of Anaheim, and Fire Station generator installation in the City of Coronado. All
respondents reported that work was completed in a timely and cost-efficient manner
while maintaining consistent quality. Staff also verified with the Contractors State
License Board that Global Power Group, Inc. has a license that is current, active, and in
good standing and verified the firm is registered with the California Department of
Industrial Relations. Based on these criteria, Global Power Group, Inc., the lowest
bidder, is recommended as the best bidder.
Next Steps
Construction work is tentatively scheduled to begin in January 2018 and is anticipated
to be completed by April 2018.
Financial Impacts and Budget Actions
The contract to be awarded to Global Power Group, Inc. is for an amount not to exceed
$227,139 (includes a 10% contingency). Funds are available in the FY 2017-18 Capital
Improvement Program budget in account C110758.589000.
